SUMMARY:Urban Governance: Resilient and Smart Cities
DESCRIPTION:With the majority of today’s world population living in cities\, cities have become the engines of development and innovation. However\, this urban growth also means that cities are confronted with many of the world’s challenges: poverty and inequality\, migration\, natural disasters\, health crises and the consequences of climate change. Improving urban resilience by applying smart city solutions will enhance the development of inclusive cities capable of coping with present and future challenges. \n\n\n\nThis course discusses frameworks\, strategies and tools to strengthen cities’ resilience: their ability to absorb and recover from internal and external shock\, maintain their essential functions and adapt and thrive in the face of continual change. The course also covers smart city solutions by examining the role data and innovative technologies play in enhancing the efficiency of city systems and ultimately\, urban resilience. Furthermore\, we will explore how to build scenarios for inclusive cities and apply the principle of Leaving No One and No Place Behind\, and we will discuss the ethics of smart city projects\, paying attention to the unintended consequences of adopting smart solutions\, such as the digital divide\, cybersecurity and privacy concerns. Finally\, we will look into how ‘post-COVID’ cities can use technologies to reinforce physical interactions\, shared systems\, services and spaces\, and define the ‘blended cities’ of the future. \n\n\n\nKey Information\n\n\n\nThis course is intended for professionals involved in urban governance and development such as city planners and urban policy makers. Participants come from national\, regional and local governments\, NGOs\, knowledge institutes and donot and development organisations.  \n\n\n\nThe course will take place in The Hague from 09 June 2025 to 20 June 2025. The deadline for applications is . The scholarship application period is from 14 August 2024 to 07 October 2024. \n\n\n\nThe course fee is € 3\,895*. This includes all training related costs as well as drinks and warm lunches during the training days. Group discounts are available if you participate with three or more colleagues. \n\n\n\nThis training takes place in The Hague\, Netherlands. \n\n\n\nAfter this course\, you will receive a professional certificate of completion from The Hague Academy for Local Governance. \n\n\n\n*Professionals working in local government or for local NGOs on the DAC list of ODA-recipient countries (OECD) may qualify for a reduced course fee. Contact us for details. \n\n\n\nLearning objectives\n\n\n\nThis course will help you: \n\n\n\nAssess the vulnerability of cities by using resilience strategies and frameworks; \n\n\n\nDevelop strategies and policies to increase resilience in an inclusive and participatory manner; \n\n\n\nMake use of data and innovative technologies to design smart solutions\, in an ethical and effective way; \n\n\n\nAnd mobilise key stakeholders to establish sustainable partnerships.

SUMMARY:Handbook launch: A guide on extraterritorial and universal jurisdiction to pursue accountability for international crimes in Ukraine
DESCRIPTION:Photo by LittleIvan on Envato\n\n\n\n\n\nThe scale and gravity of international crimes committed in Ukraine place them within the purview of the international community and underscore the global imperative to act. While Ukraine bears the primary responsibility to investigate and prosecute crimes committed on its territory\, third States share a broader responsibility to ensure accountability for violations of international humanitarian law. This acute need for international judicial cooperation leverages universal jurisdiction as a vital tool to fill impunity gaps\, bring perpetrators to court\, and achieve justice for victims. With this in mind\, Global Rights Compliance (GRC) has developed a ‘Practitioners’ Handbook on Extraterritorial or Universal Jurisdiction to Pursue Accountability for International Crimes Committed in Ukraine’.  \n\n\n\nThe Practitioners’ Handbook aims to serve as a tool for prosecutors\, investigators and civil society organisations engaged in seeking accountability for international crimes committed in Ukraine by helping them navigate universal jurisdiction laws and practice\, bring cases before relevant domestic authorities and engage in judicial cooperation. \n\n\n\nAvailable in Ukrainian and English and specifically tailored to the Ukrainian context\, the handbook is a unique addition to available universal jurisdiction resources. It includes 13 country profiles\, spotlighting domestic laws and practices most relevant to the investigation and prosecution of international crimes committed in Ukraine\, thus aiming to foster positive complementarity between Ukrainian and foreign judicial authorities. \n\n\n\nJoin us for a panel discussion and reception to mark the launch of the Practitioners’ Handbook. Panellists will discuss the prospects of fostering a complementary approach to accountability for international crimes committed in Ukraine\, ongoing and potential universal jurisdiction proceedings\, and the anticipated use of the Practitioners’ Handbook. Experts and practitioners representing diplomatic\, legal and civil society perspectives will share insights. The panel discussion will be held in a hybrid format (in-person and online) and followed by a reception at the venue. \n\n\n\nThe Practitioners’ Handbook has been developed under GRC’s ‘Support to Ukrainian National Prosecutors and CSOs in Building Strategic Cases under Universal Jurisdiction’ project\, supported by the Netherlands Ministry of Foreign Affairs and in partnership with the International Development Law Organization (IDLO)\, T.M.C. Asser Instituut\, Center for International Legal Cooperation (CILC) and Netherlands Helsinki Committee (NHC).

