GuardGhost and VERAS Foundation is looking for a new Chairman for the Board of VERAS Foundation.

About GuardGhost:

GuardGhost is a Dutch detection platform built around a simple question: is the money reaching real people? It detects ghost workers, ghost beneficiaries, and other patterns that compromise registry integrity across government payrolls, humanitarian cash transfers, NGO beneficiary registries, pensions, social protection, and other disbursement contexts, before funds are released. GuardGhost is a Dutch company.

About VERAS Foundation:

VERAS Foundation answers the question donors increasingly face: is the money reaching real people? It is an independent Dutch foundation being established in The Hague to govern the VERAS standard (Verified Expenditure and Recipient Assurance Standard), a sector-agnostic methodology for scoring disbursement integrity. VERAS is modelled on rating agencies such as Moody’s, with the structural independence needed for donor institutions to cite its scores as grant conditions.

Vacancy: Chairman of the Board VERAS Foundation

Chairman Profile

International, English-speaking, The Hague-based. The working language of the board is English; the methodology lead is Canadian, and donor institutions expect international-standards bodies to operate in English.

We are looking for one of the following archetypes:

  • Retired World Bank or UNDP PFM specialist: institutional credibility with multilaterals; familiarity with PEFA.
  • ISS or Clingendael academic with donor-conditionality expertise: academic independence, peer-review network.
  • Former senior UN, EU DEVCO, or ECHO official: humanitarian-side credibility, CHS familiarity.
  • Retired development bank executive (FMO, KfW, AFD, EIB): private-capital donor-conditionality credibility.

Chair Responsibilities:

The Chair presides over quarterly board meetings and ensures board-level integrity of the standard. This is a governance role: no individual signing authority, no operational responsibilities.

The Chair is not expected to fundraise, represent VERAS publicly in the first year, or hold fiduciary duties beyond standard Dutch foundation board responsibilities.

Time Commitment:

Four quarterly board meetings plus lighter engagement through the year. Year one requires more active participation (methodology review, input on initial positioning, occasional stakeholder conversations); steady state from year two is lighter. Unpaid board role (standard for a Dutch foundation at this stage).

Term: initial two years, renewable.

The founding board will comprise the Chairman and the VERAS Methodology Lead. Additional members may be added after registration.
