DESCRIPTION:Online panel-gesprek met experts en Nederlandse ambassadeurs aan de Visegrád-landen over de rechtstaat en democratie in het hart van Europa \n\n\n\nDe Visegrád-4: Hongarije\, Polen\, Slowakije en Tsjechië. Landen in het hart van Europa\, die na de val van de Berlijnse muur bijeenkwamen in het kleine Hongaarse stadje Visegrád om een samenwerkingsverband op te zetten. Het doel? Toetreden tot de Europese Unie. De roep van Europa was sterk\, en de EU verwelkomde het viertal met open armen. Er staat alleen in de laatste jaren steeds meer druk op de eens zo goede relatie: de Visegrád-landen\, en met name Hongarije en Polen\, worden vaak als dwarsliggers bestempeld door de rest van Europa. \n\n\n\nOver dit evenement\n\n\n\nDe culminatie van deze onenigheden vindt plaats in september 2018\, als het Europees Parlement het artikel 7 procedure van het EU-verdrag tegen Hongarije start. Het Europees Parlement vindt op dat moment dat de “democratie\, onafhankelijke rechtsstaat en fundamentele rechten” in het land worden bedreigd. \n\n\n\nHoe is de situatie in Hongarije en de andere Visegrád-landen twee jaar na het opstarten van deze historische procedure? Hoe heeft de relatie tussen de landen zelf en hun relatie met de EU zich ontwikkeld sinds 1991\, en nog specifieker in het laatste decennium? DESCRIPTION:Civil society partnerships as those as part of the Dialogue & Dissent Program already had a practice of online cooperation\, but the COVID-19 crisis has forced us to organise all our contacts and cooperation online. At the same time we hear of growing risks because of the negative effects of actions taken by states in response to COVID-19: growing state surveillance\, violation of human rights\, restricted space for civil society organisations to maneuver\, in addition to the already existing digital security and privacy issues of digital tools to communicate and cooperate. What are good policies to prevent digital risks and privacy violations? How do you know what tools to use in what contexts? What are safe working methods? What can we learn from experts and what do we know from our own learning? SUMMARY:Trading Emerging Technologies: Security and Human Rights Perspectives
DESCRIPTION:On Tuesday 15 September 2020\, the Asser Institute and Utrecht University are jointly organising an online expert round table on the topic of ‘Trading Emerging Technologies: Security and Human Rights Perspectives’. \nDemand for digital technology in both public and private sectors has created a thriving global market. While digital technology trade brings economic and social benefits\, the trading practice has also intensified tensions among states which regard it as increasing security vulnerabilities. Digital technology has been at the front of the US-China trade war. The tensions have in part led the US government to initiate the export control of emerging technologies\, including\, not only advanced information technology\, but also robotics\, brain-computer interfaces\, and additive manufacturing such as 3D printing. \nRegulatory narratives \nAgainst this background\, this expert round table aims at understanding and comparing the underlying narrative and justification used by the US\, EU\, and European states in regulating (or attempting to regulate) the trade of advanced digital technology and other emerging technologies. The focus will be directed at the comparison and synergy of security versus human rights narratives. On the one hand\, the US government has employed broad “national security” narrative in order to take proactive steps in regulating the trade practices. On the other hand\, the EU has taken certain initiatives – at least until 2018 – to foster human rights perspectives in regulating the export of digital surveillance technology. While EU member states remain divided\, the Dutch government notably advocated the EU’s proactive role in promoting the regulation of digital technology exports on the basis of their human rights risks (see: Kamerbrief inzake Betreft Stand van zaken herziening dual use-verordening binnen de EU\, 29 August 2018). \nHuman rights narratives have also been recently advocated at the UN’s level. In his May 2019 report\, Special Rapporteur David Kaye expressed serious concerns about the status of ‘surveillance exports’. In view of the growing digital surveillance market at the expense of human rights protection\, he foremost recommended that states ‘impose an immediate moratorium’ on the ‘export\, sale\, transfer\, use or serving of privately developed surveillance tools’—until ‘a human rights-complaint safeguards regime’ is in place (Report of the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression\, ‘Surveillance and Human Rights’ UN Doc. A/HRC/41/35\, 28 May 2019). \nThe expert round table will address the mixed narrative of security and human rights underlying trade restrictions imposed (or to be imposed) on information technology and other emerging technologies. What are the fundamental differences among the key industrial players in imposing trade restrictions on advanced information technology and other emerging technologies? What role should and could the EU play in reforming the regulatory frameworks? DESCRIPTION:COVID-19 has played a particular role in amplifying conflict drivers related to security forces\, stigmatisation and marginalisation of minority groups\, and governance failures\, and exposed the chasm of trust between citizens and their states in many contexts. \n\n\n\nIn practical terms\, it has also presented significant challenges to peacebuilding organisations and their local partners who rely on human interaction as a key vehicle for resolving conflict and promoting peace. \n\n\n\nSo\, what does the future hold? \n\n\n\nWe will ‘look back to look forward’\, sharing the experiences of how our Philippines team has collaborated with existing networks and forged new partnerships in conjunction with conflict monitoring data to help shape government approaches to the pandemic. We will hear how our Great Lakes team is applying lessons learned from the Ebola response to improve information systems to counter rumours\, to rebuild trust between communities and health service providers\, and improve the conflict sensitivity of responses. DESCRIPTION:Though the corona-epidemic is anything but over\, pioneers are already looking beyond. How do we rebuild economies worldwide that have been ravaged by the virus and subsequent lockdown measures? How do we prevent COVID-19 from becoming a driving force behind an unprecedented rise in global inequality? How do we protect quality of life worldwide?\nPart of the answer: by giving money to those living in extreme poverty. Direct giving\, the simple act of offering money to those in need as a form of aid\, was ascendant before the coronavirus hit. Calls for direct monetary assistance have become more common – and more urgent – since. Leading voices\, including Nobel Prize winners Abhijit Banerjee and Esther Duflo\, economist Dambisa Moyo\, the UNDP and Dutch government think-tank Adviesraad Internationale Vraagstukken\, have all called for cash transfers to combat the economic fallout of the pandemic. \nThis is a time for us to work together\nCash transfers serve a humanitarian purpose. They address urgent needs. They can also help micro-businesses survive a crisis or keep people active in the workforce. This means they are an effective way to retain productive capacity in times of crisis. Rich nations\, including Hong Kong\, the United States and the Netherlands\, have responded to the economic downturn by handing out cash to citizens in the wake virus. Poor nations deserve the same swift and effective response. This will only happen if we take action. Many small-scale initiatives are being rolled out at this moment\, but we cannot afford to operate independently at a time of such crisis. Many former captives come home only to be rejected by their communities. These women must process deep trauma\, support themselves\, and somehow resume life. The challenge is bleak. \nBut they’re not alone. Meet two extraordinary Nigerian women who are changing the story. \nFatima Asikira\, a former Searcher\, runs Borno Women Development Initiative\, which focuses on social justice and education for girls and women—specifically former captives of Boko Haram. Fatima Bultu is a female radio host who gives airtime for women to talk about human rights\, health\, and welcoming former captives into the community. \nBoth Fatimas have dedicated their lives to empowering girls and women in the face of violence. In this Lunch & Learn session\, Somaye Dehban – founder of Your Funding Network – walks us through the types of upscaling and elaborates on funding diversification and means of self-financing. DESCRIPTION:We are pleased to announce the next event in the series The Hague Conversations on Conflict by LINKS Europe This link opens in a new tab and The Hague Humanity Hub This link opens in a new tab\, which aims to contribute to a better understanding of conflict and help rethink approaches to conflict prevention and resolution. This event will be held virtually but will otherwise maintain a similar format to the activities