SUMMARY:Lessons from Afghanistan: Implications for the Theory and Practice of War\, Peace and Justice
DESCRIPTION:Online Conference with Hybrid elements \n\n\n\nAfter two decades of post-9/11 Western and international engagement in Afghanistan\, foreign military troops withdrew in August 2021 and left behind many Afghans who are now facing an uncertain future under the re-installed Taliban regime. This moment calls for a reflection on what the lessons from Afghanistan mean for the future of the theory and policy practice of core issues related to war\, peace and justice. \n\n\n\nConference 2 & 3 December 2021\n\n\n\nThis two-day conference seeks to bring together scholars\, civil society representatives\, and policy-makers to contribute to a comprehensive exchange about military and political intervention in the region\, not only from a Western perspective\, but also from regional and Afghan perspectives.  We invite contributions that discuss the implications for the study of\, inter alia\, military intervention\, comprehensive approaches to peacebuilding (local and external approaches)\, development\, good governance\, democratisation\, the promotion of human rights (including the cross-cutting women\, peace and security agenda)\, migration\, geopolitical implications and the role of NATO\, the EU and bilateral/multilateral approaches. We also invite policymakers\, practitioners\, and civil society representatives to draw on successes and failures to develop concrete suggestions for future policy improvements in the fields related to the above-mentioned topics. \n\n\n\nEach conference day will feature panels on distinct themes. The conference will conclude with a Policy-Scholar Nexus round-table. The goal is to create a knowledge network and to produce two major publications with selected contributions (a Special Issue or Forum and an Edited Volume). \n\n\n\nCall for Papers and Policy Think Pieces\n\n\n\nThe organizers invite contributions from both early career and senior scholars as well as from members of civil society groups and policymakers in the form of a short paper (no longer than 2.000 words) and/or think piece of the same length\, addressing one or more of the issues outlined above with a view to contribute to a comprehensive review of 20 years of international engagement in Afghanistan and to recommendations for research and policies related to war\, peace and justice. \n\n\n\nDeadlines\n\n\n\nPlease submit your Abstract of 500 words to Corinna Jentzsch (c.jentzsch@fsw.leidenuniv.nl)with the subject line ‘Afghanistan Conference’ by 20 October 2021. \n\n\n\nSuccessful applicants will be notified by 1 November 2021. \n\n\n\nContact\n\n\n\nFor further information\, please do not hesitate to contact the organizing committee: \n\n\n\nMatthew Hoye This link opens in a new tabj.m.hoye@fgga.leidenuniv.nl This link opens in a new tabCorinna Jentzsch This link opens in a new tabc.jentzsch@fsw.leidenuniv.nl This link opens in a new tabJoachim Koops This link opens in a new tabj.a.koops@fgga.leidenuniv.nl

SUMMARY:Seeking systemic action for refugees and migrants
DESCRIPTION:The overarching theme of the event is ‘Seeking systemic action for refugees and migrants’. \n\n\n\nThe focus will be particularly on systemic action for the protection of the most vulnerable\, whether refugees in camps\, migrants on the move\, or (undocumented) migrants closer to home. \n\n\n\nEach year on 18 December we celebrate International Migrants Day. Protection of people on the move\, including migrants and refugees\, continues to be more relevant than ever in the face of COVID-19 pandemic\, continued migration streams and more recently the situation in Afghanistan. \n\n\n\nThere is a need to focus on durable and systemic action – at international\, national and sub-national level. What can we learn from recent research findings? What actions can various actors take and how can they collaborate to take steps towards finding durable action? \n\n\n\nThis second episode of InSightS Live will be centered around a key ISS research theme of migration and diversity. Specifically\, we will look at the question of how we can move away from ad-hoc half-solutions towards durable and systemic action for refugees and migrants. \n\n\n\nWe will look at this issue from several perspectives and roles: civil society\, policy and research. How can these different actors contribute to more durable solutions for people on the move? \n\n\n\nThe conversation will be ISS at its finest: critical\, based on real-world insights\, bringing together a kaleidoscope of perspectives. Topic veteran or newbie\, this episode is relevant for us all and you are welcome to join! \n\n\n\n\nRegister

SUMMARY:P2P Facilitation: Crocodile River & Challenges in Facilitation
