SUMMARY:State’s obligations on Climate Change. A Latin American Perspective
DESCRIPTION:States have an obligation to address climate change that derives from independent and cumulative legal sources\, including the 2015 Paris Agreement. More recently\, on 23 July 2025\, the International Court of Justice (ICJ) released its Advisory Opinion on the Obligations of States in respect of Climate Change. This case represents the highest example of climate litigation to date\, indicating that climate change treaties set binding obligations for states. But what happens on the ground? What are the possibilities of international law to hold States to account? What are the main impediments for States to follow up on climate change treaties? And what is the role of non-State actors? What are the steps forward? \nThe Panel will situate the discussion in the context of Latin America to address these questions\, bringing together broad expertise and experience on the topic. \nThis event is organized by the Department of Latin American Studies and the Institute for History at Leiden University\, in collaboration with the Bolivian Embassy. \nPanelists\n\nH.E. Roberto Calzadilla – Ambassador of the Plurinational State of Bolivia to the Kingdom of the Netherlands\nAdv. LL.M.\, Msc Edgardo Sobenes – International lawyer with extensive experience at the ICJ and climate change law.\nDr. Natalia Donner (Leiden University) – Member of Knowledges in Terra\nLLM Liam Siry (Maastricht University) – Researcher on International Climate Change Law\nModerator: Dr. Soledad Valdivia (Latin American Studies/Institute for History\, Leiden University)\n\nPanelists will first discuss the questions\, each providing a contribution to the discussion from their experience and expertise. After this\, the floor will be open to the public to ask questions to the panelist and participate of the discussion. \nRegistration\nThe event is open to the public but registration is necessary. \nFor questions\, please email dr. SUMMARY:Fiscal Decentralisation and Local Finance
DESCRIPTION:  \nPhoto by USGS on Unsplash \nIntroduction\nHow a country organises its finances shapes how local authorities govern their cities\, towns\, and villages. Fiscal decentralisation gives local governments greater authority to decide how and where to allocate resources\, enabling them to better respond to citizens’ needs. \nFor decentralisation to succeed\, national governments must establish clear fiscal arrangements to support local service delivery\, while local authorities must strengthen their financial capacities and optimise resource use. \nThis course explores key aspects of fiscal decentralisation\, including expenditure responsibilities\, intergovernmental transfers\, and local revenue sources. Embedded in the broader context of decentralisation\, the training also highlights the importance of political decentralisation. \nThe programme combines theoretical insights with global best practices\, facilitating group discussions and learning from study visits to the Ministry of Interior\, Provincial Government\, and The Hague municipality. Tailored to participants’ needs\, sessions cover topics such as corruption\, participatory budgeting\, local taxation\, and financial accountability principles. \n  \nKey Information\nThis course is designed for professionals working on (fiscal) decentralisation processes\, public sector reform programmes\, public service delivery or public financial management. Participants come from national\, regional and local governments as well as from donor and development organisations. \nThe course fee is € 3\,895*. This includes all training related costs as well as drinks and warm lunches during the training days. Group discounts are available if you participate with three or more colleagues. \nAfter this course\, you will receive a professional certificate of completion from The Hague Academy for Local Governance. \n*Professionals working in local government or for local NGOs on the DAC list of ODA-recipient countries (OECD) may qualify for a reduced course fee. Contact us for details. \n  \nLearning objectives\nThe Fiscal Decentralisation and Local Finance course will help you: \n\nExplain the fundamental pillars of fiscal decentralisation (expenditure assignment\, revenue assignment\, sub-national borrowing and intergovernmental fiscal transfers);\nAssess decentralisation and its potential in their own country with the help of the MOOD-framework (Multilevel governance as an Obstacle or Opportunity for Development) ;\nIdentify sources to increase local revenue\, such as taxes\, user fees\, intergovernmental fiscal transfers and public-private partnerships;\nDesign and lead inclusive\, participatory\, and gender-responsive budgeting processes;\nUnderstand different mechanisms for transparency and accountability in local government budgeting and spending.