SUMMARY:Five dimensions of scaling democratic deliberation: With and beyond AI
DESCRIPTION:As interest grows in AI’s potential to transform democratic deliberation\, the concept of “scaling” has emerged as a key aspiration – but what does scaling democratic deliberation mean and what is the role of AI in enabling it? \n\n\n\nJoin Claudia Chwalisz\, Founder and CEO of DemocracyNext\, and Sammy McKinney\, AI and Deliberation Fellow at DemocracyNext and PhD student at the University of Cambridge\, for the launch of their new DemNext paper exploring this timely question. \n\n\n\nThey will be joined by Oliver Escobar\, Kyle Redman\, and Manon Revel\, and the discussion will be moderated by Andrew Sorota. \n\n\n\nIn this online event\, they will discuss: \n\n\n\nWhy does ‘scaling democratic deliberation’ matter \n\n\n\nFive dimensions of scaling democratic deliberation – scaling out\, up\, across\, deep\, and in \n\n\n\nWhy scaling democratic deliberation is not a technological challenge alone\, but one that requires a diverse repertoire of technological applications to be combined with strengthened civic infrastructure \n\n\n\nDon’t miss this opportunity to join the conversation and rethink what meaningful scale in democratic deliberation really looks like.

SUMMARY:Just Peace Dialogue: Democracy and Peace
DESCRIPTION:What is the relationship between democracy and peace? Do the two go hand in hand\, so that less democracy means less peace? Or can democracy work against peace: for example\, by producing protectionist and militarist governments? Or is there something more deeply wrong with democracy as we know it\, such that future peace depends on a transformation of democracy? If so\, what kind of new democracy do we need? \n\n\n\nSchedule: \n\n\n\n18.00-19.00 Borrel \n\n\n\n16.00-17.00 Roundtable \n\n\n\n17.00-18.00 Breakout Groups \n\n\n\nThe Just Peace Dialogues are a set of meetings for public deliberation of key aspects of building peace in today’s world. SUMMARY:Just Peace Dialogue: Rule of Law and Peace
DESCRIPTION:Liberal visions of international order presume that peaceful settlement of disputes depends on the rule of law. Yet today many actors ignore United Nations resolutions\, breach multilateral trade agreements\, withdraw from international treaties\, and violate legally established territorial borders. Is it the end of international law and order? Can we turn the tide\, and if so how? Do we need a new kind of law to promote just peace\, and if so what would it look like? \n\n\n\nSchedule: \n\n\n\n16.00-17.00 Borrel \n\n\n\n14.00-15.00 Roundtable \n\n\n\n15.00-16.00 Breakout Groups \n\n\n\nAbout the Just Peace Dialogues\n\n\n\nThe Just Peace Dialogues are a set of meetings for public deliberation of key aspects of building peace in today’s world. SUMMARY:Just Peace Dialogue: Equality and Peace
DESCRIPTION:Modern conflict often links back to inequality. If people perceive that they are unfairly blocked from opportunities for a good life\, their frustrations can channel into violence. Examples include struggles around colonialism\, elitism\, gender inequality\, age hierarchies\, racial exclusion\, religious discrimination\, disability rights\, and more. Does current backsliding on diversity\, equity and inclusion increase obstacles to peace? If so\, what can be done to reaffirm the importance of equality for peace? \n\n\n\nSchedule\n\n\n\n12.30-13.30 Lunch \n\n\n\n10.00 – 10.30 Doors Open \n\n\n\n10.30-11.30 Roundtable \n\n\n\n11.30-12.30 Breakout Groups \n\n\n\nThe Just Peace Dialogues are a set of meetings for public deliberation of key aspects of building peace in today’s world. SUMMARY:Refugees of Development’ and ‘Sacrifice Zones’: Humanitarian crisis in the Amazon\, capitalist expansion and state intervention
DESCRIPTION:Photo by Callum Blacoe on Unsplash \nIn this Humanitarian Governance webinar\, Professor Marcel Hazeu (Federal University of Para\, Brazil) for a discussion on various humanitarian crises unfolding in the Brazilian Amazon. \nSantiago del Hierro Kennedy (PhD Researcher\, ETH Zurich)will follow the presentation with a reflection on how development initiatives interact with resource extraction\, widescale agriculture and encroachment on Indigenous territory in the Northern Andean Amazon. \nThe Amazon is central to international debates on climate change\, framed both as a vital carbon sink (‘lungs of the world’) and a contested space for green capitalism. Global and local policies have turned the region into a site of financial speculation\, greenwashing and geopolitical