We are delighted to welcome Professor Andrew Murray who will join us online to deliver his lecture ‘Almost human: law and human agency in the time of artificial intelligence.’ Register now to attend this highly relevant and thought-provoking event. \n\n\n\nArtificial intelligence (AI) is all around us: from the smartphones in our hands to drone strikes thousands of miles away. While this technology has many benefits such as simplifying complex data and making daily tasks easier\, it also has dangerous implications. How and why does the rise of AI threaten the rule of law and what kind of regulatory frameworks are needed to manage this omnipresent technology? Professor Andrew Murray will address these questions and more at the online T.M.C. Asser Sixth Annual Lecture on 26 November at 16.00 CET. \n\n\n\nProf. Murray is a leading thinker on information technology law and regulation\, who focuses on regulatory design within Cyberspace and on the protection and the promotion of Human Rights within the digital environment. He is a Professor of Law and Deputy Head of the Department of Law at the London School of Economics where he researches and teaches in the fields of Internet and new media law\, including the laws of digital surveillance and digital privacy. In 2018/19 prof. Murray was the specialist advisor to the British House of Lords Communications Committee inquiry ‘Regulating in a Digital World’.

SUMMARY:Community of Practice on Shifting the Power
DESCRIPTION:Partos will kick-off its new Community of Practice (CoP) on Shifting the Power through an online event. In this CoP we aim to find practical solutions for achieving more balanced power relations in international civil society partnerships for development. The CoP will be facilitated by The Spindle\, the Partos innovation platform.\n\n\n\nThis CoP will seek to engage with various stages of power imbalances within current development partnerships\, and runs parallel to the new Strategic Partnership (SP) programmes that are financed as part of the Subsidy Framework of the Strengthening of Civil Society policy of the Ministry (2021-2025). Together with partner organisations\, we will reflect on the challenges in the practice of shifting the power. What innovative solutions can be found to address this issue of power imbalance\, and what resources are already available on this topic? \n\n\n\nThis approach provides huge opportunities for learning that will benefit not only the Strategic Partnerships\, but also other partnerships involving international\, national\, and local NGOs and CBOs. \n\n\n\nHow does this CoP Work?We will host the community online by means of MS Teams. We will brainstorm on five thematic focus area that we consider relevant for achieving power balanced Strategic Partnerships. Participants may post ideas\, provide feedback on ideas\, ask questions\, suggest relevant resources\, etc. Contributions can be short or long\, depending on the energy participants want to put into it. Each two-week online brainstorm session will be concluded with a brief summary. Once all sessions are completed\, a larger online session will be organized to present findings and define next steps. Colombia was hit hard by Covid-19 and the government proclaimed a stiff lockdown. This was a though stroke for the (informal) economy. Over 100.000 Venezuelan refugees returned to Venezuela. They had no other choice; their livelihood had vaporized. \n\n\n\nBy now\, Colombia seems to have slowed down the pandemic. The lockdown is lifted and the borders are expected to open officially soon. Humanitarian aid workers expect a wave of 200\,000 Venezuelans to come into Colombia to look for better opportunities. \n\n\n\nHow do humanitarian organizations cope in the Colombian regions next to the Venezuelan border? SUMMARY:International Law for a Digitalized World
DESCRIPTION:Annual Meeting of the ROYAL NETHERLANDS SOCIETY OF INTERNATIONAL LAW \n\n\n\nThe worldwide use of the internet seems to have a natural fit with both public and private international law. However\, while the Internet stands for ‘transboundary’\, international law is primarily based on ‘territoriality’. Key concepts that come into play then are state sovereignty and the limits thereto\, and questions such as how to deal with the ‘dual use’ of the Internet\, being an instrument in the hands of peaceful protest movements\, but also of people engaging in cyber-espionage\, of e-commerce as well as human trafficking. \n\n\n\nOver the decades\, international law adapted in many ways to the quickly evolving\, multi-facetted digital reality\, and one of the central questions now is whether or not concepts and ideas developed in the ‘predigital era’ still fit the digitalised world. Is international law\, both public and private\, ready for the digital era or has it rather been a ‘fragmented follower of developments’ and should it fundamentally rethink a number of notions and approaches? \n\n\n\nThe Royal Netherlands Society