\n\n  \nExperience\nThe course includes visits to a municipality\, a provincial government\, and the Ministry of Interior in the Netherlands. These visits offer valuable insights into how fiscal decentralisation is organised and the financial relationships between different levels of government. You will draw lessons from these experiences that are relevant to your own context. The programme also features group work to explore best practices from other countries and address challenges in fiscal decentralisation. Additionally\, discussions will include recent experiences with local property tax reforms in Ghana\, providing practical examples to inform the design of local property tax strategies. \n	Register Here This link opens in a new tab

The decision to act is based on a forecast\, or collective risk analysis\, of when\, where and how the event will unfold (IFRC 2020). It is a type of preemptive intervention informed by early warnings; for example\, distributing cash transfers to farmers ahead of a predicted drought. It has been used to reduce the impacts of crises by triggering early actions before disasters unfold. It is used as an extension of humanitarian aid. \nAnticipatory action is gaining increasing attention\, also within the humanitarian field\, and sees a rise in funding\, for example\, in the Netherlands and Germany. Anticipatory action started with small pilots in 2016. Since then\, over 154 active frameworks have been developed in 48 countries\, with at least 285 UN/Red Cross and NGOs involved and several donors. \n  \nPreliminary programme & speakers\nTime: 13:00-13:45.\nPlenary\nWelcome and opening by Carla Jonkers\, Manager Disaster Preparedness & Response Unit\, Netherlands Red Cross.\nPresentation on anticipatory action\, and on the work the Red Cross does in that context by Marc van Homberg\, Professor Data4Disaster Resilience (UT/ITC) and Scientific Lead at 510 Global of the Red Cross & Eefje Hendriks\, Assistant Professor of Disaster Resilience and Humanitarian Assistance (UT). \n13:45-14:30\nPlenary\nRound table discussion with 3 humanitarian organisations (tbc) on their anticipatory action work\, a case study and challenges on the ground. \n  \n14:30 – 15:00\nBreak \n  \n15:00 – 16:15\nBreakout groups\nBreak up into smaller groups for group activities guided by experts\, to work towards resolving certain challenges in AA response. SUMMARY:#DemocracyDrinks | Defending Democracy in Georgia: Where to from here?
DESCRIPTION:Join us for this year’s last #DemocracyDrinks\, on November 13\, to reflect on Georgia’s fight for democracy and avenues for moving forward.\nIt has already been a year since the Georgian people began courageously protesting the results of an unfair election and the ruling party’s decision to halt the country’s path toward the European Union. In response\, the government has cracked down on protesters\, filled prisons with political opponents\, and sought to silence civil society and independent media – and is now moving to ban opposition parties. \n  \nThe EU – including the Netherlands – has condemned these actions\, freezing parts of Georgia’s EU accession process and reconsidering its cooperation programmes. Yet many argue that more decisive action is needed to support Georgia’s pro-democracy movement. \n  \nJoin us for the next edition of #DemocracyDrinks on 13 November\, where we will reflect on what has happened so far\, and ask experts from and on Georgia what can be done to support the pro-democracy movement moving forward. The panel will be moderated by Amy Eaglestone (Leiden University)\, and we will hear insights from Dinara Gagoshidze (Netherlands Helsinki Committee) and Simona Ognenovska (European Centre for Not-for-Profit Law). \n  \n	Register here! This link opens in a new tab\n	\n  \nWhat are the Democracy Drinks?\n#DemocracyDrinks The Hague brings together democracy advocates\, thinkers and enthusiasts at our monthly informal networking events. It is a great way of making new contacts and catching up with people you know; for testing ideas and planning actions; for moral support and inspiration. Feel free to invite friends and colleagues that work on or are interested in defending values like democracy\, rule of law\, human rights… Come along and you will be made welcome! \n  \nThis event series is a collaboration between the Netherlands Helsinki Committee (NHC) and the Netherlands Institute for Multiparty Democracy (NIMD) and The Hague Humanity Hub (THHH). \n  \n#DemocracyDrinks were launched in 2018 by Defend Democracy Executive Director Alice Stollmeyer. Over time\, #DemocracyDrinks have expanded their reach and have been organized in Aarhus\, Berlin\, Brussels\, Budapest\, Copenhagen\, Kathmandu\, Montreal\, The Hague and Washington DC\, and soon also in other cities. The events attract a lively mixture of people from NGOs\, international institutions\, think