SUMMARY:Rule of Law Training
DESCRIPTION:The Matra Rule of Law Training Programme is designed to strengthen institutional capacity in the field of rule of law within government organisations in Albania\, Armenia\, Bosnia and Herzegovina\, Georgia\, Kosovo\, Moldova\, Montenegro\, North Macedonia\, Serbia\, Türkiye\, and Ukraine. Each year we offer (hybrid) training courses\, providing participants with insights into best practices across a wide range of rule of law topics. \n\n\n\nThrough interactive sessions that blend theory with practical skills\, as well as study visits\, our programme equips policy advisors\, members of the judiciary and other civil servants working in the government and justice sectors with the knowledge and skills needed to drive reforms within their respective countries. \n\n\n\nIn addition\, by taking part in the training programme\, participants become part of a large international network of alumni\, lecturers and public institutions in the Netherlands and in the target countries. This network serves as a platform for learning\, exchange and collaboration. \n\n\n\nThe Matra Rule of Law Training Programme is designed and delivered by the Netherlands Helsinki Committee\, Leiden Law School and The Hague Academy for Local Governance. It is financed by the Ministry of Foreign Affairs of the Netherlands\, and administered by the Netherlands Enterprise Agency (RVO) on behalf of the Ministry. For questions relating to the Matra Rule of Law Training Programme please contact us via matrarolt@nhc.nl \n\n\n\nThe following hybrid training courses are on offer in 2024-2025: \n\n\n\nIn 2024-2025 the following hybrid training courses are offered: \n\n\n\n1. Administration of Justice (full brochure) \n\n\n\nThis training will focus on the “judicial” dimension of Chapter 23. The training will focus on the fundamental principles of judicial organisation under the EU acquis – with a special focus on the case law of the EU Court of Justice – and groundbreaking case law of the European Court of Human Rights. Participants will also learn about best practices in the administration of justice in the Netherlands\, and the organisation and functioning of the judiciary. Participants will be introduced to the concept of independence and impartiality as developed in the robust case law of the European Court of Human Rights. Participants will discuss the legal framework regarding the principles of accountability and independence and the application of these principles; judicial culture as a backdrop against which courts function; the role of judicial councils and the role of precedent in legal practice. \n\n\n\nThis training will be held online from 02 to 13 December 2024 and will be held in-person from 20-31 January 2025. Applications are now closed. \n\n\n\n2. Integrity of Civil Servants (full brochure) \n\n\n\nPublic integrity is a core value of the European vision on good governance. It is essential for a well-functioning and transparent government\, and an important precondition for economic growth. This training will help participants developing integrity policies\, in order to ensure transparency\, accountability\, efficiency and ethical behaviour within government institutions. \n\n\n\nThis training will focus on three pillars of public integrity as defined by the Organisation for Economic Co-operation and Development (OECD): system\, culture and accountability. Participants will discuss international and European standards\, while also learning about examples and practices from the Netherlands. How are integrity policies designed\, implemented and enforced? \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n3. Public Procurement (full brochure) \n\n\n\nThe acquis on public procurement includes general principles of transparency\, free movement of goods\, and non-discrimination. In addition\, specific EU rules apply for the coordination of awarding public works contracts\, services and supplies. Government contracts are of great economic and strategic importance and it is therefore necessary that systems are designed in such a way that conflicts of interest and corruption are prevented as much as possible. \n\n\n\nWith this training\, we want to increase knowledge of European regulations in the field of public procurement by looking at Dutch and international experience with regard to legitimacy and integrity of the purchasing process. Strong\, independent institutions protect the integrity of the system. This prevents inappropriate political or economic influence. This training also pays attention to gender responsive and transformative public procurement\, showing casing how public procurement can contribute to increasing gender equality. \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n4. Management of Public Services (full brochure) \n\n\n\nThis training addresses the question of how the public sector can be better organised to enable good public services. We look at the public sector from the perspective of multi-level governance: cooperation and coordination between multiple layers of government\, non-government actors and citizens for effective and efficient public services. Challenges surrounding decentralisation and privatisation (including public-private partnerships) are discussed\, including the financing of services. We also discuss the potential of digitalisation to make services more efficient\, transparent and accessible\, as well