SUMMARY:Rule of Law Training
DESCRIPTION:The Matra Rule of Law Training Programme is designed to strengthen institutional capacity in the field of rule of law within government organisations in Albania\, Armenia\, Bosnia and Herzegovina\, Georgia\, Kosovo\, Moldova\, Montenegro\, North Macedonia\, Serbia\, Türkiye\, and Ukraine. Each year we offer (hybrid) training courses\, providing participants with insights into best practices across a wide range of rule of law topics. \n\n\n\nThrough interactive sessions that blend theory with practical skills\, as well as study visits\, our programme equips policy advisors\, members of the judiciary and other civil servants working in the government and justice sectors with the knowledge and skills needed to drive reforms within their respective countries. \n\n\n\nIn addition\, by taking part in the training programme\, participants become part of a large international network of alumni\, lecturers and public institutions in the Netherlands and in the target countries. This network serves as a platform for learning\, exchange and collaboration. \n\n\n\nThe Matra Rule of Law Training Programme is designed and delivered by the Netherlands Helsinki Committee\, Leiden Law School and The Hague Academy for Local Governance. It is financed by the Ministry of Foreign Affairs of the Netherlands\, and administered by the Netherlands Enterprise Agency (RVO) on behalf of the Ministry. For questions relating to the Matra Rule of Law Training Programme please contact us via matrarolt@nhc.nl \n\n\n\nThe following hybrid training courses are on offer in 2024-2025: \n\n\n\nIn 2024-2025 the following hybrid training courses are offered: \n\n\n\n1. Administration of Justice (full brochure) \n\n\n\nThis training will focus on the “judicial” dimension of Chapter 23. The training will focus on the fundamental principles of judicial organisation under the EU acquis – with a special focus on the case law of the EU Court of Justice – and groundbreaking case law of the European Court of Human Rights. Participants will also learn about best practices in the administration of justice in the Netherlands\, and the organisation and functioning of the judiciary. Participants will be introduced to the concept of independence and impartiality as developed in the robust case law of the European Court of Human Rights. Participants will discuss the legal framework regarding the principles of accountability and independence and the application of these principles; judicial culture as a backdrop against which courts function; the role of judicial councils and the role of precedent in legal practice. \n\n\n\nThis training will be held online from 02 to 13 December 2024 and will be held in-person from 20-31 January 2025. Applications are now closed. \n\n\n\n2. Integrity of Civil Servants (full brochure) \n\n\n\nPublic integrity is a core value of the European vision on good governance. It is essential for a well-functioning and transparent government\, and an important precondition for economic growth. This training will help participants developing integrity policies\, in order to ensure transparency\, accountability\, efficiency and ethical behaviour within government institutions. \n\n\n\nThis training will focus on three pillars of public integrity as defined by the Organisation for Economic Co-operation and Development (OECD): system\, culture and accountability. Participants will discuss international and European standards\, while also learning about examples and practices from the Netherlands. How are integrity policies designed\, implemented and enforced? \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n3. Public Procurement (full brochure) \n\n\n\nThe acquis on public procurement includes general principles of transparency\, free movement of goods\, and non-discrimination. In addition\, specific EU rules apply for the coordination of awarding public works contracts\, services and supplies. Government contracts are of great economic and strategic importance and it is therefore necessary that systems are designed in such a way that conflicts of interest and corruption are prevented as much as possible. \n\n\n\nWith this training\, we want to increase knowledge of European regulations in the field of public procurement by looking at Dutch and international experience with regard to legitimacy and integrity of the purchasing process. Strong\, independent institutions protect the integrity of the system. This prevents inappropriate political or economic influence. This training also pays attention to gender responsive and transformative public procurement\, showing casing how public procurement can contribute to increasing gender equality. \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n4. Management of Public Services (full brochure) \n\n\n\nThis training addresses the question of how the public sector can be better organised to enable good public services. We look at the public sector from the perspective of multi-level governance: cooperation and coordination between multiple layers of government\, non-government actors and citizens for effective and efficient public services. Challenges surrounding decentralisation and privatisation (including public-private partnerships) are discussed\, including the financing of services. We also discuss the potential of digitalisation to make