SUMMARY:Seminar: 25 years after the Rwandan Genocide
DESCRIPTION:In less than a hundred days\, more than 800\,000 Rwandese people were murdered in a deliberate and well-organized act of genocide\, orchestrated by then-members of the Rwandan government.\nThe genocidal regime targeted the Tutsi population and moderate Hutu who opposed the killings. Many Hutu and Twa also lost their lives as the genocide unfolded in the context of a civil war between the Hutu-dominated government and a Tutsi-dominated rebel movement\, the Rwandan Patriotic Front (RPF). \nThe killings started on the 6th of April\, following a rocket attack that caused a plane carrying the presidents of Rwanda and Burundi to crash. Despite the presence of a considerable UN peacekeeping force at the outbreak of the violence\, the international community failed to intervene\, pulling most of their forces out and ignoring any pleas for help. This failure to act allowed the killings to continue until the 4th of July\, when Rwandan Patriotic Front forces\, then led by the current president Paul Kagame\, were able to take control of the country\, ousting those responsible for the genocide from the country. \nHow did the Rwandan Genocide come to be and why did it happen? Could it have been prevented if the international community had done more? If so\, how does humanity as a whole prevent such events from happening in the future? SUMMARY:Digitalisation & International Cooperation  – Risks and Opportunities
DESCRIPTION:New technologies provide great opportunities for development cooperation: accelerating change\, improving results and stimulating innovation. The ICRC gathered a large amount of international development and humanitarian NGO’s in London in December in order to reflect on the consequences of digitalisation. Topics included protecting civilians in the digital age\, opportunities for digital transformation & innovation\, weaponization of information and digital risks in armed conflict – a broad agenda that led to the realisation that collective norms on digital do-no-harm & digital opportunities are necessary. Through the conference they put together a report on the matter\, asking the key questions; \nHow can we promote digital do-no-harm?  And stimulate responsible innovation?  \nThe debate will present the findings of the report\, raise awareness and kickstart a reflection with the panel and you. The Dutch Ministry of Foreign Affairs is currently working on a Digitalisation and Development Cooperation policy\, NGO’s are actively exploring new grounds; the ICRC report is extremely timely. \nDelphine van Solinge\, Adviser on Digital Risks for Populations at the ICRC will inform us about the challenges posed to humanitarian actors and conflict management in the digital era\, as well as ways forward to tackle them. It will be followed by a panel discussion including speakers from the Dutch Ministry of Foreign Affairs\, Partos\, the Red Cross\, and Leiden University Innovation Centre. DESCRIPTION:In 2015\, 193 countries adopted the 2030 Agenda for Sustainable Development and its 17 Sustainable Development Goals. These goals are the blueprint to achieve a better and more sustainable future for all. In order to ‘leave no one behind’ it is important that we achieve each goal in 2030. In practice\, this means: taking explicit action to end extreme poverty\, hold back inequalities and fast-track progress for the furthest behind. DESCRIPTION:Designing for public values in a digital world \nNew technological developments such as Artificial Intelligence (AI)\, Internet of Things\, Big Data\, and Blockchain can solve problems and help realise shared values and ideals. At the same time\, other public values are at stake\, such as privacy\, security\, and democracy. How can these values be taken into account in a transparent and responsible way in designing and implementing new systems\, applications\, models and protocols? What solutions are there for fundamental conflicts of values in the digital society? \nTo answer this question\, NWO (The Netherlands Organisation for Scientific Research) opened a new research programme in unique collaboration with The Hague Municipal Council\, the Ministry of the Interior and Kingdom Relations\, the Ministry of Foreign Affairs\, the Ministry of Defence\, and the Ministry of Justice and Security: ‘Responsible Innovation. Designing for public values in a digital world’. This research programme is part of the larger NWO-programme Responsible Innovation (MVI)\, in which research is carried out into the societal and ethical aspects of new technologies. \nApplications for funding relate to one of the following four innovative themes: \n• New digital technology in the modern rule of law \n• Privacy and human rights in new digital networks \n• Big Data science for a democratic public space \n• Complexity as a consequence of hyper-connectivity for public and private actors \nRoom for four new research projects\, in collaboration with private organisations  \nThe budget of this new programme is over three million euro. This means that four research project can start with a maximum budget of 750.000 euro. Private parties can join a project by (jointly) contributing at least 10% of the total costs of the project (in kind and/or in cash). By investing in the project\, companies and other parties have the opportunity to be the first to make use of the newest insights. DESCRIPTION:China and America and world leaders in AI and technology investment\, plugging several billion euros every year. Similarly\, the United Nations pays a lot of attention to a worldwide responsible AI Strategy and here in Europe\, there is a commitment to a strategy based on a ‘human centric’ approach. The Netherlands is also attempting to place its own stamp on the use of AI through a sectoral approach and the formation of an AI research ecosystem. With the AINED initiative\, the Netherlands has already taken the first steps that are now being built upon. \nYet many questions remain; how can the opportunities offered by AI be used optimally worldwide to tackle social issues\, if at the same time outcomes of the cultural\, social and political impact of artificial technologies are still hotly contested? Is the answer at the national level\, should governments and corporates guarantee social norms\, values and human rights\, both in terms of policy and in the application of AI? Do we need to think differently about fundamental rights such as “equal treatment” in the Digital Age? What do cultural or interpretational differences in terms such as ‘transparency’ and ‘interpretability’ mean when AI makes decisions about the legislation that applies to citizens\, such as whether or not to grant benefits via an algorithm? During this event we launch the new subsidy scheme ‘SDG Results: Access to renewable energy’ (SDG 7 Results) and the new phase of other instruments\, such as the FMO Access to Energy Fund\, GETInvest and the International Clean Energy Partnership. \nThe sector event is opened by the Ministry of Foreign Affairs\, the World Bank and IRENA\, the International Renewable Energy Agency. The central question is how companies\, financiers\, NGOs\, knowledge institutions and government can work together to accelerate the SDG 7 goals in developing countries and thus contribute to an ambitious global climate action. \nParticipants can make contact with governments\, companies\, NGOs and financiers in the renewable energy sector in developing countries. There are round table sessions on various themes within the renewable energy sector\, such as: \n\nfinancing of start-ups\,\nrenewable energy in the humanitarian sector\,\ninvestments in large-scale renewable energy generation\, and\nthe future of clean cooking\n\nFor more information about the event visit The Netherlands Enterprise Agency’s website