DESCRIPTION:This session will be hosted by Hans van den Berg from The Young Diplomat. This session will be about Crocodile River\, a provocative thought experiment\, and also gives you the opportunity to share your challenges regarding facilitation with other experts in the field! \n\n\n\nCrocodile River\n\n\n\nCrocodile river is a provocative thought experiment. In this case\, put in the perspective of international negotiation. Both the story and the exercise will bring to light differences in culture\, norms\, values\, and how to deal with certain situations. Crocodile river highlights how\, in negotiations\, we cannot separate people from the problem (as suggested in getting to yes). You will be challenged in your negotiations skills while at the same time gaining new insights\, both in relation to cultural sensitivity as well as resolving conflict situations. \n\n\n\nIn this Facilitation P2P\, we will discuss the story and the reasoning for our own behaviour and help to understand the behaviour of others. By the end of this session\, you will have gained insights into cultural differences\, negotiations skills\, and how to approach difficult situations where red lines seem impossible to overcome. \n\n\n\nPlease drop a line to programming@humanityhub.net This link opens in a new tab if you want to join!  Note: This event is for Hub members only.

SUMMARY:Ecocide: from Amazonia to Oceania to The Hague. Bringing voices together towards a common goal
DESCRIPTION:In the margins of the 20th session of the Assembly of States Parties to the Rome Statute (ASP)\, No Peace Without Justice and Seja Legal Campaign are organising a conference on ecocide as part of its ongoing project “Amazonia Beyond the Crisis; Accountability for deforestation: preventing further violations against human rights and protecting against continuous environmental and economic destructions”. \n\n\n\nThis event aims to contribute to the ongoing discussions about ecocide and to build political will towards criminalising ecocide at the national and international levels. More importantly\, it will invite global leaders who will have gathered on the occasion of the 20th session of the ASP in the Hague to commit and actively join this journey towards more stringent environmental protections through the lens of criminal justice. In this context\, the event will also enrich the ongoing discussions by bringing direct perspectives\, testimonies\, and expertise of those who are most affected by environmental destruction into the debate. Finally\, it is aimed at launching a deeper analysis that will tackle the intersectionality between criminalising ecocide and protecting human rights\, including indigenous rights. \n\n\n\nModerator: Michelle Reyes Milk \n\n\n\nPanelists: \n\n\n\n– Paulo Barreto \n\n\n\n– Rev. SUMMARY:Webinar: 'Who do we think we are? A new perspective on humans and the natural world'
DESCRIPTION:Abstract\n\n\n\nThe crises that characterize the era that we have started to call the Anthropocene demand a fundamental reflection on the position that we humans have taken on this planet. Many philosophers claim that our view of nature as a storehouse of goods and services and space that can be colonized needs to change radically in order to create a truly sustainable future for humanity. The French philosopher Michel Serres proposes a ‘nature contract’ in which we approach nature as a subject with own rights. When nature would move from a position of object to subject\, what are the implications for science? \n\n\n\nSpeaker\n\n\n\nMatthijs Schouten is an ecologist\, philosopher and buddhist and is interested in the role that nature plays in human thought. Matthijs currently works at Staatsbosbeheer and is professor of Nature and landscape conservation at University College Cork en University College Galway (Ireland). He is emeritus professor of Nature conservation and plant ecology at the University of Wageningen. Matthijs is author of the book “Spiegel van de Natuur: Het Natuurbeeld in Cultuurhistorisch Perspectief” (Nature’s Mirror: the Image of Nature in Cultural-Historical Perspective). \n\n\n\nAbout ‘Future Scientists’\n\n\n\nBy now\, most people are aware of the seriousness of climate change and the ecological crisis (e.g.\, see this 2019 EU Survey). However\, awareness by itself may not lead to behavioral change\, let alone system and cultural change. \n\n\n\nIn the Future Scientists webinar series\, we explore how to go forward in the decisive decade to come. As scholars and scientists\, what is our role in contributing towards the “rapid\, far-reaching and unprecedented changes in all aspects of society” (IPCC) required to stay below 1\,5 °C of warming? What system or cultural changes need to be discussed more widely\, and how to best communicate that? Lastly\, taking a more introspective view\, how do we cope with emotions coming from the barrage of “bad news” regarding the state of our planet? \n\n\n\n\nLink to the webinar’s Livestream!