services more efficient\, transparent and accessible\, as well as accompanying challenges – for example regarding privacy\, data security and the digital divide. We discuss the importance of good personnel policy for well-functioning public institutions and services. We look at issues such as merit-based selection and promotion\, transparent performance assessments and offering training and development opportunities to government officials. \n\n\n\nThis training will be held online from 12 to 23 May 2025\, and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n5. Management of Borders (full brochure) \n\n\n\nAll Matra countries share common challenges when it comes to migration\, asylum\, border management and organised transnational crime. The Western Balkans and Turkey are located on the crossroads of migration routes from conflict areas to EU member states\, while Armenia\, Georgia\, Moldova and Ukraine share common challenges in the field of border management and adjusting national legislation in order to meet the EU acquis. \n\n\n\nIn this training\, participants will strengthen their knowledge of EU asylum law and its interpretation by European courts. Sessions will be dedicated to the EU acquis\, including the EU return and readmission policy. In the field of border management\, participants will learn about Schengen legislation and the mandate of Frontex\, whiles sessions will also be held on the fight against organised crime. \n\n\n\nThe training will be held online from 12 to 23 May 2025 and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n6. Human Rights \n\n\n\nDepending on the selected participants\, this training can be used in a number of ways to address fundamental and human rights. All government policy initiatives must be monitored for their impact on (human) rights and there must be mechanisms for monitoring and correcting practices that conflict with these rights. This training looks at mechanisms and policies that can be used to (better) safeguard internationally agreed human rights standards. Together with Dutch institutions active in this area\, we will exchange practical experiences with the participants and encourage them to reflect on the situation in their own country. \n\n\n\nThis training will be held online from 15 to 26 September 2025\, and in-person from 6 to 17 October 2025. \n\n\n\n7. (Functioning of) Democratic Institutions \n\n\n\nWell-functioning institutions that guarantee democracy\, the rule of law and human rights are essential for preserving the EU’s identity and values. They must guarantee and safeguard fundamental rights and freedoms. In this training we not only look at international standards (the role of the Venice Commission and the Council of Europe)\, but also at practice: how can civil servants themselves contribute to democratic policy and decision-making and increasing confidence in the government? How can organisations work more transparently? And how can the distance between the government and the citizen be reduced? \n\n\n\nThis training will be held online from 10 to 21 November 2025\, and in-person from 01 to 12 December 2025. \n\n\n\nThese training was held in 2023-2024: \n\n\n\nJudicial Cooperation \n\n\n\nIn this training we look at the importance of collaboration within the justice sector\, both at a national and international level. We will tailor the programme specifically based on the sectors in which the selected participants work. For example\, we look at the ways in which international cooperation between judges works (recognition of foreign judgments\, transfer of suspects). Regarding the enforcement of sentences\, we look at chain cooperation\, in which the fundamental values and standards of the EU are central. For example\, within criminal law\, the right balance must be found between punishment\, reintegration and the protection of victims and society. When it comes to punishment\, we will highlight the value of alternative sanctions to prison sentences. Within this training we pay special attention to cooperation between civil servants and civil society\, because Dutch chain cooperation within criminal law between government parties and civil society is highly developed and is often a revelation for experts from other countries. \n\n\n\nThis training was held online from 11 to 22 November 2024\, and in-person from 1 to 14 December 2024. \n	Register Here This link opens in a new tab\n	\n\n\n\n\n\n\n\n\n\n

SUMMARY:Fiscal Decentralisation and Local Finance
DESCRIPTION:  \nPhoto by USGS on Unsplash \nIntroduction\nHow a country organises its finances shapes how local authorities govern their cities\, towns\, and villages. Fiscal decentralisation gives local governments greater authority to decide how and where to allocate resources\, enabling them to better respond to citizens’ needs. \nFor decentralisation to succeed\, national governments must establish clear fiscal arrangements to support local service delivery\, while local authorities must strengthen their financial capacities and optimise resource use. \nThis course explores key aspects of fiscal decentralisation\, including expenditure responsibilities\, intergovernmental transfers\, and local revenue sources. Embedded in the broader context of decentralisation\, the training also highlights the importance of political decentralisation. \nThe programme combines