as accompanying challenges – for example regarding privacy\, data security and the digital divide. We discuss the importance of good personnel policy for well-functioning public institutions and services. We look at issues such as merit-based selection and promotion\, transparent performance assessments and offering training and development opportunities to government officials. \n\n\n\nThis training will be held online from 12 to 23 May 2025\, and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n5. Management of Borders (full brochure) \n\n\n\nAll Matra countries share common challenges when it comes to migration\, asylum\, border management and organised transnational crime. The Western Balkans and Turkey are located on the crossroads of migration routes from conflict areas to EU member states\, while Armenia\, Georgia\, Moldova and Ukraine share common challenges in the field of border management and adjusting national legislation in order to meet the EU acquis. \n\n\n\nIn this training\, participants will strengthen their knowledge of EU asylum law and its interpretation by European courts. Sessions will be dedicated to the EU acquis\, including the EU return and readmission policy. In the field of border management\, participants will learn about Schengen legislation and the mandate of Frontex\, whiles sessions will also be held on the fight against organised crime. \n\n\n\nThe training will be held online from 12 to 23 May 2025 and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n6. Human Rights \n\n\n\nDepending on the selected participants\, this training can be used in a number of ways to address fundamental and human rights. All government policy initiatives must be monitored for their impact on (human) rights and there must be mechanisms for monitoring and correcting practices that conflict with these rights. This training looks at mechanisms and policies that can be used to (better) safeguard internationally agreed human rights standards. Together with Dutch institutions active in this area\, we will exchange practical experiences with the participants and encourage them to reflect on the situation in their own country. \n\n\n\nThis training will be held online from 15 to 26 September 2025\, and in-person from 6 to 17 October 2025. \n\n\n\n7. (Functioning of) Democratic Institutions \n\n\n\nWell-functioning institutions that guarantee democracy\, the rule of law and human rights are essential for preserving the EU’s identity and values. They must guarantee and safeguard fundamental rights and freedoms. In this training we not only look at international standards (the role of the Venice Commission and the Council of Europe)\, but also at practice: how can civil servants themselves contribute to democratic policy and decision-making and increasing confidence in the government? How can organisations work more transparently? And how can the distance between the government and the citizen be reduced? \n\n\n\nThis training will be held online from 10 to 21 November 2025\, and in-person from 01 to 12 December 2025. \n\n\n\nThese training was held in 2023-2024: \n\n\n\nJudicial Cooperation \n\n\n\nIn this training we look at the importance of collaboration within the justice sector\, both at a national and international level. We will tailor the programme specifically based on the sectors in which the selected participants work. For example\, we look at the ways in which international cooperation between judges works (recognition of foreign judgments\, transfer of suspects). Regarding the enforcement of sentences\, we look at chain cooperation\, in which the fundamental values and standards of the EU are central. For example\, within criminal law\, the right balance must be found between punishment\, reintegration and the protection of victims and society. When it comes to punishment\, we will highlight the value of alternative sanctions to prison sentences. Within this training we pay special attention to cooperation between civil servants and civil society\, because Dutch chain cooperation within criminal law between government parties and civil society is highly developed and is often a revelation for experts from other countries. \n\n\n\nThis training was held online from 11 to 22 November 2024\, and in-person from 1 to 14 December 2024. \n	Register Here This link opens in a new tab\n	\n\n\n\n\n\n\n\n\n\n

SUMMARY:Realizing the right to food for lasting stability
DESCRIPTION:Overview\nJoin us as we discuss how to ensure everyone has access to food\, and how to fund these efforts! \nRealizing the right to food for lasting stability: Scaling and financing effective justice solutions \nFAO and IDLO invite you to join a hybrid dialogue engaging stakeholders in the rule of law and right to food communities\, intended to explore practical opportunities to strengthen stability and peaceful societies by realizing the right to adequate food through people-centred justice. The proposed dialogue event will explore the enabling role of access to justice in fostering the realization of the right to food\, including by enhancing the capacity of rights-holders to claim their right to food\, and of formal and informal justice actors to address such claims effectively; and the ways in which securing the right to food contributes to trust\, security\, stability\, and cohesion. With this event\, FAO and IDLO hope to contribute to joint learning and collective action that promotes people-centred justice as a means of ensuring no one is left behind in realizing the right to adequate food\, and improving the resilience\, stability\, and development of food insecurity-affected societies. \nList of speakers to be updated in the coming weeks. \nFor more information\, please contact aquintana@idlo.int. \n  \n	Register here This link opens in a new tab

