DESCRIPTION:Justice for Women and Girls: Moving from Commitment to Action Amidst COVID-19 \n\n\n\nJustice for women and girls is at the core of the 2030 Agenda on Sustainable Development. It provides a foundation for more inclusive development and is essential to ensuring gender equality and the empowerment of women and girls everywhere. \n\n\n\nJustice for women is not just a powerful enabler of SDG 5 (gender equality and women’s empowerment) and SDG 16 (peaceful\, just and strong institutions)\, it is also critical for the achievement of other development goals.  When laws and justice systems are effective in upholding women’s rights\, they create pathways and act as catalyst for the full realization of human rights and sustainable development. \n\n\n\nSince the COVID–19 pandemic has swept across the world\, it has created a global emergency of multiple dimensions. The need to mitigate the impacts of the virus has brought unprecedented challenges to women’s lives and livelihoods. COVID-19 has put the spotlight on the justice gaps experienced by women and the need to urgently address them.  More particularly\, the pandemic has created new obstacles to gender justice or exacerbated existing ones.  It has curtailed women’s access to justice institutions\, magnified gender gaps in digital access\, worsened risks of gender-based violence; threatened further injustice against women workers\, especially in the informal sector\, and many more. \n\n\n\nPrior to the pandemic\, 2020 was expected to be a year to accelerate progress in the implementation of the Beijing Declaration and Platform for Action (BPFA)\, 25 years since its adoption. It is also the year projected to jumpstart the Decade of Accelerated Action to deliver on the Global Goals.  There is now major and well-founded concern that COVID-19 will push back the fragile progress on gender equality and women’s access to justice. \n\n\n\nAs part of the Global Week for Justice This link opens in a new tab\, this event seeks to discuss how we can address justice gaps and accelerate joint action and investment on justice for women and girls.  The event will focus on the following key questions:  \n\n\n\nWhat lessons or good practices are in place to resolve women’s justice problems\, especially those exacerbated during the COVID-19 pandemic ?How can we urge increased national commitment and action on justice for women and girls?How can we strengthen international and regional alliances to champion the justice for women agenda?\n\n\n\nThe event will build on the 2020 report on Justice for Women Amidst COVID-19 This link opens in a new tab\, jointly produced  by the International Development Law Organization (IDLO)\, UN Women\, UNDP\, UNODC\, World Bank\, Pathfinders for Peaceful\, Justice and Inclusive Societies and supported by The Elders.  The report identifies women’s justice needs  during the pandemic\, highlights emerging COVID-19 gender justice interventions\, and offers ten recommendations\, building on the Call to Action of the 2019 Justice for Women This link opens in a new tab report\, to ensure healthy and inclusive justice systems for women and girls.

SUMMARY:Military necessity and the law of armed conflict
DESCRIPTION:On Tuesday 13 October\, from 14.00-15.30 CET\, The Hague Initiative for Armed Conflict (HILAC) will organise an online lecture on ‘Military necessity and the law of armed conflict.’ What does it mean to say that international humanitarian law (IHL) strikes a realistic and meaningful balance between military necessity and humanity\, and that the law therefore ‘accounts for’ military necessity? Through real-life examples and careful analysis\, this lecture will challenge received wisdom on the subject. Among other thought-provoking reflections\, Professor Hayashi will explain why IHL has no reason to restrict or prohibit militarily unnecessary conduct based on its non-necessity alone. \n\n\n\nBy combining international law\, jurisprudence\, military history\, strategic studies\, and moral philosophy\, Professor Hayashi will invite the audience to explore a broad range of issues through the prism of military necessity. How does rational fighting relate to ethical fighting? How does IHL incorporate contrasting values that shape its rules? How do law and theory adapt themselves to war’s evolutions? \n\n\n\n \n\n\n\nAbout the speaker \n\n\n\nNobuo Hayashi is an Associate Senior Lecturer at the Centre for International and Operational Law\, Swedish Defence University. He also holds visiting professorships at the UN-mandated University for Peace (San José\, Costa Rica) and the UN Interregional Crime and Justice Research Institute (Turin\, Italy). Nobuo specialises in international humanitarian law\, international criminal law\, jus ad bellum and international weapons law. He has twenty years of experience performing advanced research\, providing expert advice\, teaching postgraduate students and training senior professionals in these areas. Nobuo’s work has been cited in international war crimes trials and diplomatic negotiations. His latest monograph\, Military Necessity: The Art\, Morality and Law of War\, was published by Cambridge University Press in 2020.   Major positions held: Senior Legal Advisor\, International Law and Policy Institute (Oslo\, Norway); Visiting Professor\, International University of Japan; Researcher\, Peace Research Institute Oslo; and Legal Officer\, Office of the Prosecutor\, International Criminal Tribunal for the Former Yugoslavia. Degrees earned: Ph.D. (Leiden)\, LL.M. (Cantab.)\, DÉS (Graduate Institute)\, BSFS (Georgetown).