SUMMARY:Crisis-ready non-custodial sanctions and measures
DESCRIPTION:Probation agencies and others supporting the use and implementation of non-custodial sanctions and measures have been significantly impacted by the ongoing COVID-19 pandemic and measures adopted by criminal justice systems and governments in combatting the spread of the virus in prisons and communities at large. While the focus has often been on mitigating the extreme risk of contagion in detention settings\, the adopted emergency and early release measures\, broadened use of alternatives to imprisonment and restrictions on movement\, in-person meetings and community services has posed challenges to probation work and shifted needs and risks for both probation staff and clients.   \n\n\n\nBased on research into the use and delivery of alternatives to imprisonment in the EU and the impacts of the ongoing COVID-19 pandemic on probation in Europe\, Central Asia and South Caucasus\, PRI has developed the 10-point plan for Crisis-ready non-custodial sanctions and measures\, a tool that offers probation leadership\, practitioners\, policy makers and others involved in the delivery of non-custodial sanctions and measures across the world evidence-based and practical guidance on building and strengthening services that are flexible\, non-discriminatory and better able to respond to and adapt in the face of crises.    \n\n\n\nOn 20 January 2022\, PRI will hold an online event to launch the new 10-point plan\, discuss key findings from the conducted research and hear about the experience of non-custodial sanctions during the ongoing pandemic from varied perspectives. Speakers will include representatives of the International Penal and Penitentiary Foundation (IPPF)\, the Kyrgyz Probation Service\, as well as the project research teams.  \n\n\n\n20 January 2021 11:00 – 12:30 CET The event will be in English. Simultaneous translation to Russian will be available.  Register here\n\n\n\nThis event received IPPF funding in support of the Foundation’s goal to ensure that criminal justice systems equitably and effectively deal with the impact of COVID-19 on offenders who are in either custodial or non-custodial settings. \n\n\n\n\nRegister

SUMMARY:Conversations on the future of Europe in the world: The EU’s ‘Global Gateway’: from Brussels to Bishkek and beyond
DESCRIPTION:LINKS Europe\, in collaboration of The City of The Hague and with the support of The Hague Humanity Hub\, cordially invites you to a policy dialogue on the future of connectivity in the European Union: The EU’s ‘Global Gateway’: from Brussels to Bishkek and beyond. The event is the fourth in our series\, Conversations on the future of Europe in the world\, and aims to contribute to the debate within the framework of The Conference on the Future of Europe This link opens in a new tab. \n\n\n\nIn July 2021\, the 27 member states of the European Union’s European Council published conclusions tasking the European Commission and the bloc’s High Representative for Foreign Affairs and Security Policy to put together a new global EU connectivity strategy. The document stressed the importance of both physical infrastructure and regulatory frameworks; high-impact and visible projects and activities globally; coherent and streamlined financing schemes; and ways to incentivise the private sector to finance and implement the strategy. Above all\, it reflected a desire of EU member states for a coherent and co-ordinated connectivity agenda that brings together the bloc’s institutions with that of the national governments. \n\n\n\nChristening the project ‘Global Gateway’\, the European Commission has since allocated €300 billion to a multifaceted strategy\, “to boost smart\, clean and secure links in digital\, energy and transport and strengthen health\, education and research systems across the world”. Considering China’s immense and growing ‘Belt and Road Initiative’\, the EU’s aspiration for a strong and aligned connectivity strategy is unsurprising. But what must this strategy consider? What approaches should it take\, and where should its priorities lie? \n\n\n\nThis policy dialogue will look at the EU’s developing connectivity strategy – identifying areas of importance and potential pitfalls\, assessing different approaches\, and highlighting best practices – with the participation of experts and the general public. \n\n\n\nThe event will be moderated by Mr Amit Arkhipov-Goyal\, Program Manager\, Elva Community Engagement and the speakers include Ambassador Terhi Hakala\, the EU Special Representative for Central Asia (pre-recorded speech); Dr Maaike Okano-Heijmans\, Senior Research Fellow\, the Clingendael Institute; and Dr Wouter Jacobs\, Academic Director of the Leadership in Commodity Trade and Supply Networks programme\, Erasmus University Rotterdam. \n\n\n\nProgramme: \n\n\n\nModerator: \n\n\n\nMr Amit Arkhipov-Goyal\, Program Manager\, Elva Community Engagement \n\n\n\nOpening Remarks (pre-recorded statement) \n\n\n\nAmbassador Tehri Hakala\, the European Union Special Representative for Central Asia.