of International Law decided to put the issue on the agenda and invited four legal experts to draft a report (a ‘pre-advies’) on this. Together they deal with a long list of very fundamental questions as well as practical issues across a range of subdisciplines of international law. In doing so\, they challenge both current legal practitioners\, business people\, NGOs and policy makers\, as well those who would like to work in this field in the future. \n\n\n\nAt the 2020 Annual Meeting these authors will present their reports. DESCRIPTION:The 2030 Agenda for Sustainable Development has now entered a ‘Decade of Action’ meant to accelerate progress towards sustainable development that would ‘leave no one behind’. \n\n\n\nYet\, at out the outset of this 10-year period\, the 2030 Agenda is in jeopardy. With the majority of the World’s poor living in fragile and conflict affected contexts the underperformance of SDG 16 on peaceful and inclusive societies\, threatens a repeat of the past\, whereby the Millennium Development Goals did indeed leave people living in such contexts behind. COVID-19 has now increased the urgency of responding to this deficit\, with the pandemic compounding existing conflict and violence\, while threatening the erosion of fragile development gains. \n\n\n\nWhen it comes to conflict\, a business as usual approach to the SDGs is no longer enough. \n\n\n\nAt this event International Alert will share findings from its report with the British Council\, ‘Peace is the cure: How SDG 16 can help salvage the 2030 Agenda in the wake of COVID-19’. This session will unpack the obstacles to more effectively advancing peace both in terms of SDG 16 itself and across the SDGs as a whole. It will prompt a discussion around a necessary course correction to ensure those living in fragile and conflict-affected contexts are not left behind while at the same time facing down the conflict challenges amplified by the Covid-19 pandemic. Perspectives from Nigeria\, as provided by Alert’s Country Director will help ground the conversation. \n\n\n\nHosted by the UK Parliament’s All Party Parliamentary Group (APPG) on the Global Goals.

DESCRIPTION:Approximately 573 million people still lack adequate access to electricity in Sub-Saharan Africa. The Sustainable Development Goal (SDG) 7 calls for action to ensure access to affordable\, reliable\, sustainable\, and modern energy for all by 2030. The Startup Tuesday – “Impact Insights”\, edition is not necessarily focused on a startup\, but rather on innovation in general. The presentation will explore some of the challenges and opportunities that incumbents and start-ups in East Africa face when deploying technological innovations in off-grid areas. \n\n\n\nSpeaker: \n\n\n\nElsie Onsongo is the Manager of the Centre for Frugal Innovation in Africa – Kenya Hub. Her research interests relate to innovation for inclusive development in sub-Saharan Africa\, with a current focus on frugality\, inclusion and sustainability in healthcare and energy access. In her energy research\, she focuses on developments around modern energy cooking services and off-grid energy in East Africa. Elsie has a PhD from Friedrich Schiller University Jena\, Germany\, and she previously worked as a postdoctoral researcher at the International Institute of Social Studies of Erasmus University Rotterdam\, The Netherlands. She has been a visiting research fellow at the Science Policy Research Unit (SPRU)\, University of Sussex\, UK\, and has worked at Strathmore University in Kenya in various teaching\, research and administrative capacities. \n\n\n\nSummary of the presentation: \n\n\n\nApproximately 573 million people still lack adequate access to electricity in Sub-Saharan Africa. DESCRIPTION:Though the corona-epidemic is anything but over\, pioneers are already looking beyond. How do we rebuild economies worldwide that have been ravaged by the virus and subsequent lockdown measures? How do we prevent COVID-19 from becoming a driving force behind an unprecedented rise in global inequality? How do we protect quality of life worldwide?\nPart of the answer: by giving money to those living in extreme poverty. Direct giving\, the simple act of offering money to those in need as a form of aid\, was ascendant before the coronavirus hit. Calls for direct monetary assistance have become more common – and more urgent – since. Leading voices\, including Nobel Prize winners Abhijit Banerjee and Esther Duflo\, economist Dambisa Moyo\, the UNDP and Dutch government think-tank Adviesraad Internationale Vraagstukken\, have all called for cash transfers to combat the economic fallout of the pandemic. \nThis is a time for us to work togetherCash transfers serve a humanitarian purpose. They address urgent needs. They can also help micro-businesses survive a crisis or keep people active in the workforce. This means they are an effective way to retain productive capacity in times of crisis. Rich nations\, including Hong Kong\, the