SUMMARY:Rule of Law Training
DESCRIPTION:The Matra Rule of Law Training Programme is designed to strengthen institutional capacity in the field of rule of law within government organisations in Albania\, Armenia\, Bosnia and Herzegovina\, Georgia\, Kosovo\, Moldova\, Montenegro\, North Macedonia\, Serbia\, Türkiye\, and Ukraine. Each year we offer (hybrid) training courses\, providing participants with insights into best practices across a wide range of rule of law topics. \n\n\n\nThrough interactive sessions that blend theory with practical skills\, as well as study visits\, our programme equips policy advisors\, members of the judiciary and other civil servants working in the government and justice sectors with the knowledge and skills needed to drive reforms within their respective countries. \n\n\n\nIn addition\, by taking part in the training programme\, participants become part of a large international network of alumni\, lecturers and public institutions in the Netherlands and in the target countries. This network serves as a platform for learning\, exchange and collaboration. \n\n\n\nThe Matra Rule of Law Training Programme is designed and delivered by the Netherlands Helsinki Committee\, Leiden Law School and The Hague Academy for Local Governance. It is financed by the Ministry of Foreign Affairs of the Netherlands\, and administered by the Netherlands Enterprise Agency (RVO) on behalf of the Ministry. For questions relating to the Matra Rule of Law Training Programme please contact us via matrarolt@nhc.nl \n\n\n\nThe following hybrid training courses are on offer in 2024-2025: \n\n\n\nIn 2024-2025 the following hybrid training courses are offered: \n\n\n\n1. Administration of Justice (full brochure) \n\n\n\nThis training will focus on the “judicial” dimension of Chapter 23. The training will focus on the fundamental principles of judicial organisation under the EU acquis – with a special focus on the case law of the EU Court of Justice – and groundbreaking case law of the European Court of Human Rights. Participants will also learn about best practices in the administration of justice in the Netherlands\, and the organisation and functioning of the judiciary. Participants will be introduced to the concept of independence and impartiality as developed in the robust case law of the European Court of Human Rights. Participants will discuss the legal framework regarding the principles of accountability and independence and the application of these principles; judicial culture as a backdrop against which courts function; the role of judicial councils and the role of precedent in legal practice. \n\n\n\nThis training will be held online from 02 to 13 December 2024 and will be held in-person from 20-31 January 2025. Applications are now closed. \n\n\n\n2. Integrity of Civil Servants (full brochure) \n\n\n\nPublic integrity is a core value of the European vision on good governance. It is essential for a well-functioning and transparent government\, and an important precondition for economic growth. This training will help participants developing integrity policies\, in order to ensure transparency\, accountability\, efficiency and ethical behaviour within government institutions. \n\n\n\nThis training will focus on three pillars of public integrity as defined by the Organisation for Economic Co-operation and Development (OECD): system\, culture and accountability. Participants will discuss international and European standards\, while also learning about examples and practices from the Netherlands. How are integrity policies designed\, implemented and enforced? \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n3. Public Procurement (full brochure) \n\n\n\nThe acquis on public procurement includes general principles of transparency\, free movement of goods\, and non-discrimination. In addition\, specific EU rules apply for the coordination of awarding public works contracts\, services and supplies. Government contracts are of great economic and strategic importance and it is therefore necessary that systems are designed in such a way that conflicts of interest and corruption are prevented as much as possible. \n\n\n\nWith this training\, we want to increase knowledge of European regulations in the field of public procurement by looking at Dutch and international experience with regard to legitimacy and integrity of the purchasing process. Strong\, independent institutions protect the integrity of the system. This prevents inappropriate political or economic influence. This training also pays attention to gender responsive and transformative public procurement\, showing casing how public procurement can contribute to increasing gender equality. \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n4. Management of Public Services (full brochure) \n\n\n\nThis training addresses the question of how the public sector can be better organised to enable good public services. We look at the public sector from the perspective of multi-level governance: cooperation and coordination between multiple layers of government\, non-government actors and citizens for effective and efficient public services. Challenges surrounding decentralisation and privatisation (including public-private partnerships) are discussed\, including the financing of services. We also discuss the potential of digitalisation to make services more efficient\, transparent and accessible\, as well as accompanying challenges – for example regarding privacy\, data security and the digital divide. We discuss the importance of good personnel policy for well-functioning public institutions and services. We look at issues such as merit-based selection and promotion\, transparent performance assessments and offering training and development opportunities to government officials. \n\n\n\nThis training will be held online from 12 to 23 May 2025\, and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n5. Management of Borders (full brochure) \n\n\n\nAll Matra countries share common challenges when it comes to migration\, asylum\, border management and organised transnational crime. The Western Balkans and Turkey are located on the crossroads of migration routes from conflict areas to EU member states\, while Armenia\, Georgia\, Moldova and Ukraine share common challenges in the field of border management and adjusting national legislation in order to meet the EU acquis. \n\n\n\nIn this training\, participants will strengthen their knowledge of EU asylum law and its interpretation by European courts. Sessions will be dedicated to the EU acquis\, including the EU return and readmission policy. In the field of border management\, participants will learn about Schengen legislation and the mandate of Frontex\, whiles sessions will also be held on the fight against organised crime. \n\n\n\nThe training will be held online from 12 to 23 May 2025 and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n6. Human Rights \n\n\n\nDepending on the selected participants\, this training can be used in a number of ways to address fundamental and human rights. All government policy initiatives must be monitored for their impact on (human) rights and there must be mechanisms for monitoring and correcting practices that conflict with these rights. This training looks at mechanisms and policies that can be used to (better) safeguard internationally agreed human rights standards. Together with Dutch institutions active in this area\, we will exchange practical experiences with the participants and encourage them to reflect on the situation in their own country. \n\n\n\nThis training will be held online from 15 to 26 September 2025\, and in-person from 6 to 17 October 2025. \n\n\n\n7. (Functioning of) Democratic Institutions \n\n\n\nWell-functioning institutions that guarantee democracy\, the rule of law and human rights are essential for preserving the EU’s identity and values. They must guarantee and safeguard fundamental rights and freedoms. In this training we not only look at international standards (the role of the Venice Commission and the Council of Europe)\, but also at practice: how can civil servants themselves contribute to democratic policy and decision-making and increasing confidence in the government? How can organisations work more transparently? And how can the distance between the government and the citizen be reduced? \n\n\n\nThis training will be held online from 10 to 21 November 2025\, and in-person from 01 to 12 December 2025. \n\n\n\nThese training was held in 2023-2024: \n\n\n\nJudicial Cooperation \n\n\n\nIn this training we look at the importance of collaboration within the justice sector\, both at a national and international level. We will tailor the programme specifically based on the sectors in which the selected participants work. For example\, we look at the ways in which international cooperation between judges works (recognition of foreign judgments\, transfer of suspects). Regarding the enforcement of sentences\, we look at chain cooperation\, in which the fundamental values and standards of the EU are central. For example\, within criminal law\, the right balance must be found between punishment\, reintegration and the protection of victims and society. When it comes to punishment\, we will highlight the value of alternative sanctions to prison sentences. Within this training we pay special attention to cooperation between civil servants and civil society\, because Dutch chain cooperation within criminal law between government parties and civil society is highly developed and is often a revelation for experts from other countries. \n\n\n\nThis training was held online from 11 to 22 November 2024\, and in-person from 1 to 14 December 2024. \n	Register Here This link opens in a new tab\n	\n\n\n\n\n\n\n\n\n\n