previously organised in this series. On Thursday\, the 25th of May\, in collaboration with the web portal Commonspace.eu This link opens in a new tab\, The Hague Conversations on Conflict will turn its attention to the South Caucasus\, looking specifically at how the countries of the region have tackled COVID-19 and how the pandemic has affected both domestic politics and the often tense and always finely balanced regional relations. \nArmenia\, Azerbaijan and Georgia adopted different strategies to contain the pandemic\, with different degrees of success. But the strategies were often caught in contentious domestic political debates. The three unrecognised entities in the region – Abkhazia\, South Ossetia and Nagorno-Karabakh – faced their own challenges in dealing with the pandemic. Covid-19 provided no respite to the war of words between the different players\, a reminder of the entrenched and underlying challenges facing the region. \nWhat is the likely political fallout from the pandemic on the politics of the region? Has the regional dynamic changed in any way? And how did external actors – Russia\, the EU\, China\, the United States and others – fare? To discuss these and other questions we will be joined by local experts from the region\, speaking from their respective capitals\, including: \n– Benyamin Poghosyan: Founder and Chairman of the Center for Political and Economic Strategic Studies in Yerevan.\, Armenia. \n– Ahmad Alili: Chairman of the Caucasus Policy Analysis Centre of Azerbaijan in Baku. \n– Ghia Abashidze: Political analyst\, based in Tbilisi\, Georgia. \nWilliam Murray\, Project Officer at LINKS Europe will moderate the conversation- Registration for this event is required. \nThe event will be hosted on Zoom and will be accessible through eventbrite. DESCRIPTION:Despite a current drop in the number of deaths\, terrorism should still be considered a serious and widespread problem. However\, the responses to this phenomenon are often more problematic from a long-term perspective. On June 17 2020\, T.M.C. Asser Instituut and T.M.C. Asser Press celebrate the book launch of ‘Human Dignity and Human Security in Times of Terrorism’\, edited by Asser researcher Dr Christophe Paulussen and Prof. Martin Scheinin (EUI). Sign up here to register for this event. \nWith the human rights framework under serious pressure\, the book offers a timely\, important and critical in-depth analysis of human dignity and human security challenges in the lead-up\, and in the responses\, to current forms of terrorism. It aims to map how human dignity and human security can be secured and how law can constitute a source of trust at a time when Europe and the rest of the world continue to be plagued by terrorism. \nThe book\, which focuses on\, but is not limited to the situation in Western countries\, aims to inspire not only academics – through further theorisation on the sometimes elusive but important concepts of human dignity and human security – but also practitioners working in the field of countering terrorism. The authors show that following a human rights approach will be indispensable in securing human dignity and human security for all\, especially in times of terrorism. \nAbout the editors\nChristophe Paulussen is a senior researcher at the Asser Institute and a research fellow at ICCT in The Hague\, the Netherlands\, and Martin Scheinin is Professor of International Law and Human Rights in the Department of Law of the European University Institute (EUI) in Florence\, Italy. Scheinin was the first United Nations Special Rapporteur on human rights and counter-terrorism in 2005–2011. \nAbout the book launch\nOn Wednesday\, June 17\, an expert panel discussion will celebrate the book launch of ‘Human Dignity and Human Security in Times of Terrorism’. Her thesis focuses on the concept of nationality deprivation. Her thesis assesses why different forms of denationalization are deemed legitimate by States and when nationality deprivation is arbitrary under international law. This research also reflects on whether and how deprivation of nationality can have implications for the constitutional concept of citizenship.

Long before the shocks of covid-19 crisis\, the commodification of the housing market has threatened our right to housing\, and constantly changed the very nature and rules of living in cities. PUSH – The FilmOpens external captures the complexity of this global housing crisis and makes the invisible power relations more tangible. The event will begin with a short introduction to the general theme of Sustainable and Just Cities.