negotiation. \nHowever\, these discourses often obscure the severe humanitarian crises unfolding in the region\, where environmental degradation intersects with systemic violence and displacement. It is a zone of ‘necropolitics’\, environmental racism and sacrifice zones. Yet it is also a space of resistance. \nWithin this presentation\, Professor Hazeu will consider cases including: \n\nThe Indigenous Refugee Crisis and Displacement of Venezuelan Indigenous migrants (Warao)\nForced displacement and sacrifice of local communities due to large-scale economic projects including the industrial harbour-mining complex in Barcarena\nThe Yanomami Genocide  and state neglect and violence against Indigenous peoples\nCarbon markets and the loss of livelihood security for traditional communities\nDeforestation\, Fire\, Drought and Ecological collapse that threatens the socio-ecosystem.\n\nThese crises reveal patterns of omission\, neglect and denial by local and international actors\, contrasted with grassroots resistance. \n	Register Here This link opens in a new tab

SUMMARY:Migration and Local Authorities Course
DESCRIPTION:Worldwide more than 100 million people have been forced to leave their homes due to conflicts\, violence\, fear of persecution and human rights violations. There has been a remarkable increase in the number of people that have been displaced since 2012 with no sign of this trend reversing.  Among them\, there are 53 million people internally displaced\, 27 million refugees and almost 5 million asylum seekers. Local governments often find themselves at the forefront of the global response to human displacement and need to take measures before national governments develop and adopt response strategies and policies.  \n\n\n\nThis course explores how local authorities can develop innovative solutions to the complex challenges of displaced populations. We will discuss how different levels of government interact and specifically what role local governments and local institutions can play in dealing with forced migration. We will examine how they can provide housing and health care for migrants and refugees while maintaining the level of services for the host community. Furthermore\, we will discuss social cohesion between migrants and host communities\, especially in communities with a significant presence of migrants. The course will also focus on ways to secure the economic inclusion of refugees and migrants in the local context.   \n\n\n\nKey Information \n\n\n\nThe course is aimed at professionals working on local policies for refugees and migrants. Participants work for national\, regional and local government\, NGOs\, donor and development organisations\, and research institutes.  \n\n\n\nThe scheduling of the training will be established at a later time. \n\n\n\nLearning objectives\n\n\n\nThis course will help you: \n\n\n\nDescribe the roles and responsibilities of local authorities in managing large movements of refugees and migrants; \n\n\n\nDiscuss the linkages between local migration challenges\, the national context\, and global trends as well as legal and institutional frameworks; \n\n\n\nRecognise the importance of investing in social cohesion in all aspects of the local response to migration and displacement; \n\n\n\nDescribe different approaches to support local authorities in planning for migration and displacement; \n\n\n\nDevelop approaches to strengthen service delivery in an inclusive manner. \n\n\n\n\n\n\n\n\n\n	Find out more here This link opens in a new tab

She served at the Dutch Embassies in Zimbabwe and Costa Rica (including Honduras\, El Salvador\, Guatemala and Nicaragua). She has been posted at the Ministry of Foreign Affairs in The Hague as Director Sub-Sahara Africa and Ambassador Women’s Rights and Gender Equality. \nHer grandfathers’ resistance activities during WOII and his subsequent experiences as Prisoner of War have motivated Mette throughout her educational and professional career. She chose to focus her Master European Public Administration on international relations and international law. Internships at the Stockholm Peace Research Institute\, Asser Institute for International Law and the Dutch Ministry of Foreign Affairs (MFA) led her to apply for the diplomatic training course in 1998. \nHer commitment to human rights and human dignity for all inspired her to consistently seek positions at Dutch MFA in the field of governance\, human rights\, social justice and international cooperation. When Mette resigned from MFA in 2022\, she had been working