DESCRIPTION:We are pleased to announce the next event in the series The Hague Conversations on Conflict by LINKS Europe This link opens in a new tab and The Hague Humanity Hub This link opens in a new tab\, which aims to contribute to a better understanding of conflict and help rethink approaches to conflict prevention and resolution. This event will be held in virtual mode\, but will otherwise maintain a similar format to the activities previously organised in this series. \nOn Thursday\, 28th of May\, The Hague Conversations on Conflict will turn its attention to growing tensions between China and the West on a range of issues from trade to the South China Sea\, and which have been exacerbated by polemics around the ongoing COVID-19 pandemic. \nEmerging in Wuhan\, China\, at the end of last year\, the coronavirus has since spread to affect everybody on the planet in one form or another; disrupting dominant political narratives and questioning the established world order. Adding to general Western concerns related China’s failure to offer a level playing field in its economic and trade relations with the rest of the world\, Western reliance on China in tech-sectors such as 5G\, and the increasing Chinese assertiveness in global theatres\, from the South China Sea to Africa\, the COVID-19 pandemic has exacerbated Sino-U.S. tensions and brought simmering rivalries to the fore. More broadly the pandemic has triggered an unprecedented global debate about China to Beijing’s obvious discomfort. With experts forecasting that post-pandemic economic recovery will take significantly longer in the West than in China\, many suggest that the latter will use this to catalyse the West-East power shift and raise its global profile. Despite accusations of initial failures by the Chinese authorities to address the virus\, we are already seeing powerful narratives coming out of Beijing diverting attention towards Western failures to handle the pandemic following its spread. \nConversely\, some in the West have accused the World Health Organization (WHO) of corruption\, bias\, and an inability to adequately criticise repeated Chinese failures that may have led to the emergence of a number of serious viruses over recent years. Whilst we are seeing a continuation of isolationist policies in the West – embodied by U.S. President Donald Trump’s funding cut to the WHO – Beijing is using the country’s manufacturing capacity for ‘mask diplomacy’\, providing protective equipment to struggling nations and normalising the idea of Chinese global leadership. But how long can tensions between these two world powers continue to grow before turning into another cold war – with all the costs and risks that entails? What should Europe be doing in this scenario? \nWith the help of a diverse panel of experts\, this event shall discuss the implications of China’s emergence as a regional and global superpower; the growing tensions between China and the United States; and the role of Europe in this emerging scenario. \n– Registration for this event is obligatory –\n— \nThe panel for the event is the following: \nArdi Bouwers – a Sinologist and Director of the consultancy China Circle\, specialised in intercultural communication and media. She is the author of a book about communication between Chinese and Dutch people ‘Cirkels en rechte lijnen’ (2016 in Dutch). She teaches on China in the 21st century at Amsterdam University College and on intercultural communication at Xiamen University. \nJakub Janda – Executive Director of the European Values Center for Security Policy based in Prague. He specialises in response of democratic states to hostile disinformation and influence operations. He is Associate Fellow at Slovak Security Policy Institute and regular contributor for the Atlantic Council. He serves a member of Editorial Board of the expert portal AntiPropaganda.sk and as a proud member of the Active Reserves of the Czech Armed Forces. \nDr Dennis Sammut – Director of the foundation LINKS Europe\, is a foreign policy specialist focusing on European security issues\, conflict prevention and resolution\, and on EU relations with neighbouring countries to the East and the South.

