Would you like to work temporarily as a MEAL Officer (Monitoring, Evaluation, Accountability & Learning) and contribute to projects for children in the Netherlands and Europe? Are you well organised, analytical, and excited by data? Then this is your chance! Because a colleague is on pregnancy leave, they are looking for temporary reinforcement for 9 months within the Program Development & Quality team.

What will you do as a MEAL Officer? 
As a MEAL Officer, you make sure they can use good data to track what their programmes achieve and learn from it. You work mainly for the TeamUp programme, and also support their PowerUp programme and other programmes with Monitoring, Evaluation, Accountability and Learning (MEAL).

TeamUp (24 hours per week) 
TeamUp is a psychosocial support programme for children aged 6-17, based on sports, play, and creative movement. In the Netherlands, TeamUp is carried out in reception centres, among other places. An extensive system exists to monitor and evaluate TeamUp. As MEAL Officer for TeamUp in reception centres in the Netherlands (50 locations), you are responsible for the monitoring and evaluation of the programme. You work closely with the colleague who is Technical Specialist MEAL for TeamUp. TeamUp is also switching to a new registration app, and you guide its rollout and further improvement.

Monitoring & evaluation 
You collect and analyse quantitative data (surveys, observations) and qualitative data (interviews, group sessions). Where needed, you adapt existing measurement tools.
You present the results and organise learning sessions with the programme team for quality purposes and further development of the programme. You support reporting to the donor (EU).

TeamUp app 
You make sure facilitators register children correctly and actively think along about improvements. You make sure TeamUp facilitators (150+ active users) register children correctly, so the results can be used for quality improvement and reporting.
You support new users with the app and ensure consistent registration by all users, so they learn more about attendance. You are the contact point for external developers, reporting errors in the system and thinking along about possible improvements for further development of the app. You coordinate the testing of new functionalities, together with developers and users. You monitor results via dashboards and carry out analyses at the request of the programme team for quality purposes.

TeamUp administration 
You manage the documentation in SharePoint. You support the administration of costs for monitoring, evaluation, and learning.

PowerUp and other programmes (8 hours per week) 
As MEAL Officer within PowerUp (a child participation programme), you work together with the Project Lead:
You monitor progress and collect, review, and analyse data from partners. You report according to donor requirements. You support questions about MEAL within the project.
You prepare and lead MEAL work and learning sessions. You also support new and existing programmes in the Netherlands and internationally, together with two MEAL Technical Specialists. You: draw up and review logframes;
support the writing of project proposals and safeguard the coherence between the proposal, logframe, and indicators; write MEAL plans and learning agendas for new projects.

Who are you? 
You are enthusiastic, eager to learn, and not afraid of new ways of working. You keep an overview, even with several tasks at once. You work easily with digital tools and data, both quantitative and qualitative. And you are analytically strong, communicative, and a team player the team can build on.

What’s on your CV? 

  • A completed higher vocational (hbo) or university degree, for example in development studies or social sciences.
  • Experience with monitoring and evaluation.
  • Knowledge and experience in developing and adapting measurement tools and in quantitative data analysis. Knowledge of statistics and qualitative data analysis is a plus.
  • Knowledge and experience with software development and working with digital tools.
  • Excellent command of English; sufficient Dutch to read, write, and communicate.

  • Salary, of course. They follow the Dutch central government salary scales based on a 36-hour working week. This position is placed in salary scale 8 (minimum €3,333.81 and maximum €4,457.77).
