SUMMARY:ICCT Live Briefing: Ten Years Later – Lessons from Decade-Long Counter-Terrorism Efforts in the Sahel
DESCRIPTION:On Tuesday 17 January 2023\, from 16:00 to 17:30 CET\, the International Centre for Counter-Terrorism (ICCT) will host a Live Briefing ‘Ten Years Later – Lessons from Decade-Long Counter-Terrorism Efforts in the Sahel’ moderated by Méryl Demuynck\, Research Fellow under ICCT’s Preventing/Countering Violent Extremism Pillar. \n\n\n\nJanuary 2023 marks the tenth anniversary of the launch of France’s Operation Serval aimed at countering terrorist groups’ presence across northern Mali\, soon followed by Operation Barkhane deployed throughout the broader Sahel. A decade later\, the region continues to be destabilised by a plethora of violent non-state armed groups\, including various al-Qaeda and Islamic State-affiliated organisations. Alongside a constantly worsening security situation and political instability\, illustrated by the multiple coups conducted over the past two years\, the Sahel moreover seems to have turned into a major stage for global powers competition and strategic rivalries. \n\n\n\nThis Live Briefing will reflect on the lessons learned from a decade of international\, regional\, and national efforts to counter violent extremism in the Sahel\, and discuss the potential impact of the reconfiguration of the European and international presence – including Barkhane forces’ withdrawal from Mali – on regional security and local communities.  It will moreover explore the drivers and impact of the shift away from traditional European partners\, and the entry of new actors onto the Sahel’s security scene\, including Russian Wagner Group mercenaries.  \n\n\n\n\nMore information and sign-up

SUMMARY:CFJ: Launching a Global Mapping Tool at The Hague Humanity Hub (Feb 7\, Online)
DESCRIPTION:Justice Beyond Borders:Launching a Global Mapping Tool to Increase Survivors’ Access to Justice \n\n\n\n7 February 2023 | 17:00 CET \n\n\n\nHow can the world wage justice for atrocity crimes when perpetrators are so hard to reach? The Clooney Foundation for Justice offers a practical answer and a way forward. \n\n\n\nThe Clooney Foundation invites you to the official launch of the Justice Beyond Borders mapping tool\, the result of a months-long data-gathering and legal analysis project that tracks opportunities for prosecuting the perpetrators of serious international crimes – war crimes\, crimes against humanity\, genocide\, and aggression – in national courts around the world. \n\n\n\nOur research shows that more than 170 countries and territories can hold perpetrators of such crimes accountable under national laws\, even when the crimes were committed beyond their own borders. But so far\, only 24 countries have launched such prosecutions\, primarily in the Global North. \n\n\n\nGiven the limited jurisdiction of the International Criminal Court\, national prosecutions of international crimes are a critical tool for combating impunity and a beacon of hope for survivors from Syria\, Ukraine\, Afghanistan\, and other places where mass atrocities are being committed. But the lack of up-to-date\, accessible information on relevant national laws has limited its effectiveness. \n\n\n\nJustice Beyond Borders is an online tool that enables survivors\, lawyers\, civil society actors and law enforcement practitioners to make use of existing laws to access justice. This intuitive\, searchable database tracks the criminalization of serious international crimes across 217 countries and territories. The database also shows the conditions for exercising jurisdiction over each crime\, as well as the procedural requirements for triggering successful cases. \n\n\n\nThe project seeks to deliver meaningful access to justice for all survivors and ensure that perpetrators have nowhere to hide. Achieving this goal means mobilising as many countries as possible to investigate and prosecute serious international crimes and ensuring that survivors know and can exercise their rights. Only then will accountability become the norm and impunity the exception. \n\n\n\nThe launch event will feature a presentation of the mapping tool and the key findings of the project\, a panel discussion and Q&A with leading international experts\, and a reception. \n\n\n\nWhat: Launch of Justice Beyond Borders: A Global Mapping Tool \n\n\n\nWhen: 7 February 2023 | 17:00 CET \n\n\n\nWhere: Humanity Hub\, Fluwelen Burgwal 58\, 2511 CJ\, The Hague and Online \n\n\n\nWho: The Docket’s legal director Anya Neistat will be joined by leading international justice experts \n\n\n\n\nSign up here!