United States and the Netherlands\, have responded to the economic downturn by handing out cash to citizens in the wake virus. Poor nations deserve the same swift and effective response. This will only happen if we take action. Many small-scale initiatives are being rolled out at this moment\, but we cannot afford to operate independently at a time of such crisis. DESCRIPTION:Justice for Women and Girls: Moving from Commitment to Action Amidst COVID-19 \n\n\n\nJustice for women and girls is at the core of the 2030 Agenda on Sustainable Development. It provides a foundation for more inclusive development and is essential to ensuring gender equality and the empowerment of women and girls everywhere. \n\n\n\nJustice for women is not just a powerful enabler of SDG 5 (gender equality and women’s empowerment) and SDG 16 (peaceful\, just and strong institutions)\, it is also critical for the achievement of other development goals.  When laws and justice systems are effective in upholding women’s rights\, they create pathways and act as catalyst for the full realization of human rights and sustainable development. \n\n\n\nSince the COVID–19 pandemic has swept across the world\, it has created a global emergency of multiple dimensions. The need to mitigate the impacts of the virus has brought unprecedented challenges to women’s lives and livelihoods. COVID-19 has put the spotlight on the justice gaps experienced by women and the need to urgently address them.  More particularly\, the pandemic has created new obstacles to gender justice or exacerbated existing ones.  It has curtailed women’s access to justice institutions\, magnified gender gaps in digital access\, worsened risks of gender-based violence; threatened further injustice against women workers\, especially in the informal sector\, and many more. \n\n\n\nPrior to the pandemic\, 2020 was expected to be a year to accelerate progress in the implementation of the Beijing Declaration and Platform for Action (BPFA)\, 25 years since its adoption. DESCRIPTION:When disasters happen in a conflict-setting\, responses involve many state and non-state actors that try to reach affected populations. Who are these actors and do they work together? Who can affected communities trust to work for their interests? How are politics interfering in their actions? \n\n\n\nThese were some of the questions which directed research during the five-year research project When Disaster Meets Conflict. The research focused on the nexus between humanitarian aid and disaster governance. SUMMARY:Military necessity and the law of armed conflict
DESCRIPTION:On Tuesday 13 October\, from 14.00-15.30 CET\, The Hague Initiative for Armed Conflict (HILAC) will organise an online lecture on ‘Military necessity and the law of armed conflict.’ What does it mean to say that international humanitarian law (IHL) strikes a realistic and meaningful balance between military necessity and humanity\, and that the law therefore ‘accounts for’ military necessity? Through real-life examples and careful analysis\, this lecture will challenge received wisdom on the subject. Among other thought-provoking reflections\, Professor Hayashi will explain why IHL has no reason to restrict or prohibit militarily unnecessary conduct based on its non-necessity alone. \n\n\n\nBy combining international law\, jurisprudence\, military history\, strategic studies\, and moral philosophy\, Professor Hayashi will invite the audience to explore a broad range of issues through the prism of military necessity. How does rational fighting relate to ethical fighting? How does IHL incorporate contrasting values that shape its rules? How do law and theory adapt themselves to war’s evolutions? \n\n\n\n \n\n\n\nAbout the speaker \n\n\n\nNobuo Hayashi is an Associate Senior Lecturer at the Centre for International and Operational Law\, Swedish Defence University. He also holds visiting professorships at the UN-mandated University for Peace (San José\, Costa Rica) and the UN Interregional Crime and Justice Research Institute (Turin\, Italy). Nobuo specialises in international humanitarian law\, international criminal law\, jus ad bellum and international weapons law. He has twenty years of experience performing advanced research\, providing expert advice\, teaching postgraduate students and training senior professionals in these areas. Nobuo’s work has been cited in international war crimes trials and diplomatic negotiations. His latest monograph\, Military Necessity: The Art\, Morality and Law of War\, was published by Cambridge University Press in 2020.   Major positions held: Senior Legal Advisor\, International Law and Policy Institute (Oslo\, Norway); Visiting Professor\, International University of Japan; Researcher\, Peace Research Institute Oslo; and Legal Officer\, Office of the Prosecutor\, International Criminal Tribunal for the Former Yugoslavia. Degrees earned: Ph.D. (Leiden)\, LL.M. (Cantab.)\, DÉS (Graduate Institute)\, BSFS (Georgetown).
