SUMMARY:The Russian Invasion of Ukraine: International Legal Implications
DESCRIPTION:Organised by the T.M.C. Asser Instituut in The Hague\, partnered with The Hague Humanity Hub and supported by the Municipality of The Hague. \n\n\n\nOn Tuesday 8 March\, the international law research centre T.M.C. Asser Instituut will organise an in-person discussion on the international legal implications of Russia’s invasion of Ukraine. Top experts in international law will answer your questions and explain the legal options that the international community has for responding to this grave situation. \n\n\n\n\n\nBackground: \n\n\n\nThe Russian invasion of Ukraine is holding the world in its grip. Beyond the operational and security-related questions\, international law plays an important role in this context as well. Many of the world’s nation states have united to condemn the invasion for undermining the very foundation of the international legal order\, and core provisions of the UN Charter. But there is much more to be said about the role of international law in this conflict. For example\, how has language on historical memory been used in the lead-up to the invasion and what does international law say about this? What is the role of cyber warfare in this conflict and how does it relate to the laws of war? Which international laws are currently being violated? What are the United Nations’ legal options? Can The Hague-based tribunals pass judgement on Russia\, and what happens if they do? Can individuals be held accountable for actions in Ukraine? Can Putin himself be tried? If so\, for what crimes and through what mechanisms? Finally\, are there legal instruments available to stop the threat of nuclear war? \n\n\n\nThese and many more questions will be discussed during this event\, organised by the T.M.C. Asser Instituut in the centre of the international city of peace and \n\n\n\njustice\, The Hague. The event will be a conversation without formal presentations. Instead\, experts will introduce subtopics of international law that are relevant to the conflict\, followed by a discussion with all participants. \n\n\n\nOf course\, we would also like to hear from you\, the people reading this and possibly interested in signing up. If you want to ask a question about the legal implications of the Russia – Ukraine conflict\, or on the legal options that the international community has to respond\, please send us an email at communications@asser.nl. Questions will be collected before the event and shared with the moderator\, who will decide which ones to put to the experts. No personal details will be shared. \n\n\n\nModerator: Carl Emilio Lewis\, T.M.C. Asser Instituut \n\n\n\nConfirmed speakers: \n\n\n\n*Ulad Belavusau\, T.M.C. Asser Instituut \n\n\n\n*Thilo Marauhn\, T.M.C. Asser Instituut \n\n\n\n*Sergey Vasiliev\, University of Amsterdam \n\n\n\n*Marten Zwanenburg\, University of Amsterdam \n\n\n\n*Galyna Kostiukevych\, The Hague University of Applied Sciences \n\n\n\nSergey Vasiliev\, University of Amsterdam

SUMMARY:War Heroines of Ukraine - International Women's Day (Online)
DESCRIPTION:[Online event] Join us on International Women’s Day 2022: War Heroines of Ukraine Dedicated to the Bravery\, Resilience and Strength of the Women in Ukraine\n\n\n\n\nREGISTER This link opens in a new tab\n\n\n\n\nContext: \n\n\n\nThis year’s IWD activities are marked with the war outbreak in Ukraine-Europe\, and its wider impact on the global defense\, development\, and security issues. While the male-dominated political decision-making has failed to maintain security and peace in the continent\, women of Ukraine have emerged as our heroines since the early days of the war outbreak. They: \n\n\n\n> took to the streets demonstrating against the war\,> joined the call of their leaders to defend their country and> stood up to take care of their families and others.\n\n\n\nThis characterizes their bravery\, shows resilience and symbolizes their strength. The testimonies emerging from Ukraine are a tale of untold stories of heroic courage and wisdom of women in Ukraine and across the border. \n\n\n\nThe event: \n\n\n\nAn online consultation would record and respond to the needs of women in Ukraine. By hearing from the war heroines on the ground\, event organizers and participants would prepare a response to channelize humanitarian assistance to local women and their organisations. The event would assess the current commitment required to collect and distribute money in this emergency situation and whether there is a need for vigilance and advocacy in this regard. A multi-stakeholder expert panel will help widen the narrative by addressing the concerns of women’s organizations in Ukraine.  The event hopes to instrumentalize the building and strengthening of a network of international actors in support of assessment of women’s needs in rapid assistance mechanisms. By doing so\, the event contributes to furthering the interaction between Ukrainian and international actors.   \n\n\n\nThe need for humanitarian assistance is growing as food supplies are disrupted and infrastructure destroyed. Most of the refugees are women and children\, except those who are able to stay back and defend their country\, while others have physically been unable to leave Ukraine. All women in Ukraine are heroines and must be supported and recognized as full recipients of rapid humanitarian assistance. \n\n\n\nOrganizers: \n\n\n\nIn solidarity\, Gender Concerns International\, WIDE+ and the Humanity Hub wish to show their support to the women in Ukraine by organizing an online event that serves as a platform for the voices of activists from the country and calls upon their supporters and well-wishers to come forward and stand with War Heroines of Ukraine. \n\n\n\nPanel: \n\n\n\nNatalia Lynnyk\, Committee of Voters of UkraineOlena Suslova\, Women’s Information Consultative CenterOlena Lazorenko\, League of Professional WomenSabra Bano\, Gender Concerns InternationalGea Meijers\, WIDE +Darina Schram\, Gender Concerns International\n\n\n\nProgramme: \n\n\n\n15:00-15:03      Welcoming by Humanity Hub (Janet H. SUMMARY:Law and Ethics of Artificial Intelligence in the Public Sector: From Principles to Practice and Policy