DESCRIPTION:Covid-19 update\nDue to the coronavirus outbreak\, the format of this conference might be subject to change. While we strive to welcome you on our premises in The Hague\, we might be forced to move the event to an online platform. Should this happen\, registered participants will receive notice one month before the start of the conference. \nOn 09 October 2020\, the Amsterdam Centre for European Studies (ACES) and the T.M.C. Asser Instituut will co-organise an interdisciplinary conference on the implications of the increasing use of informal (non-binding) instruments in the field of migration. The conference will examine issues raised by the prevalent use of migration deals and informal arrangements between the EU and third countries in an effort to manage migration flows. \nIn the last few years\, informal instruments have been replacing binding international agreements in the field of EU asylum and migration policy. Examples are the EU-Turkey deal and the Joint Way Forward with Afghanistan (an informal readmission agreement). \nThough the use of informal instruments is nothing new in EU external relations\, the increasing recourse to such instruments recently is of grave concern for multiple reasons\, think Asser researchers and project leaders Dr Narin Idriz and Dr Eva Kassoti. \nBig consequence\nIdriz: “One of the biggest consequences\, for instance\, is that the non-binding nature of these instruments makes it almost impossible for individuals to challenge them in courts. This makes it very hard to enforce any rights they might have under international or European law.” \nAccording to Idriz\, the NF\, NG\, and NM cases brought in front of the General Court\, and subsequently appealed to the European Court of Justice are a case in point. The cases were dismissed as the Court established it was the Member States and not the EU that were behind the deal. \nInformal instruments like the EU-Turkey deal or the Joint Way Forward are also problematic from a constitutional perspective\, believes Eva Kassoti. “The choice to act outside EU Treaties and to ignore the prescribed procedure for concluding international agreements results in less transparency\, democratic scrutiny\, accountability and legitimacy.” \nOn the conference\nThe conference will examine the issues raised by this process of informalisation in five thematic panels: ‘constitutional implications’\, ‘fundamental rights’\, ‘implications for the functioning and integrity of the Common European Asylum System’\, ‘impact on 3rd countries’\, and ‘global implications’. DESCRIPTION:This year the Partos Innovation Festival will be organised online based on a new format. Part of this inspiring two-day event will be the presentations of the outcomes of the Food Hackathon. However\, before it comes to that the Food Hackathon itself will take place on October 6!\nDue to the Covid-19 crisis\, among other causes\, Africa is facing an – even more substantial than before – food shortage. Many (international) NGOs are working on food-related solutions but are facing challenges with the coordination of activities. It’s time to join forces with these NGOs. We can all see the necessity to work from the bottom-up and with locally-led initiatives. Therefore\, we consult locally-led civil society organisations to join and support this Food Hackathon. They will inform us of their visions on the causes of the food shortage\, the possibilities for improving the situation and the opportunities for joining forces with western NGOs. \nThis Food Hackathon has a focus on ‘System Thinking’ – understanding the causes of hunger as a system with different elements. Changing one factor affects another aspect and can involve a change in the (food)system. Once you understand the most influencing causes and which wheels to turn\, you can strive to tackle hunger challenges in new and more effective\, inclusive and locally-led ways. \nThe final goal of the Food Hackathon is the creation of a (prototype) tool which provides an inclusive and locally-led way of working. To do so\, we need to find out how Dutch Development organisations (the Partos Members organisations) can work together more effectively while using digital tooling. The organisations will discover the possibilities to join forces and learn from each other’s activities. Do you want to join the Food Hackathon and help find answers to locally-led challenges? DESCRIPTION:Online panel-gesprek met experts en Nederlandse ambassadeurs aan de Visegrád-landen over de rechtstaat en democratie in het hart van Europa \n\n\n\nDe Visegrád-4: Hongarije\, Polen\, Slowakije en Tsjechië. Landen in het hart van Europa\, die na de val van de Berlijnse muur bijeenkwamen in het kleine Hongaarse stadje Visegrád om een samenwerkingsverband op te zetten. Het doel? Toetreden tot de Europese Unie. De roep van Europa was sterk\, en de EU verwelkomde het viertal met open armen. Er staat alleen in de laatste jaren steeds meer druk op de eens zo goede relatie: de Visegrád-landen\, en met name Hongarije en Polen\, worden vaak als dwarsliggers bestempeld door de rest van Europa. \n\n\n\nOver dit evenement\n\n\n\nDe culminatie van deze onenigheden vindt plaats in september 2018\, als het Europees Parlement het artikel 7 procedure van het EU-verdrag tegen Hongarije start. Het Europees Parlement vindt op dat moment dat de “democratie\, onafhankelijke rechtsstaat en fundamentele rechten” in het land worden bedreigd. \n\n\n\nHoe is de situatie in Hongarije en de andere Visegrád-landen twee jaar na het opstarten van deze historische procedure? Hoe heeft de relatie tussen de landen zelf en hun relatie met de EU zich ontwikkeld sinds 1991\, en nog specifieker in het laatste decennium? Together with our partners such as the GPA\, we will let you discover the value of renewable energy and clean cooking\, a market-based approach\, and collaborations for a transformation of humanitarian work. \n\n\n\nWe empower the innovator in you \n\n\n\nDuring this session\, Marriët Schuurman\, Director Stabilisation and Humanitarian Aid at the Netherlands Ministry of Foreign Affairs\, will launch the Humanitarian Accelerator Programme on Access to Modern Energy. This programme enables innovation and collaboration for humanitarian organisations\, for energy experts from the private sector and development organisations\, as well as for potential supporters and investors. \n\n\n\nIn addition\, the DCHI Focal Point Café will be attended by key figures from the humanitarian energy field. Those include H.R.H. SUMMARY:Digital Security for Civil Society Partnerships in a (Post)COVID-19 Era
