SUMMARY:[Colloquium] Securing (the minds) behind the quantum dream?
DESCRIPTION:Quantum innovation faces major engineering hurdles in translating quantum science into quantum technologies that can scale up and commercialise. The key to unlocking quantum ambitions is the coming together of scientific expertise\, engineering acumen and commercial savviness. \nAchieving these ambitions has sparked intense global competition for talent and expertise. Governments and institutions are responding by developing rules to protect sensitive research and technologies – a concept known as “knowledge security.” In light of the proposed Dutch Knowledge Security Screening Bill (tabled for early 2027) and the recent EU Quantum Strategy (July 2025)\, this talk explores on what “knowledge security” means for the pursuit of quantum innovation. \nSpeakers:\nAnh Nguyen is a PhD researcher in the Law and Governance of Quantum Technologies research group within the Institute for Information Law (IViR) at the University of Amsterdam. Her PhD looks at how legal dynamics play out in the emergence of quantum innovation value chains. The project delves into the role of law in the ring-fencing of access to material resources\, the politics of knowledge production\, and value appropriation from techno-scientific research in quantum innovation. \nProf. Dr Machiko Kanetake is the academic director and the chair of the executive board of the T.M.C. Asser Instituut. She is also Professor of International Law and Security Governance at the University of Amsterdam. \nHer groundbreaking research explores the intersection of international law\, security\, human rights\, and technology\, with a focus on sanctions\, arms and dual-use export control at the international\, EU\, and national levels\, and the regulation of surveillance technologies. Her current work centres on “research security” in Europe. \n	Register

SUMMARY:From Surveillance to Empowerment: Advancing the Responsible Use of Technology in Alternatives to Detention
DESCRIPTION:Governments are increasingly turning to digital technologies such as GPS ankle monitors and tracking apps as so-called “alternatives to detention.” But a new report from UNSW Sydney’s Kaldor Centre for International Refugee Law\, the International Detention Coalition and the Refugee Law Lab shows these tools too often replicate detention in digital form\, restricting liberty\, undermining dignity and causing real harm for people on the move. \nThis launch will present the findings of our global study and introduce 10 Guiding Principles for ensuring technology reduces\, rather than expands\, detention. \nJoin us to explore how governments\, civil society and technologists can move towards genuine rights-based alternatives that promote freedom\, dignity and community integration. \n	Register here This link opens in a new tab\n	\nWith thanks to the Global Migration Centre at the Graduate Institute of Geneva for kindly hosting this event\, and to Robert Bosch Stiftung for its generous support for this project.

SUMMARY:Better Safe Than Sorry: Early-warning and action to defend civic space
DESCRIPTION:Democracy and civic space are under threat in many parts of the world. How can we recognise these trends early and respond effectively? Which actions\, proposals\, or statements should raise our concern\, and how can civil society – and others – defend fundamental rights and freedoms? \nJoin us for the launch of a new report that compiles academic evidence on early democratic recession and the vital\, yet fragile\, role of civil counterpower. The report provides a practical framework and key indicators for analysis and action. \nWe will also hear from democracy defenders from Poland\, the Netherlands and Italy\, who will share what strategies are (and are not) effective. Together\, we will explore how we can strengthen each other’s efforts to safeguard democracy. \n\nHost:\nBarbara van Paassen\, co-author of the report “Against democratic recession: Recognizing suppression of civil counterpower” and independent consultant and facilitator \n\nExperts:\n\nMargit van Wessel\, co-author of the report and Associate Professor at Wageningen University (Netherlands)\nMałgorzata Szuleka\, Helsinki Foundation For Human Rights (Poland)\nFederica Vinci\, D-Hub (Italy)\nJasmijn Haak Wegman\, De Goede Zaak (Netherlands)\n\n  \n	Register here This link opens in a new tab