DESCRIPTION:On 10–11 March 2022\, the Asser Institute is organising an interdisciplinary conference on ‘Law and Ethics of Artificial Intelligence in the Public Sector: From Principles to Practice and Policy’. To register for this event\, click here This link opens in a new tab. \n\n\n\nBackgroundThe conference will address the multiple challenges raised by the increasing use of artificial intelligence (AI) in the public sector. As AI is progressively deployed in various domains such as healthcare\, energy\, welfare\, border security\, criminal justice\, law enforcement\, and defence\, it is essential to ensure that the development and use of AI technologies are guided by core values\, in particular the rule of law and human rights. \n\n\n\nIn recent years\, the rapid progress of AI capabilities has been accompanied by a growing recognition of the need to proactively reflect on its societal implications\, so as to shape the development and applications of technology in line with ethical and legal principles. Public and private institutions alike have called for a fundamental examination on the potential impacts of AI\, in order to guide AI research and policy towards beneficial outcomes\, and to ultimately maintain agency over the technologies we decide to adopt. \n\n\n\nUnfettered deployment of AI has already led to unintended consequences notably in terms of discrimination\, privacy\, due process\, transparency\, and accountability. Current debates on autonomous weapons systems\, the use of facial recognition in public spaces\, risk-assessment algorithms in the judicial system\, or automated detection of welfare fraud\, demonstrate that the implementation of data-driven policy-making and algorithmic decision-making in the public sector is a highly topical and important issue. The potentially promising and seemingly less controversial applications of AI for instance to improve healthcare or energy management should as well be the subject of close reflection and scrutiny\, as they are not exempt from risks and human rights concerns. \n\n\n\nThe conference will result in an interdisciplinary dialogue aimed at generating insights on the principles\, conditions\, and methods that would facilitate the responsible deployment of AI in the public sphere. In order to develop solutions to the pressing challenges of AI\, the ethical\, legal\, technical\, and policy aspects must be addressed together. Indeed\, both the bedrock of ethical values such as human dignity and individual autonomy\, and fundamental legal norms in particular human rights\, need to be translated and assimilated into the design and engineering of AI systems. The conference will thereby build necessary bridges between ethics\, law\, and engineering\, and further seek to operationalise principles into practice and policy. \n\n\n\nProgramme \n\n\n\nThursday 10 March 2022 \n\n\n\n10:00–10:30     Opening10:30–12:00     Algorithmic Decision Making in Public Administration13:00–14:30     Approaches to Regulation and Accountability15:00–16:30    Data and Discrimination \n\n\n\nFriday 11 March 2022 \n\n\n\n10:30–12:00     Responsible AI in Research\, Education\, and Work13:00–14:30    AI in Police\, Justice\, and Security14:30–15:00     Closing Discussion15:30–18:00     Reception at the Asser Institute for speakers & invited guests \n\n\n\nFull programme TBA \n\n\n\nFormatThe conference is organized online (Zoom). \n\n\n\nReceptionParticipants located in or near The Hague are invited to come for a networking reception after the conference on Friday 11 March 2022 at 15:30. SUMMARY:(Online) Webinar: Gamechangers for people-centred justice
DESCRIPTION:Critical success factors for  justice innovation\n\n\n\nIn 15 years of advancing user-friendly justice\, HiiL has identified categories of game-changing services that reimagine the way justice is delivered. These justice Gamechangers prioritise people’s needs and experiences and provide justice that is affordable\, accessible\, and easy to understand. \n\n\n\nHowever\, what factors and characteristics contribute to justice innovation? How can existing justice services improve their models to increase access to justice? And how can the private and public sectors support innovations that make people-centred justice possible? \n\n\n\nHiiL sought to answer these questions in expert-led working groups in mid-2021. Legal professionals\, innovators\, and academics gathered to share their knowledge\, examine case studies\, and identify the critical success factors of Gamechangers. The working groups focused on three of the seven game-changing categories: Community Justice Services\, User-Friendly Contracts and One Stop Shop Dispute Resolution.  \n\n\n\nOn Wednesday\, 23 March\, we will present the insights and recommendations from the working group sessions during a live webinar event. With this\, we hope to expand knowledge exchange networks and strengthen people-centred justice initiatives committed to realising SDG16.3 – equal access to justice for all. \n\n\n\n“Scaling Gamechangers requires a detailed set of tools\, practices\, case studies\, network of people as well as know-how that can be documented and disseminated across relevant stakeholders.” \n\n\n\n-Kanan Dhru\, Justice Innovation Researcher at HiiL \n\n\n\nMore speakers will be announced soon.

