SUMMARY:Cash Transfers Against Poverty
DESCRIPTION:Though the corona-epidemic is anything but over\, pioneers are already looking beyond. How do we rebuild economies worldwide that have been ravaged by the virus and subsequent lockdown measures? How do we prevent COVID-19 from becoming a driving force behind an unprecedented rise in global inequality? How do we protect quality of life worldwide?\nPart of the answer: by giving money to those living in extreme poverty. Direct giving\, the simple act of offering money to those in need as a form of aid\, was ascendant before the coronavirus hit. Calls for direct monetary assistance have become more common – and more urgent – since. Leading voices\, including Nobel Prize winners Abhijit Banerjee and Esther Duflo\, economist Dambisa Moyo\, the UNDP and Dutch government think-tank Adviesraad Internationale Vraagstukken\, have all called for cash transfers to combat the economic fallout of the pandemic. \nThis is a time for us to work together\nCash transfers serve a humanitarian purpose. They address urgent needs. They can also help micro-businesses survive a crisis or keep people active in the workforce. This means they are an effective way to retain productive capacity in times of crisis. Rich nations\, including Hong Kong\, the United States and the Netherlands\, have responded to the economic downturn by handing out cash to citizens in the wake virus. Poor nations deserve the same swift and effective response. This will only happen if we take action. Many small-scale initiatives are being rolled out at this moment\, but we cannot afford to operate independently at a time of such crisis. Now is the time for NGOs actively involved – or even just interested – in cash transfers to come together and join forces: to exchange know-how\, ideas and perhaps agree on a common approach towards governments and supranational organisations. \nLet’s join forces in the fight against poverty\nIt is to serve this common interest that The Spindle\, as the innovation platform of Partos\, is hosting Cash Transfers Against Poverty\, a strategic discussion of cash transfers in the light of the corona-epidemic. This webinar will provide those already involved in cash transfers with a platform to share insights and align decision-making\, while also providing those new to the field with an introduction to it. Including speakers from Plan This link opens in a new tab\, 100WEEKS\, This link opens in a new tab PharmAccess This link opens in a new tab\, LittleBitz This link opens in a new tab and Dorcas This link opens in a new tab. Join us and be part of a revolution in global aid. \nPractical information:\nWhen: September 1st\, from 15:00 to 17:00.\nWhere: The webinar will be hosted on the open-source and secure BigBlueButton Platform.\nFor whom: Everybody involved in or interested in cash transfers as a way of fighting poverty.

SUMMARY:COVID\, conflict and crises: What’s in store for 2021?
DESCRIPTION:COVID-19 has played a particular role in amplifying conflict drivers related to security forces\, stigmatisation and marginalisation of minority groups\, and governance failures\, and exposed the chasm of trust between citizens and their states in many contexts. \n\n\n\nIn practical terms\, it has also presented significant challenges to peacebuilding organisations and their local partners who rely on human interaction as a key vehicle for resolving conflict and promoting peace. \n\n\n\nSo\, what does the future hold? \n\n\n\nWe will ‘look back to look forward’\, sharing the experiences of how our Philippines team has collaborated with existing networks and forged new partnerships in conjunction with conflict monitoring data to help shape government approaches to the pandemic. We will hear how our Great Lakes team is applying lessons learned from the Ebola response to improve information systems to counter rumours\, to rebuild trust between communities and health service providers\, and improve the conflict sensitivity of responses. The webinar will also offer up a broader global perspective on evolving dynamics. \n\n\n\nEvent will be chaired by Wale Osofisan\, PhD – Senior Director Governance Technical Unit\, International Rescue Committee \n\n\n\nThis webinar will explore what we can expect on the COVID-19 and conflict front in the coming 12 months. \n\n\n\nThe link to the webinar can be found by clicking here.

SUMMARY:The Digital Journey: Demo Day
DESCRIPTION:The Digital Journey is already looking forward to its next event; the Demo Day! During the Demo Day\, September 10th\, the 8 Joint Action Groups will test the ‘prototypes’ within their target groups.\nThe Joint Action Groups are currently developing prototypes of their intended results\, e.g. a ‘Do it Yourself Toolkit for Online Learning’\, a tool to become a Data-Driven Organisation\, and a roadmap to work effectively within partnerships. The Joint Action Groups will define their “Test Group” upfront. We would like to the latter to test the product and give constructive feedback. This will help the Joint Action Groups to improve their prototypes before they present them at the end of the Digital Journey 2020 during the Partos Innovation Festival October 9th. \nYou can join the Demo Day if you are in any way linked to\, or interested in\, the intended results of the Joint Action Groups. Join us to review the projects of the Digital Journey! You can find all the different Joint Action Groups (JAGs)\, their results and target groups in the Digital Online Magazine. If you are\, or could see yourself as part of their target group\, or might know someone who should join\, please contact the corresponding JAG or The Spindle via Margreet van der Pijl (margreet@partos.nl). \nPlease sign up below for the event if you want to participate and review. Your vision and knowledge are much appreciated! \nPractical information:\nDate: September 10\nWhere: Online via ZOOM\nWhen: exact times to be confirmed \n  \n