SUMMARY:In Conversation with: Simon Anholt
DESCRIPTION:***Please note that this event is exclusively for members of The Hague Humanity Hub*** \n\n\n\n“How to destroy a country’s image in one lesson!” \n\n\n\nFebruary 8\, 2023 (10:00 – 11:30) at The Hague Humanity Hub \n\n\n\nWhat has gone wrong in the world? Things seem to be getting worse all the time: climate change\, terrorism\, pandemics\, migration\, economic chaos… the list goes on. All these problems have grown too big and too complex for any individual nation to solve. But instead of collaborating\, nations spend all their energy and resources competing against each other. This has to change if we want to make the world work. This is why the Good Country exists. \n\n\n\nSimon Anholt is an independent policy advisor who has worked to help develop and implement strategies for enhanced economic\, political and cultural engagement among countries. He is also the founder of the Good Country index\, the Nation Brands Index and City Brands index. SUMMARY:Launch event: Exposure\, solidarity\, resistance: photographing the daily life of human rights
DESCRIPTION:Join us for the launch of the ‘Exposure\, solidarity\, resistance’ exhibition at The Hague Humanity Hub. An engaged\, intimate\, and thought-provoking series of images by young artists from the Royal Academy of Art in The Hague (KABK) reflecting on human rights and exposing the strength\, vulnerability and diversity of residents of The Hague. \n\n\n\nPhotography and human rightsPhotography is a powerful tool that can spark resistance and mobilise people in the fight for justice. Lewis W. Hine’s photographs of children working in cotton mills were instrumental in bringing about the first child labour laws in the United States. It only took twenty-four hours for Boston to improve inspection and maintenance of fire escapes in the city after Boston Herald photographer Stanley Forman’s picture of a child and her godmother falling from a collapsing fire escape in 1975. \n\n\n\nVisual images are instrumental in defining\, explaining\, promoting\, and contesting human rights. In Iran images of unveiled Iranian women have become a signature of the protests against gender oppression in the past months. Photography and human rights share an aspiration to universality and to communicate across differences. At the same time\, visualizing human rights runs the risk of reproducing stereotypes\, biases\, and inequalities. \n\n\n\nHuman rights in The HagueHuman rights experts at the Asser Institute and photographers at the Royal Academy of Art The Hague (KABK) joined forces to help students explore this close relationship between photography and human rights. Bachelor students in the course ‘Photographing Society’ were invited to portray a human rights issue in their own environment. \n\n\n\nWe will kick off the exhibition by a roundtable conversation between the students\, their teachers\, and experts in the field of human rights photography. We will reflect on the exhibition and highlight different aspects of the relationship between photography and human rights. We discuss the opportunities and challenges of combining the two and pay attention to the freedom and responsibly of artists and the ethics of spectatorship. \n\n\n\nRoundtable speakers \n\n\n\n\nDirk-Jan Visser (Photographer\, teacher at KABK)\n\n\n\nSofia Stolk This link opens in a new tab (Asser Institute/VU Amsterdam/Movies that Matter)\n\n\n\nHanna Burgers  This link opens in a new tab(KABK student and 2022 International Development Law Organization (IDLO) Artist in Residence)\n\n\n\nGabby Rialland  This link opens in a new tab(The Hague Institute for Innovation of Law)\n\n\n\nNadja Houben This link opens in a new tab (Director Human Rights in the Picture)\n\n\n\nJamie Smith This link opens in a new tab (Student exhibitor KABK)\n\n\n\n\nWorks exhibited by KABK students: \n\n\n\n\nDensley Annastatia\n\n\n\nJade Kievits\n\n\n\nJadie Smith\n\n\n\nLisa van der Berg\n\n\n\nPippa de Jong\n\n\n\nSimaa Alsaig\n\n\n\nTori McCrea\n\n\n\n\n\nSign up here!