theoretical insights with global best practices\, facilitating group discussions and learning from study visits to the Ministry of Interior\, Provincial Government\, and The Hague municipality. Tailored to participants’ needs\, sessions cover topics such as corruption\, participatory budgeting\, local taxation\, and financial accountability principles. \n  \nKey Information\nThis course is designed for professionals working on (fiscal) decentralisation processes\, public sector reform programmes\, public service delivery or public financial management. Participants come from national\, regional and local governments as well as from donor and development organisations. \nThe course fee is € 3\,895*. This includes all training related costs as well as drinks and warm lunches during the training days. Group discounts are available if you participate with three or more colleagues. \nAfter this course\, you will receive a professional certificate of completion from The Hague Academy for Local Governance. \n*Professionals working in local government or for local NGOs on the DAC list of ODA-recipient countries (OECD) may qualify for a reduced course fee. Contact us for details. \n  \nLearning objectives\nThe Fiscal Decentralisation and Local Finance course will help you: \n\nExplain the fundamental pillars of fiscal decentralisation (expenditure assignment\, revenue assignment\, sub-national borrowing and intergovernmental fiscal transfers);\nAssess decentralisation and its potential in their own country with the help of the MOOD-framework (Multilevel governance as an Obstacle or Opportunity for Development) ;\nIdentify sources to increase local revenue\, such as taxes\, user fees\, intergovernmental fiscal transfers and public-private partnerships;\nDesign and lead inclusive\, participatory\, and gender-responsive budgeting processes;\nUnderstand different mechanisms for transparency and accountability in local government budgeting and spending.\n\n  \nExperience\nThe course includes visits to a municipality\, a provincial government\, and the Ministry of Interior in the Netherlands. These visits offer valuable insights into how fiscal decentralisation is organised and the financial relationships between different levels of government. You will draw lessons from these experiences that are relevant to your own context. The programme also features group work to explore best practices from other countries and address challenges in fiscal decentralisation. Additionally\, discussions will include recent experiences with local property tax reforms in Ghana\, providing practical examples to inform the design of local property tax strategies. \n	Register Here This link opens in a new tab

SUMMARY:Anticipating and responding to disasters
DESCRIPTION:Join us for a masterclass on Anticipatory Action\, organised by KUNO\, the University of Twente (UT)/ITC\, the Hague Humanitarian Studies Centre-ISS\, the Netherlands Red Cross\, and Vrije Universiteit Amsterdam. \n  \nAbout the masterclass\nThis masterclass aims to raise awareness and build knowledge on the motivations for\, as well as on the how of anticipatory action (in more detail). It also seeks to facilitate critical reflection and explore its limitations. Through interactive sessions\, participants will acquire a deeper\, hands-on understanding of the practice of anticipatory action. The masterclass is designed for humanitarian practitioners\, policy makers\, academics and students. \n  \nAnticipatory action\nAnticipatory action refers to actions taken to reduce the humanitarian impacts of a forecast hazard before it occurs\, or before its most acute impacts are felt. The decision to act is based on a forecast\, or collective risk analysis\, of when\, where and how the event will unfold (IFRC 2020). It is a type of preemptive intervention informed by early warnings; for example\, distributing cash transfers to farmers ahead of a predicted drought. It has been used to reduce the impacts of crises by triggering early actions before disasters unfold. It is used as an extension of humanitarian aid. \nAnticipatory action is gaining increasing attention\, also within the humanitarian field\, and sees a rise in funding\, for example\, in the Netherlands and Germany. Anticipatory action started with small pilots in 2016. Since then\, over 154 active frameworks have been developed in 48 countries\, with at least 285 UN/Red Cross and NGOs involved and several donors. \n  \nPreliminary programme & speakers\nTime: 13:00-13:45.\nPlenary\nWelcome and opening by Carla Jonkers\, Manager Disaster Preparedness & Response Unit\, Netherlands Red Cross.\nPresentation on anticipatory action\, and on the work the Red Cross does in that context by Marc van Homberg\, Professor Data4Disaster Resilience (UT/ITC) and Scientific Lead at 510 Global of the Red Cross & Eefje Hendriks\, Assistant Professor of Disaster Resilience and Humanitarian Assistance (UT). \n13:45-14:30\nPlenary\nRound table discussion with 3 humanitarian organisations (tbc) on their anticipatory action work\, a case study and challenges on the ground. \n  \n14:30 – 15:00\nBreak \n  \n15:00 – 16:15\nBreakout groups\nBreak up into smaller groups for group activities guided by experts\, to work towards resolving certain challenges in AA response. SUMMARY:#DemocracyDrinks | Defending Democracy in Georgia: Where to from here?