tanks\, national governments and representations\, academia\, public affairs consultancies\, social businesses and other active citizens. \n  \n\nPhotos – yes or no? \nPlease note that during Democracy Drinks a photographer and/or videographer will be present to take pictures\, for use by the #DemocracyDrinks partners in future marketing efforts. These can include social media usage\, blog posts\, as general marketing material\, and to market future events and initiatives. \nBy attending #DemocracyDrinks you give permission for your image to be used to promote The Hague Humanity Hub\, Netherlands Helsinki Committee\, and Netherlands Institute for Multiparty Democracy in the future. SUMMARY:[Roundtable] Implications of the 2024 ICJ’s Advisory Opinion on Israel’s occupation of Palestine: The Dutch context
DESCRIPTION:It has now been over a year since the International Court of Justice (ICJ) rendered its much-awaited Advisory Opinion (AO) on Israel’s occupation of Palestine. Therein\, the Court made it abundantly clear that Israel’s continued presence in the Occupied Palestinian Territories (OPT) is unlawful and that it must end and that Israel’s practices and policies in the OPT violate fundamental rules and principles of international law\, including the right to self-determination\, rules on the use of force\, human rights law and international humanitarian law. \n  \nAt the same time\, the Court also addressed the international law obligations of third States in relation to Israel’s unlawful acts in the OPT. It found that third States and other international actors must not recognize as legal the situation arising from the unlawful presence of Israel in the OPT\, they must not render aid or assistance in maintaining it and they must co-operate to bring the illegal situation to an end. What do these duties entail for the EU’s (and its MS’) relations with Israel – particularly in light of the Union’s constitutional commitment to ‘the strict observance of international law’ (Art. 3(5) TEU)? \n  \nIn a recent Expert Legal Opinion on the Implications for the EU of the 2024 ICJ AO commissioned by several MEPs\, the authors stress that EU’s ongoing review of Israel’s compliance with Art. 2 of the EU-Israel Association Agreement must take into account the findings of serious violations of international humanitarian and human rights law in the ICJ AO. \n  \nIn this light\, the present roundtable aims to bring together a number of international and EU law experts and practitioners as well as national and EU officials with a view to providing legal and practical insights on this important and timely topic that lies in the interface of international\, EU and national law. \n  \nSpeakers:\n\nProf. Gleider Hernadez (KU Leuven)\nProf. Ramses Wessel (University of Groningen)\nProf. Janne Nijman (UvA\, Graduate Institute of International and Development Studies\, Geneva)\n\nThe event will be chaired by Eva Kassoti – researcher at the Asser Insitute \n  \n	Register now This link opens in a new tab

SUMMARY:Growing beyond this moment: The closing of the Partos DEI and anti-racism trajectories
DESCRIPTION:Closing a chapter\nOver the past three years Partos has facilitated the DEI trajectory\, a series of powerful sessions centring on reflection\, dialogue\, and action around DEI and anti-racism. Together\, we have explored how exclusion and racism manifest within our organisations\, and how we can take intentional\, collective steps to dismantle them. \n  \nYears after the global outcry for justice and equity (#BLM\, #metoo)\, society shows us that these values are easily broken and under pressure. The DEI trajectory proofs that DEI\, when justice-led and part of a broader strategy\, is still a way to practice commitment to equity in a world where racism\, sexism\, ableism\, discrimination\, xenophobia and trans & homophobia is still imminent. \n  \nClosing Community Event\nAs this shared journey comes to a close\, we’re excited to present the final report\, capturing key learnings\, experiences\, and insights gathered along the way. During the closing event\, we’ll share these outcomes and invite you to look ahead with us\, identifying how we can sustain and deepen this work in the years to come: \n\nMaking sense of the state of DEI beyond 2025\nInteractive workshop that will spark your DEI (resistance) stamina by Elodie Kona\, DEI Expert and co-author of Uncomfortable Conversations & co-editor of the “Inclusion Marathon” and our very own “Partos DEI Handbook”\nLaunch and presentation of the Partos DEI handbook\, a publication capturing all lessons learned\, tips and tools of the DEI Trajectory\, which has been made possible because of all of you!\nPlenty of space for conversation\, inspiration and connection.\nDrinks & food\n\nPlease note\, that we only have 35 places available of which 7 will be for people outside of the trajectory. If two people from the same organisation\, please let us know so we can check for availability. \nWe look forward to seeing you there\, to celebrate what we’ve built together\, and to grow beyond this moment!\n	Register here This link opens in a new tab

