The Hague is known worldwide as a city of peace and justice and at the same time is growing into an international center for digital security and GovTech: technology that makes governments smarter and more accessible to residents and businesses. In the city, companies, governments and knowledge institutions are working together more and more intensively on solutions to cyber threats and government innovation. This is done, among others, with partners such as The Hague Security Delta (HSD), the national cybersecurity partnership, and a network of more than 300 organizations. As a program manager, you play an important role in further strengthening this collaboration and the position of The Hague as a leading cyber city.
What will you do?
The Hague has had a strong position in the field of cybersecurity for years. More than 20,000 people now work in this sector in the city. As a program manager, you will continue to build that position and strench cooperation between companies, knowledge institutions, startups and governments that deal with digital security and innovation. It is expressly about public-private collaboration, where you bring parties together and help joint ambitions.
An important part of your work is the development of the House of Cyber. This will be the place in The Hague where government, knowledge institutions and companies come together and work together on digital security. Organizations such as the National Cyber Security Center, the Ministry of Defense, The Hague Security Delta and many private parties come together here. You ensure that this collaboration really works: you connect parties, develop new ideas and ensure that plans are also implemented.
You are often outside the door and talk to entrepreneurs, ministries and international organizations. At the same time, you have a solid role internally. You will interact with the board, management and colleagues within the municipality and ensure that decision-making is properly prepared. You write and coordinate administrative documents, such as memos and resolution proposals, and know how to clearly translate complex content to the board.
You give substantive direction to a team of about six colleagues and work together on the further growth of the program. You will also contribute to (inter)national initiatives, such as the Cybersecurity Week in The Hague and the ONE Conference, and you will help to further develop and strengthen them.
What do they offer?
In this position, you will work on themes that are in full development, such as digital security and the digitization of government. You contribute to the further positioning of The Hague as an international city for digital security and GovTech, together with ministries, international organizations, companies and knowledge institutions.
The work is varied and has a clear strategic and administrative component. You work on policy documents and the multi-year strategy of the program and prepare decision-making for the college. At the same time, you ensure that plans also progress in practice by working together with partners and colleagues. You continuously move between policy and implementation and are given the space to give direction and achieve results.

What do they ask?
You work in an environment with diverse interests and know how to find your way around. You connect parties, easily switch between entrepreneurs, ministries and administrators and understand how decision-making works in a political-administrative environment. You know how to advance complex trajectories and keep an eye on both content and process.
In addition, you have:
- A completed academic education, for example in economics, innovation, public administration, ICT or computer science;
- At least 5 years of relevant work experience, for example as a senior policy advisor, strategic advisor or program coordinator, preferably in the field of digital security, cybersecurity, innovation or digitization; affinity with technology and digital security and knowledge of digitization and innovation; experience with cooperation between multiple organizations or partners;
- Excellent oral and written skills in Dutch and English.
As a pre:
- knowledge of the cybersecurity ecosystem;
- experience with program management or a strategic role;
- administrative sensitivity and preferably experience within a municipal or political-administrative organization;
Who are they?
You will work in the Economics department in the business and innovation team: an entrepreneurial, committed and result-oriented club of about twenty colleagues. You will be one of the two program managers and work together with a substantive team of six professionals. The atmosphere is open, collegial and focused on collaboration. We work from the town hall[TK1] and in the middle of the city, in the places where entrepreneurs and innovation hubs such as HSD Campus are located, close to the practice and the partners with whom we are building the Hague economy.