DESCRIPTION:Civil society partnerships as those as part of the Dialogue & Dissent Program already had a practice of online cooperation\, but the COVID-19 crisis has forced us to organise all our contacts and cooperation online. At the same time we hear of growing risks because of the negative effects of actions taken by states in response to COVID-19: growing state surveillance\, violation of human rights\, restricted space for civil society organisations to maneuver\, in addition to the already existing digital security and privacy issues of digital tools to communicate and cooperate. What are good policies to prevent digital risks and privacy violations? How do you know what tools to use in what contexts? What are safe working methods? What can we learn from experts and what do we know from our own learning? SUMMARY:Trading Emerging Technologies: Security and Human Rights Perspectives
DESCRIPTION:On Tuesday 15 September 2020\, the Asser Institute and Utrecht University are jointly organising an online expert round table on the topic of ‘Trading Emerging Technologies: Security and Human Rights Perspectives’. \nDemand for digital technology in both public and private sectors has created a thriving global market. While digital technology trade brings economic and social benefits\, the trading practice has also intensified tensions among states which regard it as increasing security vulnerabilities. Digital technology has been at the front of the US-China trade war. The tensions have in part led the US government to initiate the export control of emerging technologies\, including\, not only advanced information technology\, but also robotics\, brain-computer interfaces\, and additive manufacturing such as 3D printing. \nRegulatory narratives \nAgainst this background\, this expert round table aims at understanding and comparing the underlying narrative and justification used by the US\, EU\, and European states in regulating (or attempting to regulate) the trade of advanced digital technology and other emerging technologies. The focus will be directed at the comparison and synergy of security versus human rights narratives. On the one hand\, the US government has employed broad “national security” narrative in order to take proactive steps in regulating the trade practices. On the other hand\, the EU has taken certain initiatives – at least until 2018 – to foster human rights perspectives in regulating the export of digital surveillance technology. While EU member states remain divided\, the Dutch government notably advocated the EU’s proactive role in promoting the regulation of digital technology exports on the basis of their human rights risks (see: Kamerbrief inzake Betreft Stand van zaken herziening dual use-verordening binnen de EU\, 29 August 2018). \nHuman rights narratives have also been recently advocated at the UN’s level. In his May 2019 report\, Special Rapporteur David Kaye expressed serious concerns about the status of ‘surveillance exports’. In view of the growing digital surveillance market at the expense of human rights protection\, he foremost recommended that states ‘impose an immediate moratorium’ on the ‘export\, sale\, transfer\, use or serving of privately developed surveillance tools’—until ‘a human rights-complaint safeguards regime’ is in place (Report of the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression\, ‘Surveillance and Human Rights’ UN Doc. A/HRC/41/35\, 28 May 2019). \nThe expert round table will address the mixed narrative of security and human rights underlying trade restrictions imposed (or to be imposed) on information technology and other emerging technologies. What are the fundamental differences among the key industrial players in imposing trade restrictions on advanced information technology and other emerging technologies? What role should and could the EU play in reforming the regulatory frameworks? DESCRIPTION:The Digital Journey is already looking forward to its next event; the Demo Day! During the Demo Day\, September 10th\, the 8 Joint Action Groups will test the ‘prototypes’ within their target groups.\nThe Joint Action Groups are currently developing prototypes of their intended results\, e.g. a ‘Do it Yourself Toolkit for Online Learning’\, a tool to become a Data-Driven Organisation\, and a roadmap to work effectively within partnerships. The Joint Action Groups will define their “Test Group” upfront. We would like to the latter to test the product and give constructive feedback. SUMMARY:COVID\, conflict and crises: What’s in store for 2021?
DESCRIPTION:COVID-19 has played a particular role in amplifying conflict drivers related to security forces\, stigmatisation and marginalisation of minority groups\, and governance failures\, and exposed the chasm of trust between citizens and their states in many contexts. \n\n\n\nIn practical terms\, it has also presented significant challenges to peacebuilding organisations and their local partners who rely on human interaction as a key vehicle for resolving conflict and promoting peace. \n\n\n\nSo\, what does the future hold? \n\n\n\nWe will ‘look back to look forward’\, sharing the experiences of how our Philippines team has collaborated with existing networks and forged new partnerships in conjunction with conflict monitoring data to help shape government approaches to the pandemic. We will hear how our Great Lakes team is applying lessons learned from the Ebola response to improve information systems to counter rumours\, to rebuild trust between communities and health service providers\, and improve the conflict sensitivity of responses.