SUMMARY:Just Peace Dialogue: Stemmen uit de stad
DESCRIPTION:Dit is een Nederlandstalig evenement/This event will be held in Dutch. SUMMARY:[Film screening] Hidden life: Testimonies of Venezuelans in Aruba and Curaçao
DESCRIPTION:Please join us for a free screening of the film Hidden Life (2025) by Martin Maat and Hans Hermans\, followed by a panel talk and networking event. This event is co-organised with UNHCR\, the UN Refugee Agency\, and will take place at the Asser Institute on Sunday 21 September.  \n \nHidden Life is the story of the estimated 23\,000 Venezuelans on Aruba and Curaçao\, who fled due to the crisis in their home country. Although both Caribbean islands are part of the Kingdom of the Netherlands\, they do not have a formal asylum procedure – unlike the Netherlands itself. \nCuraçao has not signed the UN Refugee Convention\, and UNHCR is not aware of any Venezuelans who have been granted refugee status on the islands. This means that refugees there end up in a legal vacuum\, without access to legal employment or healthcare. \n	REGISTER This link opens in a new tab\n	\n  \nWhat impact does it have on your life if you cannot claim asylum as a refugee?\nIn this documentary\, nine Venezuelan refugees from all walks of life speak openly for the first time about their lives in the shadows\, in the Caribbean part of the Kingdom of the Netherlands. \nFrom a deserted soldier to a bricklayer\, and from a catering entrepreneur to an education specialist\, they talk about their dangerous journey across the sea\, their time in the detention centre on Curaçao\, the lack of access to medical care\, exploitation by employers\, and the constant fear of deportation to Venezuela. All the main characters have one thing in common: they have not seen their families in Venezuela for years. \nHidden Life premiered in March 2025 at the Movies that Matter Festival in The Hague. \n  \nThe panel\nFollowing the screening\, there will be a discussion with a diverse panel featuring: \n\nJean-Nicolas Beuze (UNHCR representative for the EU\, Belgium\, Ireland\, Luxembourg\, and the Netherlands)\nProf Dr Ernst Hirsch Ballin\, professor emeritus of human rights law (University of Amsterdam) and constitutional law (Tilburg University); former president of the executive board of the Asser Institute\nHans Hermans\, co-producer and co-director of Hidden Life\, ICU documentaries\nDr Narin Idriz\, senior researcher at the Asser Institute\n\nThis event will be moderated by journalist and programme maker Nadia Moussaid. \nThey will discuss the film and the broader context\, and you are invited to take part in the conversation during the Q&A session and the networking reception. \n  \nProgramme\n\n14.00: Walk in and registration (with coffee and tea)\n15.00: Welcome and introduction\n15.05 Screening Hidden Life\n16.15-16.45: Panel discussion\n16.45-17.00: Q&A with the audience\n17.00-18.00: Networking reception\n\n	REGISTER This link opens in a new tab

SUMMARY:Training of Trainers
DESCRIPTION:Introduction\nDesigning and delivering training in international contexts presents unique challenges. Trainers work with diverse groups with varying experience\, cultural backgrounds\, and expectations. This requires a flexible\, inclusive approach. In our Training of Trainers course\, we explore these challenges and provide practical strategies to address them. \nWe cover the full training cycle – from needs assessment to design\, delivery\, and evaluation – to ensure your programmes are strategic and action-oriented. You will learn to balance knowledge\, skills\, and awareness to create sessions that resonate across contexts. \nYou will gain hands-on experience with adult training methods such as participatory facilitation\, experiential learning\, group work\, role-plays\, case studies\, and peer coaching. SUMMARY:Ukraine: Just Peace – Documentary Screening & Discussion with Anya Neistat
DESCRIPTION:International law is under pressure\, and impunity is on the rise. \nFrom Ukraine and Afghanistan to Iraq and Palestine\, international crimes and grave human rights violations continue to test the limits of global justice. Too often\, perpetrators escape accountability while survivors are left fighting to have their voices heard. \nBut change is happening. Across the Netherlands and beyond\, survivors are boldly demanding justice\, accountability\, and redress. Many are taking legal action to confront the harm they or their families have endured. With the support of civil society actors like The Nuhanovic Foundation\, national courts including those in the Netherlands are increasingly stepping up to provide survivors with a platform to pursue justice! \nAt this pivotal moment\, we are thrilled to invite you to the first Justice Dialogue of our campaign\, Justice: From War to Democracy and Freedom. This series is designed to ignite vital conversations about accountability\, bringing together survivor voices\, legal experts\, and affected communities and connecting them to the wider public. \n  \nUkraine: Just Peace\nCommemorating the International Day of Peace\, our first Justice Dialogue event will feature the documentary The Cranes Call. The film follows Dr. Anya Neistat and Solomiia Stasiv as they gather evidence of human rights abuses in Ukraine\, fighting to hold Russian commanders and soldiers accountable. \nFollowing the screening\, join a panel discussion with Dr. Anya Neistat\, survivors\, members of the Ukraine Legal Network\, and the wider Ukrainian community in the Netherlands. Together\, we will explore the prospects for justice and accountability\, the critical role of survivors in shaping these processes\, and what a truly “just peace” could mean for Ukraine. \nThis dialogue drives home a powerful truth: peace without justice cannot last. Justice for Ukraine is not just an international goal\, it is a responsibility we share here in the Netherlands. \n  \nTime & Agenda\nDoors open: 16:30\nScreening: 17:00 – 18:30\nShort panel discussion: 18:30 – 19:15\nDrinks & networking: 19:15 – 20:00 \n  \nLanguage\nEnglish (with limited Ukrainian translation) \n  \n	Register Now This link opens in a new tab\n	\n  \nDue to a limited availability of 100 seats for the documentary screening\, we encourage early registrations. \nThis event is free to attend\, but we strongly encourage donations. \nYour support fuels our campaign Justice: From War to Democracy and Freedom and our litigation fund\, helping survivors of international crimes pursue justice and accountability. Even a small gift makes a difference\, covering legal costs\, amplifying survivor voices\, and keeping this vital work alive. \nDonate now to stand with survivors! \nThe Nuhanovic Foundation has ANBI (tax exempt) status.