SUMMARY:Trading Emerging Technologies: Security and Human Rights Perspectives
DESCRIPTION:On Tuesday 15 September 2020\, the Asser Institute and Utrecht University are jointly organising an online expert round table on the topic of ‘Trading Emerging Technologies: Security and Human Rights Perspectives’. \nDemand for digital technology in both public and private sectors has created a thriving global market. While digital technology trade brings economic and social benefits\, the trading practice has also intensified tensions among states which regard it as increasing security vulnerabilities. Digital technology has been at the front of the US-China trade war. The tensions have in part led the US government to initiate the export control of emerging technologies\, including\, not only advanced information technology\, but also robotics\, brain-computer interfaces\, and additive manufacturing such as 3D printing. \nRegulatory narratives \nAgainst this background\, this expert round table aims at understanding and comparing the underlying narrative and justification used by the US\, EU\, and European states in regulating (or attempting to regulate) the trade of advanced digital technology and other emerging technologies. The focus will be directed at the comparison and synergy of security versus human rights narratives. On the one hand\, the US government has employed broad “national security” narrative in order to take proactive steps in regulating the trade practices. On the other hand\, the EU has taken certain initiatives – at least until 2018 – to foster human rights perspectives in regulating the export of digital surveillance technology. While EU member states remain divided\, the Dutch government notably advocated the EU’s proactive role in promoting the regulation of digital technology exports on the basis of their human rights risks (see: Kamerbrief inzake Betreft Stand van zaken herziening dual use-verordening binnen de EU\, 29 August 2018). \nHuman rights narratives have also been recently advocated at the UN’s level. In his May 2019 report\, Special Rapporteur David Kaye expressed serious concerns about the status of ‘surveillance exports’. In view of the growing digital surveillance market at the expense of human rights protection\, he foremost recommended that states ‘impose an immediate moratorium’ on the ‘export\, sale\, transfer\, use or serving of privately developed surveillance tools’—until ‘a human rights-complaint safeguards regime’ is in place (Report of the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression\, ‘Surveillance and Human Rights’ UN Doc. A/HRC/41/35\, 28 May 2019). \nThe expert round table will address the mixed narrative of security and human rights underlying trade restrictions imposed (or to be imposed) on information technology and other emerging technologies. What are the fundamental differences among the key industrial players in imposing trade restrictions on advanced information technology and other emerging technologies? What role should and could the EU play in reforming the regulatory frameworks? What are the differences in narrative among EU member states? \nConfirmed speakers include: \n\nStephane Chardon (European Commission)\nBrigitte Dekker (Clingendael)\nMerel Koning (Amnesty International)\nMaaike Okano-Heijmans (Clingendael)\n\nThe round table is convened by: \n\nMachiko Kanetake (Utrecht University)\nBerenice Boutin (Asser Institute)\n\nThe online event is jointly organised by the Asser Institute and the Utrecht Centre for Global Challenges’ project on ‘Disrupting Technological Innovation? Towards an Ethical and Legal Framework’.

SUMMARY:Digital Security for Civil Society Partnerships in a (Post)COVID-19 Era
DESCRIPTION:Civil society partnerships as those as part of the Dialogue & Dissent Program already had a practice of online cooperation\, but the COVID-19 crisis has forced us to organise all our contacts and cooperation online. At the same time we hear of growing risks because of the negative effects of actions taken by states in response to COVID-19: growing state surveillance\, violation of human rights\, restricted space for civil society organisations to maneuver\, in addition to the already existing digital security and privacy issues of digital tools to communicate and cooperate. What are good policies to prevent digital risks and privacy violations? How do you know what tools to use in what contexts? What are safe working methods? What can we learn from experts and what do we know from our own learning? This online session aims to seek answers to these questions and to identify and exchange best practices for online international civil society cooperation in a (post) COVID-19 era.\nOn the 16th of September\, 9.30-11.30am\, The Spindle\, Partos Innovation Platform\, in cooperation with ECNL\, Oxfam Novib\, Digital Defenders Partnership and Free Press Unlimited will host an interactive online session exploring digital security for civil society partnerships. \nThe program will include presentations on: \n\nDigital rights and changes in the landscape since COVID-19 by ECNL\nOxfam Novib’s experience on the path to secure online cooperation: lessons learned and remaining challenges\nAlternative and secure digital services\, by Digital Defenders Partnership\nFree and multilingual online courses on the use of digital security and privacy tools provided by Totem\, a platform managed by Free Press Unlimited.\n\nPractical details:\nWhen: 16th of September 9.30-11.30am\nTarget group: Dutch development organisations and their partner organisations (Partos members and their Southern partner organisations and all members of the Civic Space Platform\, hosted by Partos)\nPlatform to be used: Big Blue Button\nRegistration: Sign up via info@thespindle.org (indicate date and name of the meeting. Southern partner organisations are to be registered by the Partos member organisation) \nFor more information\, contact Anne-Marie Heemskerk (amh@partos.nl)