DESCRIPTION:Image by Photoyasya on Envato\n\n\n\n\n\nA Roundtable on Unintended Consequences in Humanitarian Work \n\n\n\nJoin us for Reducing Risk by Design\, an interactive roundtable event that explores the real-life and digital threats emerging in a world shaped by rapid decisions\, good intentions—and often\, unintended consequences. \n\n\n\nWhether you work in public service\, business\, technology\, or civil society\, your actions impact people’s lives in ways that aren’t always predictable. This session invites you to step back\, reflect\, and engage with the risks we may unknowingly create—especially for those who are already vulnerable in times of crisis. \n\n\n\nWhat to Expect\n\n\n\nThrough a mix of guided discussion and hands-on exercises\, participants will navigate realistic scenarios where every choice can open a path—or a pitfall. \n\n\n\nYou’ll be challenged to respond to complex situations such as: \n\n\n\n\nInformation leaks in emergency zones\n\n\n\nTech rollouts that exclude or endanger\n\n\n\nPublic policies that unintentionally create new vulnerabilities\n\n\n\n\nTogether\, we’ll map these invisible risks and explore how small\, accessible shifts in thinking and design can lead to safer\, more responsible outcomes. \n\n\n\nWhy Attend\n\n\n\nThis roundtable is not about blame—it’s about awareness\, shared learning\, and action. It’s a space for cross-sector dialogue\, where you can hear diverse perspectives\, share your own\, and leave with tangible ideas to strengthen the safety and impact of your work. \n\n\n\nWhether you’re a policymaker\, technologist\, NGO worker\, business leader\, or engaged citizen\, Risk by Design will challenge you to see risk differently—and empower you to help build systems that: \n\n\n\n\n Protect rather than expose\n\n\n\n Include rather than exclude\n\n\n\n\n Come with your questions.\n\n\n\nLeave with new tools.Let’s rethink how we shape safety in a fragile world.