SUMMARY:The Humanitarian Reset and its implications for the Dutch humanitarian field
DESCRIPTION:This meeting is under Chatham House Rule. \n  \nAbout the event\nDriven by shifting power dynamics\, the global order is becoming increasingly multi-polar. The multilateral order is eroding\, and there is a growing disregard for international humanitarian law and human rights. Funding for humanitarian action is confronted with drastic cuts after 15 years of upward financing. The withdrawal of USAID funding was a major case in point. It does\, however\, not stand alone and rather fits a broader trend amongst – most Western – donors. \nThese trends have serious consequences for people affected by crises. Numerous local NGOs have had to shut down their operations\, and thousands of layoffs at the UN and at (i)NGOs have led to direct negative consequences in the delivery of humanitarian action. As an effort to address the humanitarian field’s crisis of funding and legitimacy\, sparked by the sudden demise of USAID\, Tom Fletcher – UN OCHA’s Emergency Relief Coordinator – launched the ‘Humanitarian Reset’\, a policy reform agenda. This agenda\, calling for a drastic shift in the UN-coordinated/led humanitarian system\, is presently taking shape through prioritisation of responses\, policy dialogues and consultations. It triggers debate across the humanitarian system. While details are still to be determined\, the Reset’s expected impact on the Dutch humanitarian field will be significant. \nAgainst this backdrop\, KUNO invites policymakers and humanitarian practitioners for a meeting to unpack the reset\, to review the latest developments\, assess their implications\, and consider possible responses. \nPlease find the concept note with more details \n  \nSpeakers\n\nMervat Shelbaya\, Head of the Inter-Agency Standing Committee (IASC)\nSven van den Berg\, Head of Humanitarian Aid at the Dutch Ministry of Foreign Affairs\nNolan Roffelsen\, Representative of Platform for Humanitarian Action in the Netherlands\nRepresentative of NEAR (tbc)\n\n  \n	Register here This link opens in a new tab

SUMMARY:The Future of Solidarity-Based Partnerships with Universities in a Declining Development Sector
DESCRIPTION:Join us at The Hague Humanity Hub on October 1\, 2025\, to explore innovative solutions for sustainable partnerships. \nLet’s discuss how collaboration can drive positive change in a changing world. SUMMARY:When Heritage Speaks: Voices from the Field
DESCRIPTION:On Thursday 2 October\, Cultural Emergency Response and the Smithsonian Cultural Rescue Initiative invite you to an evening of storytelling from 16:30 – 18:30 at Diligentia in The Hague (Lange Voorhout 5\, The Hague). By sharing stories\, we keep memory alive\, strengthen resilience\, and remind the world why culture matters in times of crisis. At When Heritage Speaks: Voices from the Field\, cultural practitioners working in challenging circumstances will share why heritage\, and its protection\, remain vital. \nJoin us to hear stories from Lebanon\, Egypt\, India\, Ecuador\, Puerto Rico\, and Ukraine. We look forward to seeing you there and to continuing the conversation over drinks afterwards. \n	Register here This link opens in a new tab

