SUMMARY:A Decade of Review: The UN’s Ombudsperson to the ISIL (Da’esh) and Al-Qaida Sanctions Committee
DESCRIPTION:On 15 June\, the T.M.C. Asser Instituut\, the UN’s Ombudsperson to the ISIL (Da’esh) and Al-Qaida Sanctions Committee and the International Centre for Counter-Terrorism – The Hague (ICCT) will organise a panel discussion on the UN Ombudsperson’s Office and its review procedures\, ten years after its establishment. \n\nTargeted sanctions have come to be viewed as an indispensable tool in the fight against terrorism. Since 1999\, the UN Security Council has designated hundreds of individuals and entities\, imposing assets freezes\, travel bans and arms embargoes to hinder support for the Taliban\, Al-Qaida and ISIL (Da’esh). However\, as the number of designations has grown\, a clear need has also emerged for a robust independent review procedure\, so that those designated can seek removal of their name from the sanctions list. \nTen years ago\, the Security Council created the Office of the Ombudsperson with that purpose in mind. Since then\, individuals and entities designated on the ISIL (Da’esh) and Al-Qaida Sanctions List have had the opportunity to have their listing reviewed by an independent and impartial Ombudsperson who recommends either retention or delisting after consulting with all relevant parties\, including with the petitioner. \nThis panel will discuss\, inter alia\, how the Security Council came to the unanimous decision to establish the Office of the Ombudsperson\, the unique ‘jurisprudence’ that has emerged\, and what this means for petitioners. The discussion will also provide context on the post of Ombudsperson\, operating in the highly politicised environment of counter-terrorism policy-making. \nPanellists \n\nMr Daniel Kipfer Fasciati: Ombudsperson to the ISIL (Da’esh) and Al-Qaida Sanctions Committee\nJudge Kimberly Prost: Judge at the International Criminal Court and former Ombudsperson\nMs Aurélie Berthet\, International Lawyer\nDr Devika Hovell\, Associate Professor in Public International Law\, London School of Economics and Political Science

SUMMARY:Online Seminar: EU Development Policy Post 2020: norms and contestation
DESCRIPTION:The EU’s development policy is being strategically adjusting to respond to the shifting challenges of the international order. In doing so it is argued that this is undermining the EU’s core normative commitment to development. \nJointly organized by the International Institute of Social Studies and the European Association of Development Research and Training Institute (EADI)\, this seminar approaches the topic by exploring the extent to which the shift to ‘partnership’ in EU development rhetoric is a break with the past? \nThe aim of the seminar is to provide an arena for ECR/PhD students to receive feedback on their work. The cancellation (for obvious reasons) of various conferences has deprived them of this important feedback element. We invite colleagues to join and participate in the spirit of providing constructive and supportive feedback. \nPresenters\n\nThe EU’s development policy post-2020: Continuity or change?\n\nDr Johanne Døhlie Saltnes\, ARENA – Centre for European Studies \n\nPath Dependence and Contestation in EU International Cooperation: From Aid to Partnership\n\nDr Sebastian Steingass\, College of Europe (Natolin)\, Poland

It is the first part of #SustainableJustCities event series by VCC initiative with focus on the Right to HousingOpens external. \nThe covid-19 crisis has exposed several inequities in our cities and at its core is the issue of access to adequate and affordable housing. SUMMARY:[Book launch] Human dignity and human security in times of terrorism
DESCRIPTION:Despite a current drop in the number of deaths\, terrorism should still be considered a serious and widespread problem. However\, the responses to this phenomenon are often more problematic from a long-term perspective. On June 17 2020\, T.M.C. Asser Instituut and T.M.C. Asser Press celebrate the book launch of ‘Human Dignity and Human Security in Times of Terrorism’\, edited by Asser researcher Dr Christophe Paulussen and Prof. Martin Scheinin (EUI). Sign up here to register for this event. \nWith the human rights framework under serious pressure\, the book offers a timely\, important and critical in-depth analysis of human dignity and human security challenges in the lead-up\, and in the responses\, to current forms of terrorism. It aims to map how human dignity and human security can be secured and how law can constitute a source of trust at a time when Europe and the rest of the world continue to be plagued by terrorism. \nThe book\, which focuses on\, but is not limited to the situation in Western countries\, aims to inspire not only academics – through further theorisation on the sometimes elusive but important concepts of human dignity and human security – but also practitioners working in the field of countering terrorism. The authors show that following a human rights approach will be indispensable in securing human dignity and human security for all\, especially in times of terrorism. \nAbout the editors\nChristophe Paulussen is a senior researcher at the Asser Institute and a research fellow at ICCT in The Hague\, the Netherlands\, and Martin Scheinin is Professor of International Law and Human Rights in the Department of Law of the European University Institute (EUI) in Florence\, Italy. Scheinin was the first United Nations Special Rapporteur on human rights and counter-terrorism in 2005–2011. \nAbout the book launch\nOn Wednesday\, June 17\, an expert panel discussion will celebrate the book launch of ‘Human Dignity and Human Security in Times of Terrorism’. The event will gather some of the authors to share their findings and discuss them with the audience. \nProgramme \n19:15: Welcome remarks by Rebecca Mignot-Mahdavi\, researcher Asser Institute\n19:20: Presentation of the book by Christophe Paulussen\n19:30: Chapter presentations by their authors: \n– Dr Rumyana Van Ark (née Grozdanova) “The Normalisation of Secrecy in the United Kingdom and the Netherlands: Individuals\, the Courts and the Counter-Terrorism Framework”\n– Prof Helen Duffy\, “Dignity Denied: A Case Study”\n– Sangita Jaghai (co-authored with Laura Van Waas) “Stripped of Citizenship\, Stripped of Dignity? A Critical Exploration of Nationality Deprivation as a Counter-Terrorism Measure” \n20:00: Q&A session with the audience \n– Final words from Frank Bakker\, Publisher T.M.C. Asser Press \nAbout the panelists \nDr Rumyana Van Ark (née Grozdanova)\nDr. Rumyana van Ark (née Grozdanova) is Post-Doctoral Researcher in Terrorism\, Counter-Terrorism and International Law at the T.M.C. Asser Institute within the Research Strand ‘Human Dignity and Human Security’. She is also a Research Fellow and a Coordinator at the International Centre for Counter-Terrorism (ICCT – The Hague). Rumyana holds a PhD in Law (focusing on human rights and counter-terrorism) from the University of Durham\, an LLM in Criminology and Criminal Justice from University College Dublin and a BA (Hons.) Legal Studies with Business from Nottingham Trent University. \nProf. Helen Duffy\nProfessor Duffy holds the Gieskes Chair in International Humanitarian Law and Human Rights at the Grotius Centre\, Leiden University\, is Honorary Professor of International Law at the University of Glasgow\, senior fellow at the University of Melbourne and Visiting Professor at American University. Her thesis assesses why different forms of denationalization are deemed legitimate by States and when nationality deprivation is arbitrary under international law. This research also reflects on whether and how deprivation of nationality can have implications for the constitutional concept of citizenship.