zealously in leadership positions for over 10 years. Known for being a ‘modern leader’ within the diplomatic service\, her leadership style had been characterised by a drive to foster thriving teams that realise true differences for others in the world. \nMette’s resignation from MFA followed the manifestation of unacknowledged complex (intergenerational) trauma. Drawing from her personal healing journey and her diplomatic career\, she founded the social enterprise IMind2Lead in 2022. Her recent education in coaching\, trauma\, mental health and well-being at Standford and NICABM have deepened her understanding and commitment. Mette’s belief is that the current uncertain\, polarised and complex world needs a different kind of leadership. Leadership that is being practised from a healthy\, open and conscious mind/body/heart congruence. With IMind2Lead through coaching and community she has been passionately guiding ngo\, public\, diplomatic and corporate mission-driven leaders towards ‘whole leadership’ for change. \nWhat is The Handshake?\nA career inspiration series spotlighting leading voices in peace the justice ecosystem. Through honest conversations and personal stories\, The Handshake offers an inside look at real career journeys\, beyond titles and job descriptions. \nParticipants can engage directly\, asking their pressing questions about career journeys\, field developments\, and the key skills needed for future professionals. For those who find the peace and justice sector daunting or do not know where to begin\, these conversations provide practical insights and help set realistic expectations for entering the field. \nRead about previous editions of The Handshake here \n	Register Here This link opens in a new tab

SUMMARY:Democracies under attack: the anti-rights movement and their tactics to influence the public narrative
DESCRIPTION:As part of a series of Brown Bag Sessions on the anti-rights movement\, we present our second Brown Bag Session of 2025\, a short online\, informal learning session. In this brown-bag session\, we will take a deep dive into the global anti-rights movement coordinated attacks against democracy and civic space.  Joined by RNW Media\, CIVICUS\, the University of Gothenburg and the Love Alliance\, we will present why the anti-rights movement is a threat to our democracies\, and give examples of what misinformation and disinformation tactics anti-rights groups are using. We invite you to bring your own lunch and engage! \nAnti-rights groups & dis/misinformation tactics\nCivil society worldwide is under growing pressure from the rising anti-rights movement\, with more outspoken and direct attacks on civic rights\, freedom of expression\, and on democratic values. Actors linked to anti-rights groups are trying to interfere in democratic processes\, and attacking civic freedoms. \nAnti-rights groups continue to win ground by using tactics such as disinformation (spreading deliberately deceiving or misleading information) & intimidation including aggressive litigation to drain resources of civil society organisations\, exploit public funds and influence institutions like the UN and EU to advance regressive agendas. Their tactics\, ranging from spreading false and misleading information to strategic lobbying\, have the potential to polarise public opinion\, erode trust in democratic processes\, and promote extremism. \nWhat to expect?\nIn this brown bag session\, representatives Giovana Fleck (RNW Media)\, Ines Pousadela (CIVICUS) and Post doctoral researcher Haley McEwen (University of Gothenburg) will be interviewed by Aidsfonds on how the anti-rights movement poses a threat to our civic space and democracies. We will explore: \n\nProvide insight into how misinformation and disinformation influence public narratives and are instrumentalised by certain groups.\nWhy it is important to understand the tactics of the anti-rights groups\nHow the anti-rights offense is going beyond attacks on the LGBTIQ+ and women’s rights.\n\nAbout the Partos LNOB Brown Bag sessions\nThis Brown Bag lunch session is the sixth of a series organised by the Partos Leave No One Behind Community of Practice (LNOB) with inspiring presentations on intersectionality and Leave No One Behind in practice. Digest fresh from the shelf\, or yet to be tested\, best practices\, tools\, and approaches that aim to put rights holders in the driving seat and reduce discrimination. \nMissed the first session on the anti-rights movement? Find the summary here. \n	Register Here This link opens in a new tab