SUMMARY:The Hague Roundtable on Climate & Security- Breaking the Cycle: Unlocking Climate Finance for Fragile States
DESCRIPTION:Many fragile and conflict-affected states are highly vulnerable to climate change – yet the more fragile a country is\, the less climate finance\, including for adaptation and resilience\, it has historically received.● Extremely fragile states averaged $2.1 per person in adaptation financing compared to $161.7 perperson for not-fragile states (Reda and Wong 2021).● Country-specific analyses show a shortfall in how much FCS receive; for example\, Niger received$6.58 per person per year\, Mali received $4.27 per person per year\, Zimbabwe received $2.05 perperson per year\, and DRC only received $0.92 per capita per year (Alcayna 2020)Challenges to accessing and using climate finance in fragile and conflict-affected areas include a low appetite and tolerance for risk\, stringent funding requirements\, inflexible operational protocols\, and difficulties of monitoring progress and measuring outcomes. In the midst of these funding barriers\, communities living in these vulnerable contexts are often at the forefront of climate change and are facing its most severe impacts. Recent droughts in Somalia to floods in Nigeria have demonstrated the devastating effects of increased unpredictability of weather patterns and in particular the role of water. In this context of volatility\, communities’ resilience to adapt toincreased hazards becomes paramount\, and yet funding is often unable to reach those living in the most vulnerable areas. In this context\, Mercy Corps recently published a study to identify innovative solutions to overcomingthese barriers to finance in fragile and conflict-affected areas: https://www.mercycorps.org/researchresources/breaking-the-cycleAddressing this situation is more urgent than ever\, in particular in this context\, especially as climateexperts and policy-makers are rethinking climate funding structures related to Loss and Damage\, and multilateral development banks and insurance mechanisms. The RoundtableBringing together a variety of stakeholders\, this 13th meeting of The Hague Roundtable will discuss ways to ensure that climate finance reaches those who most need it. In particular\, the Roundtable aims to facilitate the exchange of experiences and identification of solutions to channel climate finance to fragile states. Capitalizing on the scope of stakeholders in and near The Hague\, the Roundtable will seek to advance ideas on: \n\n\n\n\nDesigning solutions to deliver finance and enhance climate resilience in FCS\n\n\n\nFunding these solutions in FCS\n\n\n\nDelivering these solutions in FCS\n\n\n\n\nThe full invitation and agenda is available to view here. \n\n\n\n\nRegister here!

SUMMARY:UN OCHA Centre for Humanitarian Data: Quantifying Climate Change Risk in Humanitarian Response
DESCRIPTION:A new Climate Change Risk Index from INFORM quantifies the humanitarian risks associated with the climate emergency. Depending on different emission and population scenarios\, the number of high risk countries may increase from 36 today to 52 by 2050\, with the number of people living in very high risk countries roughly tripling from 580 million to 1.5 billion. \n\n\n\nExperts will discuss these findings and provide examples of how governments and humanitarian organizations can use this analysis and other research findings to prepare for and respond to climate-related shocks. \n\n\n\nThe speakers are: \n\n\n\n\nTom De Groeve\, Acting Head of the Disaster Risk Management Unit\, Joint Research Centre of the European Commission\n\n\n\nMark Skeith\, Senior Policy Analyst\, U.S. Agency for International Development\n\n\n\nAnna Lena Huhn\, Regional Anticipatory Action and Disaster Risk Financing Advisor\, United Nations World Food Programme Regional Bureau for Southern Africa and Indian Ocean States\n\n\n\nAsar Ul Haq Muhammad\, Shelter and Settlement Cluster Technical Coordinator\, International Organization for Migration in South Sudan\n\n\n\n\nModerated by: \n\n\n\n\nQuynh Nhu Tran\, Humanitarian Affairs Officer\, Policy Branch\, United Nations Office for the Coordination of Humanitarian Affairs\n\n\n\n\n\nRegister here! SUMMARY:ICCT Live Webinar: Assessing the Situation in al-Hol Camp: Current Practices and Future Prospects
DESCRIPTION:On Monday 13 March 2023 the International Centre for Counter-Terrorism (ICCT) will hold a Live Webinar on al-Hol moderated by Dr. Joana Cook.  \n\n\n\nYears after the Islamic State’s territorial defeat in Syria\, and the group’s loss of its last bastion in al-Baghouz\, tens of thousands of individuals\, the large majority of which are women and children\, are still held in dire living conditions in northeast Syria’s camps. In recent years\, both local and global efforts to repatriate the residents of Al-Hol have gradually gained momentum in light of the critical humanitarian and security situations inside the camp. The process of repatriating and reintegrating those held at Al-Hol is understandably a complex task involving considerations around screening and risk assessment processes\, and with numerous barriers to the effective reintegration of those willing to return to their areas of origin. In addition to these challenges standing in the way of those able to return\, there is also a significant number of Al-Hol residents who are unable\, and in some cases\, unwilling to return to their areas of origins\, often leaving these people with bleak long-term prospects. This Live Briefing will discuss a number of key issues relating to the on-the-ground happenings and future prospects of Syria’s Al-Hol camp and its residents. \n\n\n\n\n\n\n\n\nRegister Here