DESCRIPTION:Join us for this year’s last #DemocracyDrinks\, on November 13\, to reflect on Georgia’s fight for democracy and avenues for moving forward.\nIt has already been a year since the Georgian people began courageously protesting the results of an unfair election and the ruling party’s decision to halt the country’s path toward the European Union. In response\, the government has cracked down on protesters\, filled prisons with political opponents\, and sought to silence civil society and independent media – and is now moving to ban opposition parties. \n  \nThe EU – including the Netherlands – has condemned these actions\, freezing parts of Georgia’s EU accession process and reconsidering its cooperation programmes. Yet many argue that more decisive action is needed to support Georgia’s pro-democracy movement. \n  \nJoin us for the next edition of #DemocracyDrinks on 13 November\, where we will reflect on what has happened so far\, and ask experts from and on Georgia what can be done to support the pro-democracy movement moving forward. The panel will be moderated by Amy Eaglestone (Leiden University)\, and we will hear insights from Dinara Gagoshidze (Netherlands Helsinki Committee) and Simona Ognenovska (European Centre for Not-for-Profit Law). \n  \n	Register here! This link opens in a new tab\n \n  \nWhat are the Democracy Drinks?\n#DemocracyDrinks The Hague brings together democracy advocates\, thinkers and enthusiasts at our monthly informal networking events. It is a great way of making new contacts and catching up with people you know; for testing ideas and planning actions; for moral support and inspiration. Feel free to invite friends and colleagues that work on or are interested in defending values like democracy\, rule of law\, human rights… Come along and you will be made welcome! \n  \nThis event series is a collaboration between the Netherlands Helsinki Committee (NHC) and the Netherlands Institute for Multiparty Democracy (NIMD) and The Hague Humanity Hub (THHH). \n  \n#DemocracyDrinks were launched in 2018 by Defend Democracy Executive Director Alice Stollmeyer. Over time\, #DemocracyDrinks have expanded their reach and have been organized in Aarhus\, Berlin\, Brussels\, Budapest\, Copenhagen\, Kathmandu\, Montreal\, The Hague and Washington DC\, and soon also in other cities. The events attract a lively mixture of people from NGOs\, international institutions\, think tanks\, national governments and representations\, academia\, public affairs consultancies\, social businesses and other active citizens. \n  \n\nPhotos – yes or no? \nPlease note that during Democracy Drinks a photographer and/or videographer will be present to take pictures\, for use by the #DemocracyDrinks partners in future marketing efforts. These can include social media usage\, blog posts\, as general marketing material\, and to market future events and initiatives. \nBy attending #DemocracyDrinks you give permission for your image to be used to promote The Hague Humanity Hub\, Netherlands Helsinki Committee\, and Netherlands Institute for Multiparty Democracy in the future. SUMMARY:[Roundtable] Implications of the 2024 ICJ’s Advisory Opinion on Israel’s occupation of Palestine: The Dutch context
DESCRIPTION:It has now been over a year since the International Court of Justice (ICJ) rendered its much-awaited Advisory Opinion (AO) on Israel’s occupation of Palestine. Therein\, the Court made it abundantly clear that Israel’s continued presence in the Occupied Palestinian Territories (OPT) is unlawful and that it must end and that Israel’s practices and policies in the OPT violate fundamental rules and principles of international law\, including the right to self-determination\, rules on the use of force\, human rights law and international humanitarian law. \n  \nAt the same time\, the Court also addressed the international law obligations of third States in relation to Israel’s unlawful acts in the OPT. It found that third States and other international actors must not recognize as legal the situation arising from the unlawful presence of Israel in the OPT\, they must not render aid or assistance in maintaining it and they must co-operate to bring the illegal situation to an end. What do these duties entail for the EU’s (and its MS’) relations with Israel – particularly in light of the Union’s constitutional commitment to ‘the strict observance of international law’ (Art. 3(5) TEU)? \n  \nIn a recent Expert Legal Opinion on the Implications for the EU of the 2024 ICJ AO commissioned by several MEPs\, the authors stress that EU’s ongoing review of Israel’s compliance with Art. 2 of the EU-Israel Association Agreement must take into account the findings of serious violations of international humanitarian and human rights law in the ICJ AO. \n  \nIn this light\, the present roundtable aims to bring together a number of international and EU law experts and practitioners as well as national and EU officials with a view to providing legal and practical insights on this important and timely topic that lies in the interface of international\, EU and national law. \n  \nSpeakers:\n\nProf. Gleider Hernadez (KU Leuven)\nProf. Ramses Wessel (University of Groningen)\nProf. Janne Nijman (UvA\, Graduate Institute of International and Development Studies\, Geneva)\n\nThe event will be chaired by Eva Kassoti – researcher at the Asser Insitute \n  \n	Register now This link opens in a new tab
