Impunity Watch is an international non-profit organisation working with victims of violence to deliver redress for grave human rights violations, uproot deeply ingrained structures of impunity, and promote justice and peace.

IW advocates for the voices of affected individuals and communities to be meaningfully included in the design and implementation of policies that advance victims’ rights for truth, justice, reparations, as well as guarantees of non-recurrence. We promote local actors’ active involvement in transformation after violence and abuses, and we also support informal initiatives that complement formal transitional justice mechanisms.

Impunity Watch currently works in Central America, the Middle East and North Africa (MENA), the Great Lakes region of Africa, and the Western Balkans. We have presence in Guatemala and Burundi, and our headquarters are in The Hague, The
Netherlands.

The Consultant will be responsible to develop a framework paper that explores the potential applications and limitations of Artificial Intelligence (AI) within the reparation’s lifecycle. The outline of the paper will be discussed in more detail with the team at IW after the consultant has been selected.

 

Tasks and Responsibilities

The consultant will be responsible for the following tasks:

  • Conducting thorough desk research to gather relevant data and insights on the
    topic.
  • Mapping the reparations life cycle, identifying common stages and challenges
    across contexts while acknowledging and reflecting on country-specific
    variations.
  • Identifying areas within the reparations cycle where AI or automation could
    meaningfully contribute, based on prior experiences and existing applications
    in similar contexts.
  • Conducting a preliminary assessment of the opportunities and risks in the use
    of AI in reparation programmes.
  • Drafting a framework paper of 2500 to 3750 words that synthesises the
    findings and identifies key research and practical questions related to the
    integration of AI in reparations.

 

Time Frame

The consultancy will begin immediately upon contract signing, with all deliverables to be completed by the end of November 2025.

 

Qualifications

  • PhD in Law, Human Rights, Political Science or International Relations, with a
    focus on reparations.
  • Demonstrated expertise and experience in the areas of reparations and
    emerging technologies.
  • Proven experience in the field of reparations and transitional justice, with a
    strong understanding of victim-centred approaches.
  • Demonstrated knowledge and experience in information technology,
    particularly in relation to artificial intelligence, automation, or digital tools in
    reparations
  • Experience in working with human rights and development agencies (for
    example the UN or other international organisation).
  • Demonstrated ability to translate complex technical ideas into accessible,
    policy-relevant insights.
  • Experience working in diverse country contexts, with sensitivity to victim-centered approaches.
  • Excellent analytical, writing, and communication skills.