SUMMARY:Peace Finance Workshop 1 - From Principles to Practice
DESCRIPTION:About this session\nThis two-hour workshop takes forward the Humanity Hub’s Investing in Peace initiative by introducing the principles and practice of Peace Finance – exploring how finance\, innovation\, and collaboration can actively strengthen peace and resilience. \n  \nPeace Finance starts from a simple idea: every financial or organisational decision affects trust\, inclusion\, and stability. While some organisations work in fragile or conflict-affected settings\, others focus on inequality\, governance\, human rights\, or social innovation – all of which influence how societies sustain stability and inclusion. Peace-positive investments put this principle into practice: they seek not only financial or developmental returns but also measurable contributions to cooperation\, legitimacy\, and resilience in the communities they touch. \n  \nThrough short examples and guided discussion\, participants will explore how these ideas can translate into practical approaches for reducing risk\, strengthening legitimacy\, and unlocking new forms of partnership. \n\nLed by practitioners: Hear directly from professionals applying Peace Finance in practice – from fund design and social enterprise to governance and impact innovation.\nInteractive and applied: Work through real examples\, group discussions\, and short design challenges that turn abstract concepts into concrete tools.\nA first step in a series: This workshop marks the beginning of a broader learning journey on Peace Finance\, with future sessions offering opportunities for deeper exchange\, co-creation\, and practice.\n\n  \nWhy this workshop\nPeace Finance provides a way to connect financial and development choices with the conditions that make societies more stable\, inclusive\, and resilient. As the boundaries between finance\, innovation\, and peacebuilding continue to blur\, organisations in every sector face new opportunities – and responsibilities – to align their decisions with peace-positive outcomes. \nThis workshop offers an accessible starting point to that conversation\, inviting participants from across civil society\, policy\, innovation\, and finance to explore together how their work can contribute to long-term stability and shared prosperity. \n  \nWho is this workshop for?\n\nCivil-society organisations\, NGOs & INGOs – strengthening inclusion\, accountability\, and social impact through collaborative\, locally grounded approaches.\nInnovators & PeaceTech professionals – exploring how digital tools\, data\, and new business models can enhance transparency\, participation\, and trust.\nPeacebuilding & development practitioners – linking programmatic work to investment opportunities that build resilience and reduce fragility.\nPolicy & governance advisers – integrating peace considerations into national\, local\, or corporate decision-making frameworks.\nImpact & finance actors – from donors and DFIs to ESG investors\, looking for strategies that de-risk operations and connect capital flows with long-term stability.\n\n  \n	Register your attendance online This link opens in a new tab\n Register your attendance in-person This link opens in a new tab

SUMMARY:[Movies that Matter film screening] Theatre of Violence
DESCRIPTION:The Asser Institute and Movies that Matter invite you to a special screening of the powerful documentary\, ‘Theatre of Violence’ that takes place in The Hague on Tuesday\, 9 December 2025. \n  \nThe film follows the landmark trial of Dominic Ongwen\, a former commander in Joseph Kony’s Lord’s Resistance Army (LRA)\, at the International Criminal Court (ICC) in The Hague. Ongwen is accused of horrific war crimes and crimes against humanity. But there’s a profound complication: Ongwen himself was abducted by the LRA at just nine years old\, brutalised\, brainwashed\, and forced to kill. \nThis haunting story raises questions that go to the very heart of international justice: \n\nHow does the legal system define criminal responsibility in such a complex case?\nWhen does a victim become a perpetrator? And can they be both?\nDoes the ICC’s verdict\, delivered in The Hague\, clash with the needs of local communities in Uganda seeking to heal from trauma?\nThis film is a vital look at the collision between international justice and local realities.\n\n  \nFollowing the screening\, we will host an expert panel discussion to delve into the complex issues raised by the film. \n  \nThe discussion will explore the phenomenon of child soldiers\, the role of spiritual beliefs and cultural concepts of spirituality in the Ongwen case\, as well as the victims’ perspectives on the crimes for which Dominic Ongwen was convicted. This conversation aims to deepen understanding of how trauma\, belief\, and justice intersect — and to examine how international law can respond to the realities of those most affected by conflict. \n  \n	Register here This link opens in a new tab\n \n  \nInformation of the panel line up will follow soon.