SUMMARY:Voices of Gen Z: Shaping Transitions in the City of Peace and Justice
DESCRIPTION:On Thursday\, October 2\, 2025\, Voices of Gen Z: Shaping Transitions in the City of Peace and Justice will be presented at Leiden University’s Wijnhaven location in The Hague. Written by Dr. Rosa Groen and Dr. Tahir Abbas\, this new publication brings together research on how young people in The Hague engage with social justice\, policymaking\, and urban transitions. \n  \nProgram\n17.00 hrs – Walk-in \n17.30 hrs – Opening remarks by Dr. Tahir Abbas \n17.45 hrs – Foreword by Dr. Rosa Groen \n18.00 hrs – Discussion between Dr. Groen and Dr. Abbas \n18.30 hrs – Closing \n  \nSpeakers\nRosa Groen\nDr. Rosa Groen is a senior researcher Green and Just Transitions at The Hague University of Applied Sciences. Her work focuses on youth participation\, sustainable transitions and democratic engagement\, with a particular emphasis on involving students by making use of the Inner Development Goals (IDGs) and transition models. In 2023 she was named Sustainable Lecturer of Higher Education for her efforts to integrate the SDGs into teaching and research. \nShe is leading EU-funded projects such as EUM POWER (2025-2029) on the rights and inclusion of migrant workers as European citizens\, addressing better information sharing for EU-intra labor migrants in 9 different EU regions. She also leads several projects involving young people in The Hague\, particularly in Escamp and Moerwijk\, addressing issues such as police discrimination\, social cohesion and political participation. \nHer current research focuses on climate governance and justice\, increasing climate action related engagement of primary and secondary school pupils\, students\, and future teachers. She is a member of the scientific working group of the National Citizens’ Council on Climate. Rosa obtained her PhD with the dissertation Walking the Extra Mile\, which explored how governance networks attract and retain international organizations in European cities. \n  \nTahir Abbas\nProfessor Tahir Abbas is Professor of Criminology and Global Justice at Aston University\, and Honorary Professor at the University of Exeter. He was formerly the Professor of Radicalisation Studies at the Institute of Security and Global Affairs\, Leiden University (The Hague). His interdisciplinary research focuses on radicalisation\, Islamophobia\, and ethnic relations\, combining political sociology and critical theory. \nHe has led EU-funded projects such as DRIVE (2021–2024) and PROTONE (2023–2025)\, addressing violent extremism and the protection of religious spaces. Previously\, he held academic positions at Istanbul University and the University of Birmingham\, and served in government as a Senior Research Officer. \nProf. Abbas has authored and edited numerous publications\, including Ethnicity\, Religion\, and Education in the UK (Routledge\, 2024) and Global Counter-Terrorism: A Decolonial Approach (Manchester University Press\, 2025). He is a Fellow of the Academy of Social Sciences and the Royal Society of Arts. \n  \nDescription of the book\nThis book provides empirical evidence on youth engagement with peace\, justice\, and strong institutions (SDG 16). It takes a bottom-up approach to exploring the meaning and value of global citizenship and social cohesion. It showcases three studies about how the younger generation interprets SDG 16\, EU Climate policies (such as the European Green Deal) and the goals of The Hague as the International City of Peace and Justice. The city of The Hague is dedicated to the promotion of peace\, justice\, inclusivity and security and yet it is one of the most segregated cities in the Netherlands. This book challenges the assumptions that young people are uninterested in local decision-making or lack the competence to contribute to improving their neighborhoods. It gives voice to young people\, generation Z\, (of 13-25 years old) in disadvantaged and advantaged areas in The Hague examining the experiences they have\, their views in contrast with those of educators and policymakers in The Hague\, and their views compared between different areas and age groups in The Hague. This book brings together multiple funded projects to discuss how we can engage young people in democratic processes including policymaking and societal challenges. It helps to bridge the gap between young people and policymakers and therefore speaks to policymakers\, academics\, students and lecturers on social cohesion\, criminology\, and social policies. \n  \n	Register here This link opens in a new tab