SUMMARY:Digital Transformation in the Public Sector
DESCRIPTION:Introduction\nGovernments across the globe are increasingly recognising the potential of digitalisation for the improvement of public services\, government transparency and communication with citizens. Yet digital transformation is not only about installing new technologies. It requires institutional readiness\, informed policy choices and a culture of innovation. At the heart of this process lies the need for strategic leadership\, inclusive thinking and cross-sector collaboration. \nThis course responds to these challenges by supporting professionals from government institutions and development organisations to better understand and shape digital transformation in the public sector. Through hands-on sessions\, expert facilitation\, peer exchange and visits to pioneering Dutch institutions\, participants will explore how digitalisation can drive good governance\, citizen participation and more adaptive institutions. \nThe course highlights key themes such as organisational change management\, responsible integration of artificial intelligence\, data driven working and public data ethics\, as well as cyber security resilience. Participants will discuss digital reforms from a policy perspective\, with a strong focus on governance models\, institutional culture and citizen engagement. Practical tools\, real-world examples and action planning will help participants apply what they learn in their own institutional contexts. \nGain practical insights about digital transformation in the public sector from global examples and case studies. The course will cover both the opportunities for more effective city management and citizen engagement. SUMMARY:Harvesting Insights\, Planting New Seeds: the closing of the Climate Justice CoP
DESCRIPTION:Over the last 3 years\, the Partos Climate Justice Community of Practice has provided a platform that brings together professionals from a wide range of organisations\, working on programmes that promote climate justice in different ways. We have had inspiring learning sessions on a wide range of topics\, such as climate finance\, nature-based solutions and locally led adaptation. \nThis year\, the Climate Justice CoP will come to an end. Therefore\, we are organising a closing session to look back at what we have learned and plant seeds for future collaboration. Together with the The Hague Humanity Hub\, we are hosting this session as an opportunity to (re)connect with each other\, share challenges and explore possibilities to work together in the future. \nThe session also provides a chance to situate the CoP’s work within the broader community of changemakers connected to The Hague Humanity Hub. At the Hub\, the Climate Justice community is a network of actors working at the intersection of climate\, peace\, and justice. By bringing together diverse voices\, the Hub aims to foster dialogue\, spark collaboration\, and support collective action toward a more just and resilient future. In this context\, the Hub’s Climate Justice community hopes to explore ways in which some of the initiatives developed under the Partos Community of Practice (CoP) can continue to grow and inspire further collaboration. \n  \nWhat to expect\nDuring the session we will look back on the past years and look forward to identify concrete opportunities for collaboration beyond this community in the future. Together we will explore: How can we keep collaborating to put climate justice principles into practice \n  \nThe programme includes:\n\nPresentation of the Climate Justice learning document with the main insights and learning from the past years.\nOpen Space session\, exploring: How can we keep collaborating to put climate justice principles into practice? Through this methodology you will help shape the agenda by bringing forward the topics and ideas that matter most right now. Together\, we’ll explore what issues and challenges still need attention\, and how we can continue to support each other and work together in the future.\nExposition: A glimpse into the future. What does a fair\, just and inclusive climate transition look like—both in the Netherlands and across the globe? And what are the consequences if we fail to make this a priority? Explore our interactive dioramas and discover what lies ahead.\n\n  \nJoin us for this in-person session and bring your best ideas\, questions and challenges! \n  \n	Register here This link opens in a new tab

SUMMARY:Fireside Peace Chats: Peace at Home