SUMMARY:Duurzaam Ontbijt (Sustainable Breakfast)
DESCRIPTION:  \nThe Hague is a city made up of diverse communities\, each with its own characteristics and ambitions. At the same time\, the city faces the urgent challenge of preparing for ongoing climate change while minimizing its own contribution to global warming. In 2024\, more than 100 organisations\, companies\, and resident groups\, together with the municipality\, signed the The Hague Climate Agreement as a contribution to this effort. \nThe shared ambition is to create a climate-neutral and socially resilient city. Achieving this is only possible if as many communities as possible commit to realising this ambition in a fair and just way. The key question is: how can we grow a strong “community of communities” in The Hague that is capable of accelerating the transformation toward a climate-just city in the coming years? \nThis question will be at the heart of the Sustainable Breakfast on Wednesday\, 10 December 2025\, coinciding with Human Rights Day. Together\, we will explore answers and opportunities. To inspire discussion\, Kees Klomp\, author of Ecoliberalism\, will introduce a transformative narrative that can help build a strong community of communities. Following this\, we will engage with various local change-makers about what is needed—and possible—to shape and implement such a transformative story. We will conclude by drawing key takeaways with speakers and participants\, identifying next steps toward climate justice. \n  \nProgram\n08:15–09:00 – Arrival\, vegan breakfast\, and welcome\n09:00–09:30 – Kees Klomp on the urgency and opportunities to build a strong community of communities on the path to a climate-just city\n09:30–09:45 – Joris Wijsmuller on initiating a Haags Lab with Duurzaam Den Haag and harder-to-reach groups to collaboratively work on climate justice\n09:45–10:00 – Marija Pop Trajkova (The Hague Humanity Hub) and Dr. Nadia Sánchez Castillo – Winckels (Climate Legal Consulting) on fostering a growing Hague community around climate justice through the Climate Deal\n10:00–10:15 – Gerrit Jan van ’t Veen and Elly Rijnierse on developing a vision for the Hague Donut\, inspired by Kate Raworth’s ideas for a just economy within ecological boundaries\n10:15–10:45 – Discussion with speakers and audience on next steps to strengthen a “community of communities” and realize a collective transformative narrative for a climate-just city\n10:45–11:30 – Informal networking and follow-up conversation\nRegistration\nRegistration is required due to catering arrangements. \n  \n	Register here This link opens in a new tab

SUMMARY:Future of Democracy: Resilience Against Ethno-Nationalism Digital Threats
DESCRIPTION:Join us for an urgent conversation on the future of democracy as ethno-nationalism and digital threats increasingly erode civic space\, fuel polarization\, and deepen existing inequalities. Around the world\, far-right narratives and rapidly evolving technologies are accelerating conflict dynamics and weakening democratic institutions. On this event we are raising critical questions about how civil society can protect rights\, uphold pluralism\, and rebuild public trust. \n  \nThis Human Rights Day panel brings together leading experts working at the intersection of democracy\, digital governance\, and peacebuilding. Together\, we will explore how civil society\, human rights defenders\, and regulators are responding to these mounting pressures\, and what collective strategies can strengthen resilience and safeguard democratic participation. \n  \nDrawing on experiences from India\, West Africa\, the Sahel\, and other fragile contexts\, the discussion will examine both the scale of democratic backsliding and digital harms\, as well as the emerging opportunities for accountability\, community organising\, and rights-based digital governance. \n  \nFollowing the panel\, participants are invited to join an open Q&A and an informal reception — a space to connect\, exchange perspectives\, and engage directly with the speakers. \n  \nSpeakers:\n\nProf. Dr. Rahul Mukherji — Chair in Modern Politics of South Asia\, Heidelberg University\nLena Slachmuijlder — Senior Advisor on Digital Peacebuilding\, Search for Common Ground\nModerator: Ulviya Hasanova — Senior Advocacy Officer\, DAHRD\nDate & Time: 10 December 2025 15:00 – 17:00\nLocation:  Silversquare Square de Meeûs 35 1000 Brussels\n\n  \n	Register here This link opens in a new tab

SUMMARY:The New Breadline: A Conversation with Jean-Martin Bauer
DESCRIPTION:Join us for an evening of reflection as humanitarian Jean-Martin Bauer discusses his latest book\, The New Breadline.\n  \nIn his award-winning book “The New Breadline: Hunger and Hope in the 21st Century”\, aid worker Jean-Martin Bauer offers a compelling and compassionate exploration of how the world’s relationship with food is being transformed. The New Breadline is a call to action on the issues of food aid\, food security and climate justice\, told from the frontlines of hunger. Jean-Martin Bauer dissects inequity and racism in the humanitarian system asking: when decisions about food are being made\, who isn’t at the table? \n  \nIn partnership with The Hague Humanity Hub\, UN OCHA’s Centre for Humanitarian Data will host a conversation around The New Breadline and the human story of hunger. \n  \nAbout Jean-Martin Bauer\nJean-Martin Bauer is an aid worker and the author of the award-winning book ‘The New Breadline’. He has previously served with World Food Programme (WFP) in the Sahel and central Africa and has responded to food emergencies in Afghanistan and Syria.
