About The Shadowserver Foundation:

The Shadowserver Foundation is a non-profit organisation working to make the internet a more secure space by providing free cyber threat intelligence and actionable security information to organisations worldwide.

Through our Community Critical Infrastructure (CCI) programme, Shadowserver works with organisations that provide essential services to communities, helping them identify and address cybersecurity risks through free cyber threat intelligence, vulnerability remediation support, training and capacity building.

We are looking for a Community Manager / Liaison Officer for Romania and Moldova to help us build and maintain relationships with organisations and stakeholders across both countries.

About the Role:

The Community Manager / Liaison Officer will be responsible for developing Shadowserver’s network of local partners and participating organisations across Romania and Moldova.

This role combines community engagement, research, stakeholder relations, outreach and coordination, with a strong focus on delivering public benefit and supporting underserved communities. You will work closely with public institutions, NGOs, universities, cybersecurity organisations, CCI providers and other relevant stakeholders to raise awareness of Shadowserver’s work, strengthen collaboration and help organisations access vital, free cybersecurity resources.

Through these efforts, you will contribute to an altruistic mission to reduce barriers to cybersecurity support and ensure that organisations that may otherwise lack the resources and expertise to protect themselves can benefit from the available tools, intelligence and assistance.

Key Responsibilities:

1.Build and maintain relationships with relevant organisations and stakeholders across Romania and Moldova.
2.Research CCI organisations, partners and community networks that could benefit from Shadowserver’s free services and help to map and maintain the CCI landscape in target countries.
3.Conduct outreach to CCI organisations through email, calls, meetings, events and professional networks.
4.Facilitate introductions between Shadowserver and relevant local organisations and institutions.
5. Represent The Shadowserver Foundation in relevant meetings, conferences, workshops and community events.
6.Support the organisation of local outreach activities, briefings, webinars and training sessions.
7.Maintain accurate records of stakeholder engagement, contacts and outreach activities.
8.Monitor relevant developments in the regional cybersecurity and digital policy environment.
9.Support the preparation of localised communications and outreach materials where needed and help to design and run campaigns aimed at engaging CCIs in the target countries.
10.Act as a bridge between Shadowserver’s highly skilled cybersecurity experts and target CCI organisations, helping translate technical expertise into practical value to create stronger connections, knowledge-sharing and collaboration within the sector.

Requirements:

1. 1+ years of professional experience in community management, stakeholder engagement, international relations, project coordination or a related field.
2.Fluency in at least one relevant local language of Romanian is essential.
3.Excellent English communication skills, both written and spoken.
4.Strong interpersonal and relationship-building skills.
5.Ability to communicate effectively with both technical and non-technical stakeholders.
6.Ability to work independently and manage multiple relationships and activities simultaneously.
7.Strong organisational and coordination skills.
8.Willingness to travel when required.
9.A university degree in International Relations, Communications, Cybersecurity Governance, Political Science, Public Policy or a related field is preferable.