\n\n\n\nSpeakers: \n\n\n\nDr. Maaike Okano-Heijmans\, Senior Research Fellow\, The Clingendael InstituteDr. Wouter Jacobs\, Academic Director of the Leadership in Commodity Trade and Supply Networks programme\, Erasmus University Rotterdam\n\n\n\nParticipants in the policy dialogue will hear short presentations from the guest speakers\, after which everyone present will be asked to contribute their views on the topic in short 1–2-minute presentations\, followed by a general discussion. The opinions and ideas expressed in the meeting will be reflected in a short summary of proceedings\, which will be submitted for consideration within the larger Conference on the Future of Europe This link opens in a new tab. \n\n\n\nThis event will take place online 16:00-18:00 on Thursday\, 20 January 2022. \n\n\n\nREGISTER HERE

SUMMARY:Israel's demonization of Palestinian human rights defenders
DESCRIPTION:The recent targeting of Palestinian civil rights organizations in the context of the so-called ‘war on terror’ has led to a rolling back of civil liberties. What implications is this having on the work of human rights defenders and what responsibilities do states and international organizations have to protect human rights defenders?  \n\n\n\nJoin us for a critical discussion as we analyze the recent targeting of Palestinian civil rights organizations in the wider context of the so-called ‘war on terror’ and the rolling back of civil liberties that it has led to. \n\n\n\nSpecifically\, we will discuss: \n\n\n\nthe circumstances under which these ‘designations’ were madethe implications this is already having for the work of human rights defenders associated with these organizationsthe responsibilities of States and international organizations to protect human rights defenders\, andhow the struggle of these 6 Palestinian organizations connects to other political and social struggles that we are facing today.\n\n\n\nBackground\n\n\n\nOn 19 October 2021\, six Palestinian civil rights organizations were designated by way of a military order as ‘terrorist’ organizations by the Israeli Minister of Defense Benny Gantz. These designations have been widely rejected by Palestinan and Israeli civil society organizations\, as well as by international human rights NGOs\, foreign governments and the Office of the United Nations High Commissioner for Human Rights. \n\n\n\nDespite these principled statements\, there have been no consequences – diplomatic\, economic or political – for Israel’s suppression of human rights defenders. The representatives of these Palestinian human rights defenders continue to fight for the  bare minimum political space necessary to be able to do their work. \n\n\n\nIsrael is not alone in pursuing this tactic. For the last 20 years\, governments across the world have instrumentalized the so-called ‘war on terror’ as a powerful tool to target\, isolate\, and deligitimize critical voices and political opposition. Civil rights have been rolled back and undermined in the process\, particularly amongst Muslim communities\, indigenous communities and people of colour. Accordingly\, surveillance\, political repression and so-called preventative policing have been normalized and intensified – always in the name of fighting terrorism and largely through the targeting of racialized communities. \n\n\n\nSpeakers\n\n\n\nAhmed Abofoul\, Legal Researcher and Advocacy Officer\, Al Haq OrganizationSahar Francis\, Director\, Addameer OrganizationFuad Abu Saif\, General Director\, Union of Agricultural Work CommitteesChris Collier\, Consultant and expert on Human Rights DefendersNisha Kapoor\, Associate Professor in Sociology\, Warwick University\n\n\n\nModerator\n\n\n\nJeff Handmaker\, Associate Professor in Legal Sociology\, ISS \n\n\n\nOrganizers\n\n\n\nOrganized by the International Institute of Social Studies (ISS)\, Dutch Scholars for Palestine and Students for PalestineOpens external (Leiden)\, Access2Justice Lab\, Lectoraat Recht & Rechtvaardigheid Hogeschool LeidenOpens external\, International Lawyers (Geneva). This event is hosted by ISS. \n\n\n\n \n\n\n\n\nRegister

SUMMARY:CoFoE: Hard vs Soft Power: Is it time for an EU Army?