SUMMARY:North West Syria: an ongoing humanitarian disaster
DESCRIPTION:As a follow up to a roundtable organized by KUNO in March\, you are kindly invited to a KUNO-webinar for humanitarian professionals with an update on the current situation in North-West Syria. At this webinar representatives of the Syrian Networks League\, a coordination body of 140 Syrian NGOs working in Northwest Syria\, will launch a Call to Action calling on the Dutch humanitarian community and the Dutch Government.\n\nPeople living in northwest Syria continue to endure a severe humanitarian situation as their lives remain impacted by the effects of displacement\, military operations\, the protracted conflict and collapse of the Syrian Pound\, as well as the threat of a COVID-19 outbreak. The ceasefire introduced in early March has provided significant respite from airstrikes and there have been fewer artillery bombardments. At the same time\, reports of increasing incidents with improvised explosive devices and reports of clashes between non-state armed groups indicate mounting insecurity in Idleb and the Afrin and A’zaz to Jarablus areas. There is an urgent need to reduce greenhouse gas emissions and adapt to climate change while achieving a wide range of environmental\, social and economic objectives – from reducing poverty and creating jobs to improving air quality\, access to clean and affordable energy\, and health and well-being. This unprecedented challenge also requires that society undergoes a fundamental\, systemic shift away from carbon-intensive and unsustainable models of development. In this context\, there is an increasing need to assess the transformational impacts of policies and actions and understand whether they can catalyze a sustained paradigm shift in economic\, political\, social\, and technical systems. \nThe ICAT Sustainable Development Methodology helps policymakers and other users systematically assess multiple impacts of their policies and actions. DESCRIPTION:T.M.C Asser Institute is hosting its first live webinar featuring experts who will provide you with a legal perspective on current affairs. In the session Counterterrorism – a ‘forever and anywhere war?’ Asser’s counter-terrorism researchers Dr Rumyana van Ark and Ms Rebecca Mignot-Mahdavi will explore the ever-growing overlaps between times and spaces of war and peace in the context of counter-terrorism. \nOne of the questions they will discuss is whether law facilitates such overlaps. Other issues to be addressed include how current counter-terrorism and national security practices at home and abroad tend to revolve around the objective of anticipating threats and identifying dangerous individuals before hostile or criminal acts have taken place. \nA ‘forever and anywhere war’?\nMs Rebecca Mignot-Mahdavi will explore how the United States (for years supported by the UK) and France are involved in a forever ‘war’ against terrorist networks making the temporal and geographical scopes of these wars increasingly indefinite. How do states exploit the grey zones in international law principles to legitimise such ‘forever and anywhere wars’? Ms Mignot-Mahdavi will dive into jus ad bellum\, the core international criteria that are to be consulted before engaging in war to determine if entering into war is permissible\, and the jus in bello\, the rules of international humanitarian law that govern the way in which warfare is conducted. \nA logic of exclusion\nDr Rumyana van Ark will investigate the impact of a ‘forever and anywhere war’ and in particular the blurring of temporality lines within domestic counter-terrorism practices. Dr van Ark will focus on select aspects of UK’s current counter-terrorism practices with particular emphasis on ones that have entrenched the ‘othering’ of certain individuals and amplified enmity towards their communities. What is particularly problematic is the imposition of these measures in the pre-criminal rather than the criminal spaces. According to Dr van Ark these intrusive security practices\, administrative measures and/or criminal sanctions further embed the overlaps between times and spaces of war and peace in the context of counter-terrorism. \nThis counter-terrorism brief is part of the Asser research strand Human Dignity and Human Security in International and European Law which adopts as its normative framework a human rights approach to contemporary global challenges\, inter alia in the fields of counter-terrorism\, especially with regard to the topic of foreign (terrorist) fighters\, international and transnational crimes\, new technologies and artificial intelligence\, and historical memory.

DESCRIPTION:After already two successful online meetings\, the LinkingPins will meet again on April 21. This time\, the created Joint Action Groups will pitch their ideas to the participants and contributors to reach the next step in this Digital Journey. \nWhat happened so far?\nThe Digital Journey started on March 24 with the Design Day\, the Kick-off session. During this session\, all the participants\, the so-called Linking Pin’s\, were introduced. Together\, we created a mapping of the digital ecosystem. What do we already have and where are the organisations most proud of? those were the main questions. After this inventory\, we looked at the different ambitions of the more than 30 various participating organisations\, such as Oxfam\, ICCO and Amref. An analysis was made with the collected information and shared with the group. After that\, for all the Linking Pin’s\, the next step was to focus on Joint Action Group Ideas. \nOn April 7\, part two of the Design Day took place. Again\, over 50 participants\, among which also the program manager ‘digital for development’ of Foreign Affairs\, joined the digital meeting place to discover together which Joint Action Groups could continue the Digital Journey in their new formation. Around 10 ideas were sent in beforehand\, and during the session itself even more ideas came up. Some examples: ‘How can we become truly data-driven?’\, ‘Responsible data ecosystem for disaster management’ or ‘How can we best communicate with our partners online?’. With all these ideas\, the Joint Action Groups were created\, and their needs and next steps are specified.

It focuses on how policy-processes influence data collection and information development\, and in turn how this influences policy-making over shared waters. \nThe Water & Peace Seminars brings together scientists\, policy makers and practitioners to share experiences and gain more insight into how transboundary water cooperation is done. In 2018\, participants at the 1st seminar broadly discussed ‘The role of science in transboundary processes and agreements’. SUMMARY:Youth Peace Initiative Closing Ceremony of Middle East Peace Process Conference
DESCRIPTION:From the 14th to the 20th of March a group of young Israelis and Palestinians\, and youth from other conflict affected settings will come together in The Hague to discuss and explore how youth can play an active role in peace and reconciliation processes. Together\, they will explore past examples and look towards future possibilities. In addition\, this group of young leaders will receive training in order to provide them with the tools to do so. \nThe MEPP Conference is part of YPI’s Young Leadership Experience\, a year-long programme for Israeli and Palestinian youth interested in expanding their leadership capabilities to strengthen their role as actors of change in the peace issue. \nWith this conference week of dialogue and training sessions coming to an end\, we would like to close the week by presenting our results\, before continuing the Young Leadership Experience in the region of our delegates. Together with you\, we would like to explore the following question: ‘How can Israeli and Palestinian youth play an active role in peace and reconciliation processes?’  \nThis event is by invitation only.

We will provide some yummy snacks and a celebratory drink\, and\, if you so feel inspired\, you are invited to make this party extra sweet and memorable by baking and bringing your own cake. Whether it is a rich chocolate cake\, a guilt-free carrot cake or a rare Schichttorte\, – cakes of all shapes and sizes are welcome.
