Finance and Process Improvement Consultant
CHOICE for Youth & Sexuality is setting up a new youth-led programme: When You(th) Lead (WYL). The programme aims to increase young people’s access to youth-friendly sexual and reproductive health and rights (SRHR) services and knowledge, so that all young people can fully realise and enjoy their SRHR and bodily autonomy. This programme will be entirely run by young people, implemented from 2026-2029 by CHOICE in partnership with three other youth-led organisations (YLOs) based in Ethiopia, Uganda and Kenya.
As part of the inception phase, CHOICE is seeking a qualified Finance and Process Improvement Consultant to assess, strengthen, and optimize the financial administration of the WYL programme by improving financial processes, enhancing internal controls, supporting system integrations and automation, and ensuring compliance with Dutch Ministry of Foreign Affairs (MOFA) regulations.

CHOICE for Youth & Sexuality is the only Netherlands-based youth-led organisation dedicated to SRHR in international development. With over 28 years of experience in ensuring that young people can be meaningfully involved in decisions made about their bodies, this is a new chapter for CHOICE as we will be spearheading our first fully youth-led, multi-year programme. Since 1997, we have become part of and shaped a global youth SRHR movement, which is why under this programme we will be bringing youth-led organisations together in a programme that is designed, led, and driven entirely by youth-led organisations.

OBJECTIVES
The purpose of this role is to assess, strengthen, and support the automation of the financial administration of the WYL project. With a particular focus on Exact Online, timesheet registration, compliance with Dutch MOFA regulations, and financial reporting.
The consultant will:
- Support the setup and optimization of project financial structures within Exact, ensuring data is properly categorized and aligned with operational activities and IATI structure
- Assess CHOICE’s timesheet registration system and link the bookkeeping of staff and project costs with Exact Online
- Support the review of our financial policy and manual by making sure this is in alignment with Dutch MOFA regulation.
- Strengthen internal controls
- Translate our asset registry to Exact Online and asset project list
- Support the integration of StoneX for partner payments into the bookkeeping system and improve payment processes.
- Support the integration of financial data into Power BI and contribute to the development of dashboards for the programme.
- Support the improvement of contract management through Excel or Exact.
KEY DELIVERABLES
The following deliverables are expected by the end of the consultancy period:
- A standardized, partly automated bookkeeping process in Exact Online, including templates for staff costs and bank statement entries.
- An optimized project financial structure in Exact Online, with categorization aligned to CHOICE’s operational activities and IATI reporting
- Integration of new time management system with Exact Online
- A financial compliance gap analysis against Dutch MOFA regulations
- Reviewed internal control documentation.
- An asset register set up in Exact Online and updated asset project list
- An integrated StoneX payment process within the bookkeeping system.
- A Power BI dashboard (or dashboard framework) supporting financial reporting for the programme.
- An improved contract management system or tracker in Excel and Exact.

Required experience/knowledge (must have)
- Minimum three years of demonstrated experience and comprehensive knowledge of Exact Online and bookkeeping
- Minimum three years of demonstrated experience in financial process improvement, automation and compliance within the non-profit/NGO sector, ideally including Dutch MOFA subsidy regulations
- Preferred knowledge/experience (nice to have)
- Experience with non-governmental organisations collaborating with international partner
- Experience in working together with young people from different countries/contexts
- Experience with Power BI dashboard development and/or payment platforms such as StoneX