DESCRIPTION:LINKS Europe This link opens in a new tab\, in collaboration of The City of The Hague This link opens in a new tab and with the support of The Hague Humanity Hub This link opens in a new tab\, cordially invites you for a policy dialogue on the future of European defence and security\, titled: ‘Hard vs Soft Power: Is it time for an EU Army?’ The event is the fifth in our series of Conversations on the future of Europe in the world\, and aims to contribute to the debate within the framework of the Conference on the Future of Europe This link opens in a new tab. \n\n\n\nSince its establishment\, the EU has relied on soft power and economic instruments as its foreign policy tools\, leaving hard power to its member states\, and the main Western military alliance\, NATO. The concept of a European army is hardly a new one but has by and large remained\, up to now\, abstract; however\, in light of the EU’s growing geostrategic ambitions\, what was once inconceivable is now starting to gain ground. \n\n\n\nIn her 2021 ‘State of the Union’ address\, the president of the European Commission\, Ursula von der Leyen\, noted that an EU defence force could be ‘part of the solution’ to the problem of a strategically autonomous EU. Following the heavily critiqued\, US-led withdrawal from Afghanistan last year\, this idea has once again started to gain traction. \n\n\n\nHowever\, what would such a development mean for the bloc? Has the EU truly exhausted its soft power instruments? What risks do such a development carry? Would it even be possible? And fundamentally\, how do EU citizens feel about such a significant change to the nature of the bloc? \n\n\n\nParticipants to the policy dialogue will hear short presentations from several guest speakers\, after which everyone present will be asked to contribute their views on the topic in short 1–2-minute presentations\, followed by a general discussion. The opinions and ideas expressed in the meeting will be reflected in a short summary of proceedings\, which will be submitted for consideration within the larger Conference on the Future of Europe. \n\n\n\nThis event will take place 16:00-18:00 on Thursday\, 3 February 2022\, virtually via Zoom. Registration is obligatory. \n\n\n\nModerator: \n\n\n\nWill Murray – Senior Editor and Co-ordinator\, LINKS Europe\n\n\n\nSpeakers: \n\n\n\nProfessor Rob de Wijk This link opens in a new tab – Founder\, The Hague Centre for Strategic Studies (HCSS)\, The HagueDick Zandee This link opens in a new tab – Head Security Unit/Senior Research Fellow\, The Clingendael Institute\, The HagueDr Daniel S. SUMMARY:Online Course: Prevention and Guarantees of Non-Recurrence: The Role of Transitional Justice
DESCRIPTION:Brief Overview \n\n\n\nPrevention is a top priority in current international policy agendas on sustainable peace and development and global governance. The Sustainable Development Goals\, for example\, include in Goal 16 on peaceful\, just\, and inclusive societies the target of reducing all forms of violence. The UN Common Agenda\, in addition\, envisions a new agenda for peace based on an overarching approach to prevention. \n\n\n\nBy confronting the causes and consequences of massive human rights violations\, transitional justice can be an important element of these agendas. Aimed at breaking cycles of abuse and laying the foundations for peace\, justice\, and inclusion\, transitional justice has always sought to prevent the violations of the past from happening again\, particularly through the principle of guarantees of non-recurrence. Exactly how efforts to address the past can help societies to avoid future violations\, however\, is an under-explored part of the field. Furthermore\, it is even less clear\, and more contested\, whether and how transitional justice can help to prevent violence and violent conflict more broadly. \n\n\n\nAs the idea of prevention has been prioritized by the international community\, understanding the role of transitional justice has become more imperative. This