Consultant: Scoping Study – Impunity Watch

Impunity Watch (IW) is seeking a Consultant to conduct a scoping study to identify transitional justice entry points in the (Greater) Horn of Africa. The consultancy is part of IW’s Africa Programme and will directly contribute to the restructuring of our interventions.

Scope of Work

The scoping study will be conducted in two phases:

Phase 1: Inception Phase (approx. 10 days)

Based on IW’s intervention strategies, thematic priorities, and programming, the consultant will:

  • Conduct a desk review: Examine transitional justice (TJ) literature, policy frameworks, and programming in Ethiopia, South Sudan, Somalia, Sudan, Djibouti, Eritrea, Uganda, and Kenya.
  • Map key stakeholders: Identify actors in the TJ ecosystem, including civil society, INGOs, regional bodies and institutions, bilateral and multilateral donors, foundations, key interest groups.
  • Presentation of an inception report: The concise report will be presented to IW staff with recommended entry points (country and/or regional) for programming.

Deliverable: Inception Report

Phase 2: Scoping Phase (approx. 30 days)

Based on the inception report, IW will select 5 country contexts for the detailed scoping study:

  • Conduct a context analysis: Expanding on the desk review in Phase I, analyse the political, economic, social, and legal factors in each country, with specific attention to those national and community TJ
  • Organise and conduct virtual consultations: Engage with regional partners and civil society actors to gather insights.
  • Conduct a risk and security analysis: A risk analysis will be produced for each of the five countries, including regional linkages and an assessment of the security landscape, its implications for civil society operations, victim/survivor engagement, and feasibility of TJ programming.
  • Identify thematic entry points: Focusing on issues related to IW’s core strategies and themes.
  • Identify partnership opportunities: Including with CSOs, INGOs, regional partners, potential donors.
  • Provide strategic recommendations: Offer guidance on viable country programming, advocacy priorities, partnerships, funding, and risks to avoid duplication.

Essential Skills & Experience

We are seeking qualified consultants, preferably from the Horn of Africa region:

  • Minimum 7 years’ experience in transitional justice in the Greater Horn of Africa.
  • Proven experience conducting similar scoping studies or strategic assessments.
  • Strong understanding of IW’s key thematic and strategic approaches.
  • Demonstrated ability to engage with civil society, stakeholders, and TJ practitioners.
  • Excellent research, analytical, and writing skills in English.
