EIA is looking for a Consultant to provide expert, short-term technical support in the design, delivery and documentation of practical investigations training for law enforcement agencies in Cameroon and/or the Republic of the Congo.

The purpose of this consultancy is to provide expert, short-term technical support in the design, delivery and documentation of practical investigations training for law enforcement agencies in Cameroon and/or the Republic of the Congo.

The consultant will be responsible for delivering agreed outputs to specification, working autonomously within the scope of work and in coordination with the Securing Criminal Justice Programme Lead.

Key Deliverables
The consultant will deliver the following outputs:

  • Design and development of a practical investigations training course for law enforcement agencies in Cameroon and/or
  • Republic of the Congo including all necessary presentations and participant materials.
  • Delivery of one  in-person (approximately 5-days) practical investigations training course for law enforcement agencies in Cameroon and/or Republic of the Congo
  • Development of a practitioner’s manual to investigating serious, transnational wildlife crime in West and Central Africa for law enforcement agencies in the region
  • Provide post-event reports including participant feedback and evaluations

Consultant Profile
The consultancy is open to suitably qualified independent professionals who can demonstrate the following experience and capabilities:

  • A minimum of 10 years’ experience within a national law enforcement agency including conducting intelligence-led investigations
  • Substantial experience designing and delivering capacity-building training courses and workshops to officials in national law enforcement agencies
  • Experience and knowledge of transnational, organised crime, particularly wildlife trafficking
  • Substantial experience working in sub-Saharan Africa on law enforcement, criminal justice, wildlife trafficking, conservation or closely related fields
  • Experience working with relevant inter-governmental agencies such as the UN Office on Drugs and Crime, INTERPOL or the World Customs Organisation
  • Fluency in both written and spoken French and English
  • Excellent written and oral communication skills
  • High level of organisation and attention to detail
  • Ability to work independently and proactively
  • Strong interpersonal skills
  • Willingness and ability to travel

Governance and Working Arrangements
The consultant will report on deliverables and progress to the Programme Lead, Securing Criminal Justice, at EIA. The consultancy will be undertaken on a non-exclusive, independent basis, with the consultant retaining autonomy over working methods, subject to agreed timelines and outputs.

Location
Home-based with one training course delivered in person in Cameroon and/or the Republic of Congo.

Duration
The assignment is expected to require up to 20 days between 1 March – 1 September 2026, Final scheduling will be agreed depending on consultant’s fully inclusive daily rate.

Consultancy Fees and expenses
The consultant should stipulate their fully inclusive daily rate (not including travel-related costs) in their cover letter.
The organisation will arrange and cover the cost of flights and accommodation for approved work travel. Other reasonable and necessary travel-related expenses will be reimbursed subject to the provision of appropriate supporting evidence.

Contractual Basis
This engagement is offered strictly on a fee-for-service consultancy basis. It does not constitute employment and carries no entitlement to employee benefits.