course therefore provides a timely overview of the conceptual and practical links between justice and prevention\, drawing on specific country experiences. It will ask a series of questions aimed at exploring the preventive capacity of transitional justice: \n\n\n\nHow can transitional justice help to guarantee the nonrecurrence of all types of human rights violations\, but also to prevent different forms of crime\, violence\, and violent conflict more broadly? How does addressing common drivers and root causes of violence and abuses\, such as exclusion\, fragility\, and gender inequality\, contribute to a more peaceful future? What are the main constraints on the preventive impact of measures designed to address the legacies of past injustices? What steps can be taken to ensure that these measures in practice facilitate long-term structural change? What roles do different actors such as the state\, civil society\, donors\, and international organizations play in promoting prevention-oriented approaches to transitional justice that can be more integrated into broader peacebuilding and development interventions? How do contexts of ongoing violence or the absence of political transition affect the relationship between confronting past injustice and preventing its persistence or recurrence?\n\n\n\nThe course will look at practical examples of current\, past\, and paradigmatic transitional justice processes and their contribution to prevention. Country experiences to be discussed may include Colombia\, Kenya\, Sierra Leone\, Peru\, South Africa\, Syria\, Central African Republic\, Morocco\, and the Philippines. The aim is to provide course participants with a firm grounding in transitional justice efforts and insight into the challenges and opportunities of helping to avoid the recurrence of violations\, violence\, and violent conflict. \n\n\n\nFor over a decade\, the International Center for Transitional Justice (ICTJ) has offered a one-week in-person course in Barcelona in partnership with the Barcelona International Peace Center. In recent years\, the course has focused on “Prevention and Guarantees of Non-Recurrence: The Role of Transitional Justice\,” which engages participants in an in-depth examination of the relationship between transitional justice and the notion of prevention. In 2021 and 2022\, due to restrictions related to the COVID-19 pandemic\, the course has been reformulated as an interactive virtual platform. \n\n\n\nThe course runs from Monday\, February 7 through Friday\, February 11\, 2022 and involves 15 hours of online participation during 5 consecutive weekdays from 9:00 a.m. to 12:00 pm Eastern time plus 3 hours for a group assignment outside the course hours. The course format includes a combination of online lectures\, breakout room discussions\, case studies\, and peer exchange of experiences. We have reformulated the course’s sessions\, shortening our schedule to allow participants more flexibility with their personal and professional schedules. It will be taught in English and a high proficiency level is required to fully benefit from attendance. Space will be limited. \n\n\n\nInstructors of include top level experts and practitioners\, such as Ruben Carranza\, Cristian Correa\, Roger Duthie\, Virginie Ladisch\, Kelli Muddell\, Anna Myriam Roccatello\, Howard Varney\, and Fernando Travesi\, among other guest speakers. The program is targeted at staff at multilateral agencies\, governments\, NGOs\, foundations\, universities\, and others involved in peacebuilding\, development\, conflict\, and post-conflict contexts around the world. \n\n\n\nDue to the pandemic\, ICTJ is subsidizing part of the course costs reducing its fee to US$ 800.00 (eight hundred dollars). \n\n\n\nTo apply\, please complete this online form This link opens in a new tab. \n\n\n\nDeadline for applications is Friday\, January 14\, 2022. \n\n\n\nFor more information about the application\, or any other inquiries\, please email Kelen Meregali at kmeregali@ictj.org. \n\n\n\n\nApply here!