DESCRIPTION:Overview\nThis event will be held in Dutch. \nHow can we achieve peace in our own city? What scope is there for dialogue as an instrument for peace\, amid increasing tensions in Dutch society? Come to the upcoming edition of Fireside Peace Chats\, where we will talk to Jakob de Jonge\, chair of The Hague Peace Projects\, about ‘Peace at Home’. Against the backdrop of global geopolitical instability\, this evening offers an opportunity to reflect on how peace can be achieved at the local level\, the balance between security and solidarity\, and what vigilance means in an increasingly militarised world. \n  \nThis informal conversation is intended to bring together peacebuilders\, enthusiasts and citizens to connect\, share experiences and exchange insights on how we can promote resilience within our local communities. \n  \nWhat are the Fireside Peace Chats?\nThe Fireside Peace Chats aim to create a space where practice\, research and policy in the field of peacebuilding come together in an informal way through the experiences of people on the ground. By sharing personal stories of peacebuilders and other figures with extensive experience in conflict areas\, we want to contribute to a locally informed paradigm shift in liberal peacebuilding. The Fireside Peace Chats were originally created as a joint initiative of Leiden University College (LUC)\, the Knowledge Platform for Security and the Rule of Law (KPSRL) and The Hague Humanity Hub (THHH). SUMMARY:Annual T.M.C. Asser Lecture
DESCRIPTION:The Asser Institute is very pleased to announce that Professor Joyeeta Gupta\, winner of the prestigious Spinoza Prize and a leading global voice on climate and environmental governance\, will deliver the 10th T.M.C. Asser Annual Lecture. The lecture\, which will address the need for abandoning fossil fuel and the role of social movements and independent courts providing access to climate justice\, will take place on Wednesday 26 November 2025 in The Hague (in-person). \n  \nAbstract \n“Protecting the public interest in times of climate change: from abandoning fossil fuel to sharing our Earth” By Joyeeta Gupta Fossil fuels are the biggest contributor to climate change\, which\, in turn\, is the key driver of all other environmental problems\, such as changing hydrological patterns\, biodiversity loss\, as well as air\, water and soil pollution. All of this is detrimental to human health and wellbeing. Scholars argue that a global temperature increase of 1℃ is the just objective and that the global system must accelerate the phase-out of fossil fuels to prevent significant harm to people and irreversible harm to Earth’s life-supporting systems. This lecture will discuss the need for abandoning fossil fuel\, why it’s not happening\, and how this can be countered by social movements and independent courts providing access to climate justice. It then discusses the bigger picture of crossed planetary boundaries. Research into ‘just boundaries’ shows we must accelerate multilateralism\, not retreat into nationalist rights to pollute. When resources are scarce\, three rational actor responses often emerge: neo-liberal capitalist\, hegemonic state-centered\, and polycentric approaches. However\, only a social practice model building on multilateral goals and principles\, institutionalised in a possible global Constitution\, could help us address our dire situation. Though seemingly impossible today\, in five years\, the world may call for such a dream. \n  \nAbout Joyeeta Gupta \nJoyeeta Gupta is the 2023 winner of the Spinoza Prize\, the highest academic award in the Netherlands. She is full professor of Environment and Development in the Global South at the University of Amsterdam and IHE Delft Institute for Water Education\, and Faculty Professor on Sustainability (2019–2024). A leading global voice on climate and environmental governance\, she co-chaired UNEP’s Global Environment Outlook-6\, presented at the UN Environment Assembly and was awarded the PROSE Award for environmental science. She was co-chair of the Earth Commission and a member of the Global Commission on the Economics of Water\, contributing to the UN 2023 Water Conference. In 2022\, Gupta received the Piers Sellers Prize for solution-focused climate research. She was a lead author in the IPCC panel that won the Nobel Peace Prize with Al Gore in 2007\, and of the Millennium Ecosystem Assessment (Zaved Second Prize). Gupta has published over 120 journal articles\, with 17\,000+ citations and an h-index of 64\, and has supervised nearly fifty PhD students. In the Netherlands\, she has served on high-level advisory bodies including the Commission on Development Cooperation and the Advisory Council on International Affairs (2011–2019). In 2019\, Joyeeta Gupta received an ERC Advanced Grant for her work on climate and fossil fuels.   \n  \n	Register here This link opens in a new tab\n	\n  \nFurther details on registration and attendance will be announced soon.
