SUMMARY:When Disaster meets Conflict: Coordination\, decision-making and targeting (PART 1) & Localization (PART 2)
DESCRIPTION:When disasters happen in a conflict-setting\, responses involve many state and non-state actors that try to reach affected populations. Who are these actors and do they work together? Who can affected communities trust to work for their interests? How are politics interfering in their actions? \n\n\n\nThese were some of the questions which directed research during the five-year research project When Disaster Meets Conflict. The research focused on the nexus between humanitarian aid and disaster governance. Case studies were done in high-conflict settings in Afghanistan\, South Sudan and Yemen; in low-intensity conflict settings in Ethiopia\, Zimbabwe and Myanmar\, and in post-conflict settings in Nepal\, Sierra Leone and Haiti. \n\n\n\nThe International Institute of Social Studies of Erasmus University Rotterdam has the honor to invite you to the Online Conference ‘When Disaster meets Conflict: Lessons on Disaster Governance and Humanitarian Action’. During the conference the main findings will be presented and discussed with stakeholders that are active in the Disaster-Conflict nexus. \n\n\n\nProgram \n\n\n\nWorkshops \n\n\n\nDuring these online working sessions\, the researchers of the project will discuss in-depth specific findings with a selected group of practitioners. \n\n\n\nTuesday 13 October\, 10:00-11:30 (CEST) | Workshop 1: Coordination\, decision-making and targeting \n\n\n\nIn conflict-affected settings\, decision-making is not always decided upon needs alone and coordination can be challenging. How does this work in practice? How are disaster-related actions decided and coordinated? These – and other findings – will be discussed in this working session.Join workshop 1 via this link.\n\n\n\nTuesday 13 October 12:00-13:30 (CEST) | Workshop 2: Localization \n\n\n\nThe localisation of disaster response has mainly focused on transferring funds to local NGOs\, but not on addressing the challenges of ‘shifting the power’ and the diversity of local actors. Therefore\, the question remains: how is the localisation of humanitarian governance socially negotiated in practice? This – and other findings – will be discussed in this working session.Join workshop 2 via this link.

SUMMARY:Military necessity and the law of armed conflict
DESCRIPTION:On Tuesday 13 October\, from 14.00-15.30 CET\, The Hague Initiative for Armed Conflict (HILAC) will organise an online lecture on ‘Military necessity and the law of armed conflict.’ What does it mean to say that international humanitarian law (IHL) strikes a realistic and meaningful balance between military necessity and humanity\, and that the law therefore ‘accounts for’ military necessity? Through real-life examples and careful analysis\, this lecture will challenge received wisdom on the subject. Among other thought-provoking reflections\, Professor Hayashi will explain why IHL has no reason to restrict or prohibit militarily unnecessary conduct based on its non-necessity alone. \n\n\n\nBy combining international law\, jurisprudence\, military history\, strategic studies\, and moral philosophy\, Professor Hayashi will invite the audience to explore a broad range of issues through the prism of military necessity. How does rational fighting relate to ethical fighting? How does IHL incorporate contrasting values that shape its rules? How do law and theory adapt themselves to war’s evolutions? \n\n\n\n \n\n\n\nAbout the speaker \n\n\n\nNobuo Hayashi is an Associate Senior Lecturer at the Centre for International and Operational Law\, Swedish Defence University. He also holds visiting professorships at the UN-mandated University for Peace (San José\, Costa Rica) and the UN Interregional Crime and Justice Research Institute (Turin\, Italy). Nobuo specialises in international humanitarian law\, international criminal law\, jus ad bellum and international weapons law. He has twenty years of experience performing advanced research\, providing expert advice\, teaching postgraduate students and training senior professionals in these areas. Nobuo’s work has been cited in international war crimes trials and diplomatic negotiations. His latest monograph\, Military Necessity: The Art\, Morality and Law of War\, was published by Cambridge University Press in 2020.   Major positions held: Senior Legal Advisor\, International Law and Policy Institute (Oslo\, Norway); Visiting Professor\, International University of Japan; Researcher\, Peace Research Institute Oslo; and Legal Officer\, Office of the Prosecutor\, International Criminal Tribunal for the Former Yugoslavia. Degrees earned: Ph.D. (Leiden)\, LL.M. (Cantab.)\, DÉS (Graduate Institute)\, BSFS (Georgetown).

SUMMARY:Community Programming Board
DESCRIPTION:In 2020 we are experimenting with a Community Programming Board (CPB) to help ensure the development of (joint) activities and programming that are of value for Hub members and the broader ecosystem. \n\n\n\nThe CPB is currently creating a new strategic vision on how to support and develop community-driven and relevant programming. The current aim is to structure programming at the Hub around quarterly themes to be explored and brought further by the community and the wider ecosystem. If you would like to learn more and join the next CPB\, please get in touch with Alex. \n\n\n\nFor Hub members only.