SUMMARY:(Online) Rule of law challenges in the Western Balkans and the way forward
DESCRIPTION:The European Union (EU) is based on the rule of law\, and all new countries joining the EU must respect the rule of law and be committed to its promotion. So\, what are the rule of law challenges faced and the gains booked so far by the countries that have officially been given the ‘candidate’ status\, such as Albania\, Montenegro\, North Macedonia and Serbia? In the online event ‘Rule of law challenges in the Western Balkans and the way forward’ on March 29\, speakers will focus on recent reforms and rule of law challenges in these countries. How can these challenges be tackled and what is the way forward? And: How are these developments perceived by the Netherlands\, as one of the founding members of the EU? \n\n\n\nBackgroundIt’s been more than twenty years since the launch of the Stabilisation and Association Process\, the European Union’s policy towards the Western Balkans\, aiming at the eventual integration of the region into the EU. Similarly\, it’s been almost two decades since the Thessaloniki European Council (2003) officially proclaimed the membership perspective for the countries in the region. \n\n\n\nIn these past two decades\, Croatia was the only country that has managed to join the EU. While accession negotiations with Serbia and Montenegro have been going on for around a decade\, accession negotiations with Albania and North Macedonia have not been opened yet\, despite a decision by the Council to do so. \n\n\n\nPanel of speakersWhat are the gains booked so far and what are the challenges facing each country? How are these developments perceived by the Netherlands\, as one of the founding members of the EU? How can these challenges be tackled and what is the way forward? These are the main questions that our panel of speakers will discuss\, focusing on the rule of law issues in Albania\, Montenegro\, North Macedonia and Serbia. The last speaker will focus on how these developments are perceived by the Dutch and European politicians. The presentations will be followed by a Q&A. \n\n\n\nThe speakers for this panel are: \n\n\n\nDr Fjoralba Caka (Tirana University\, Tirana)Dr Denis Preshova (Ss. Cyril and Methodius University\, and External Associate for the Institute for Democracy\, Skopje)Mirko Đuković (PhD candidate at CEU\, Vienna\, and Visiting Research Fellow at Max Planck Institute for Comparative Public Law and International Law\, Heidelberg)Milan Antonijević (Lawyer\, Senior expert for Chapters 23 and 24)Thijs Reuten (Member of the European Parliament\, Group of the Progressive Alliance of Socialists and Democrats)\n\n\n\nThe event will be moderated by Dr Narin Idriz (T.M.C Asser Institute). \n\n\n\nThis event is organised in the context of the Global Europe project at the TMC Asser Institute. The organisation of this event is supported by the Embassies of Albania\, North Macedonia and Serbia in the Hague\, and the Montenegrin Representation to the EU in Brussels.

SUMMARY:Why China is Watching the War in Ukraine
DESCRIPTION:At the end of 2022\, the Communist Party of China (CCP) will hold its 20th Party Congress in Beijing. This provides ample reason for President Xi Jinping to extend his “zero-COVID policy” and keep China closed to foreigners for another year. “Self-reliance” and “growth driven by domestic consumption” are increasingly becoming the mantras of China’s new economic policy. In the face of major domestic challenges – a slowing economy\, an unbalanced property market\, water shortages\, shrinking farmland and an ageing population – Xi Jinping will not tolerate any instability that may jeopardize his ambition to stay in power for at least another five years.  Meanwhile\, the consequences of Russia’s invasion of Ukraine are likely to be felt in Western Europe and East Asia for years to come. Will Russia and the rest of Europe maintain their energy trade? A complete break-up would cause a deep recession on both sides\, resulting in social and political unrest. Recent events are driving Russia into the arms of China. The most severe impact of Russia’s invasion of Ukraine may ultimately be felt on the other side of the Asian continent\, as Beijing may feel propelled to implement its plans of ‘reunification’ with Taiwan sooner rather than later.   During this event\, the floor will be given to Ryan J. Roberts (Counselor for Public Affairs at U.S. Embassy The Hague)\, Hendrik (Henk) Schulte Nordholt (sinologist and publicist)\, Ruben Brekelmans (Member of Parliament in NL for VVD)\, and Xiaoxue Martin (Research Fellow at The Clingendael Institute). The event will be chaired by hosts Alex Krijger (Krijger & Partners) and Eline Hoeken (Netherlands-Asia Honours Summer School). In addition\, students whose studies and interests are closely linked to China are invited to join the discussion.  By bringing students\, politicians\, experts\, and business people together we hope to bring the discussion on these important subjects to a new level!  The event will take place on Thursday\, 31 March from 16:00 to 17:30\, followed by networking drinks at The Hague Humanity Hub. This event is organized by Krijger & Partners\, in cooperation with PB NAHSS\, ismus\, studievereniging voor studenten politicologie Nijmegen and Argus\, with support from U.S. Embassy The Hague.