SUMMARY:[Panel discussion] Israel’s unlawful occupation of Palestine and the impact of States’ (non-)compliance with UNGA Resolution ES-10/24
DESCRIPTION:On 18 September 2024\, the United Nations General Assembly (UNGA) adopted Resolution A/RES/ES-10/24. The resolution\, introduced by the State of Palestine\, welcomed the International Court of Justice (ICJ) Advisory Opinion from 19 July 2024 on the Legal consequences arising from the Policies and Practices of Israel in the Occupied Palestinian Territory\, including East Jerusalem. It also communicated the UNGA’s demand that\, amongst other things\, “...Israel brings to an end without delay its unlawful presence in the Occupied Palestinian Territory\, which constitutes a wrongful act of a continuing character entailing its international responsibility\, and do so no later than 12 months from the adoption of the present resolution”(*). \nThe resolution further called upon all States to comply with their obligations under international law\, both in respect to their joint and separate actions\, as well as the actions of their nationals\, companies and entities under their jurisdiction. Still\, with the expiry of the 12-month deadline for Israel to end its unlawful presence in the Occupied Palestinian Territory fast approaching\, contemporary reports from the United Nations describe escalating attacks in Gaza by Israel’s military\, and the spread of famine. The UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator\, Tom Fletcher has damningly stated that: “Death\, destruction\, starvation and displacement of Palestinian civilians are the result of choices that defy international law and ignore the international community.” \nIn this panel event\, co-organised by the Asser Institute and the Council of Arab Ambassadors in The Hague\, four experts\, including Ambassador Ammar Hijazi\, Head of the Palestinian mission to the Kingdom of the Netherlands\, and Permanent Representative of the State of Palestine to International organisations in The Hague\, will reflect on state compliance with UNGA Resolution A/RES/ES-10/24. They will particularly reflect on the legal and political consequences which may follow for states and the international legal order as a whole\, taking into account the UNGA resolution’s deadline. \n  \nSpeakers:\n\nAmbassador Ammar Hijazi – Ambassador and Head of the Palestinian Mission to the Kingdom of the Netherlands and Permanent Representative of the State of Palestine to International Organisations in The Hague\nProf. André Nollkaemper – Professor of International Law and Sustainability at the University of Amsterdam\nDr Alessandra Spadaro – Assistant Professor of Public International Law at Utrecht University\nThe event will be chaired by Carl Emilio Lewis – researcher at the Asser Insitute.\n\n(*) UNGA Resolution\, A/RES/ES-10/24\, p.5\, para. 2. \n  \n	Register here This link opens in a new tab

SUMMARY:Artificial Intelligence in Open-Source Intelligence Workshop
DESCRIPTION:Description\nThis 2.5-hour online session combines a theoretical overview with practical demonstrations to explore how artificial intelligence can be utilised to support open-source intelligence today. This session is designed for individuals interested in how AI is reshaping information monitoring\, gathering\, and analysis\, not just for OSINT investigators\, but also for journalists\, researchers\, policy makers\, and anyone working with digital information. The workshop will be valuable for those seeking to understand how AI can support data collection\, reveal patterns in large datasets\, and track developments in real-time\, while assessing both the opportunities and challenges of these technologies\, with a particular emphasis on their use in OSINT contexts. SUMMARY:#DemocracyDrinks The Hague: Wiser about Democracy
DESCRIPTION:About this event\nHow do you navigate an increasingly tense political climate? What tools do we have to strengthen political engagement? \nWith the Dutch parliamentary elections approaching at the end of October\, the question of how to strengthen democratic participation is more relevant than ever. Join us at the October edition of #DemocracyDrinks The Hague\, an evening highlighting tools and approaches that make democracy more engaging\, participatory\, and reflective of diverse voices in society. \nBram van Montfoort from the Dutch Democracy Coalition (NDC) will introduce the DemocratieWijzer\, a tool that helps citizens explore democratic values\, navigate political choices\, and encourage constructive dialogue in the run-up to the elections. Yasmin Haloui from  the Human Security Collective (HSC) will discuss participatory research and innovative methods of engaging young people in discussions on democracy and human rights\, ensuring their perspectives shape political debate and practice. \nThe session will be moderated by Aicha Chaghouani of the Netherlands Helsinki Committee (NHC). \n  \nWhat are the Democracy Drinks?\n#DemocracyDrinks The Hague brings together democracy advocates\, thinkers and enthusiasts at our monthly informal networking events. It is a great way of making new contacts and catching up with people you know; for testing ideas and planning actions; for moral support and inspiration. Feel free to invite friends and colleagues that work on or are interested in defending values like democracy\, rule of law\, human rights… Come along and you will be made welcome! \nThis event series is a collaboration between the Netherlands Helsinki Committee (NHC) and the Netherlands Institute for Multiparty Democracy (NIMD) and The Hague Humanity Hub (THHH). \n  \n#DemocracyDrinks were launched in 2018 by Defend Democracy Executive Director Alice Stollmeyer. Over time\, #DemocracyDrinks have expanded their reach and have been organized in Aarhus\, Berlin\, Brussels\, Budapest\, Copenhagen\, Kathmandu\, Montreal\, The Hague and Washington DC\, and soon also in other cities. The events attract a lively mixture of people from NGOs\, international institutions\, think tanks\, national governments and representations\, academia\, public affairs consultancies\, social businesses and other active citizens. \n  \n	Register here This link opens in a new tab\n	\n  \nPhotos – yes or no?\nPlease note that during Democracy Drinks a photographer and/or videographer will be present to take pictures\, for use by the #DemocracyDrinks partners in future marketing efforts.