SUMMARY:“The safe place was the one I left”: Centring mental health in displacement
DESCRIPTION:The end of a war is not the end of the story…   \n\n\n\nJoin us for a conversation inspired by The Lebanon Displacement Diaries This link opens in a new tab\, a participatory journalism project by The New Humanitarian that centres the voices of those uprooted by the recent war between Israel and Hezbollah in Lebanon. \n\n\n\nThrough the words of 10 displaced people\, as well as personal photos\, videos\, and illustrations\, the diaries document what it means to flee violence – and how life continues long after the headlines fade. One key takeaway for the team behind the project: the emotional toll of displacement is profound\, and often overlooked. \n\n\n\nTogether with practitioners and researchers involved in mental health\, protection and community-based responses\, the team behind The Lebanon Displacement Diaries will reflect on how the aid sector can better support the emotional and psychosocial needs of those living through prolonged crises – and what meaningful insights the project can bring to humanitarian action in Lebanon and beyond. \n\n\n\nThe event will be moderated by Annie Slemrod\, director and editor\, The Lebanon Displacement Diaries\, Middle East editor\, The New Humanitarian\, who is joined by: \n\n\n\nMona Sawli\, mental health and psychological support field officer in Lebanon\, ICRC \n\n\n\nSarah Mawed\, Gender-based violence protection officer at Danish Refugee Council \n\n\n\nZainab Chamoun\, coordinator\, Lebanon Displacement Diaries\, journalist and researcher \n\n\n\nJasmin Lilian Diab\, director\, Institute for Migration Studies\, Lebanese American University

SUMMARY:Annual Summit 2025 - Democracy at the Crossroad - Cities Take Action
DESCRIPTION:The majority of all humans now live in cities. Cities are superdiverse\, multireligious\, multicultural. It is not easy to find a common identity\, to find the right ways to integrate and equity. \n\n\n\nThe only way is to consult\, discuss\, participate and work together. That is called “democracy” and “citizenship”. \n\n\n\nDemocracy is not only elections. It is a regime with respect and dignity\, with human rights at the center. Democracy respects difference\, gives rights to minorities and individuals\, supports emancipation and freedom. Democracy is not a system\, but a way of life based on tolerance and open minds. Freedom\, Equality and Solidarity: That is what it is about\, and the air of the city makes free! \n\n\n\nDemocratic cities are caring cities. Democratic cities search for empowerment through multilateral governance. Democratic cities are creative and put culture and the arts at the center of urban development. Cities in action deal with planetary challenges in a changing society looking for another imaginary and governance. That is the main challenge for mayors of the world. \n\n\n\n This link opens in a new tab

SUMMARY:Urban Governance: Resilient and Smart Cities
DESCRIPTION:With the majority of today’s world population living in cities\, cities have become the engines of development and innovation. However\, this urban growth also means that cities are confronted with many of the world’s challenges: poverty and inequality\, migration\, natural disasters\, health crises and the consequences of climate change. Improving urban resilience by applying smart city solutions will enhance the development of inclusive cities capable of coping with present and future challenges. \n\n\n\nThis course discusses frameworks\, strategies and tools to strengthen cities’ resilience: their ability to absorb and recover from internal and external shock\, maintain their essential functions and adapt and thrive in the face of continual change. The course also covers smart city solutions by examining the role data and innovative technologies play in enhancing the efficiency of city systems and ultimately\, urban resilience. Furthermore\, we will explore how to build scenarios for inclusive cities and apply the principle of Leaving No One and No Place Behind\, and we will discuss the ethics of smart city projects\, paying attention to the unintended consequences of adopting smart solutions\, such as the digital divide\, cybersecurity and privacy concerns. Finally\, we will look into how ‘post-COVID’ cities can use technologies to reinforce physical interactions\, shared systems\, services and spaces\, and define the ‘blended cities’ of the future. \n\n\n\nKey Information\n\n\n\nThis course is intended for professionals involved in urban governance and development such as city planners and urban policy makers. Participants come from national\, regional and local governments\, NGOs\, knowledge institutes and donot and development organisations.  \n\n\n\nThe course will take place in The Hague from 09 June 2025 to 20 June 2025. The deadline for applications is . The scholarship application period is from 14 August 2024 to 07 October 2024. \n\n\n\nThe course fee is € 3\,895*. This includes all training related costs as well as drinks and warm lunches during the training days. Group discounts are available if you participate with three or more colleagues. \n\n\n\nThis training takes place in The Hague\, Netherlands. \n\n\n\nAfter this course\, you will receive a professional certificate of completion from The Hague Academy for Local Governance. \n\n\n\n*Professionals working in local government or for local NGOs on the DAC list of ODA-recipient countries (OECD) may qualify for a reduced course fee. Contact us for details. \n\n\n\nLearning objectives\n\n\n\nThis course will help you: \n\n\n\nAssess the vulnerability of cities by using resilience strategies and frameworks; \n\n\n\nDevelop strategies and policies to increase resilience in an inclusive and participatory manner; \n\n\n\nMake use of data and innovative technologies to design smart solutions\, in an ethical and effective way; \n\n\n\nAnd mobilise key stakeholders to establish sustainable partnerships.

SUMMARY:Handbook launch: A guide on extraterritorial and universal jurisdiction to pursue accountability for international crimes in Ukraine
DESCRIPTION:Photo by LittleIvan on Envato\n\n\n\n\n\nThe scale and gravity of international crimes committed in Ukraine place them within the purview of the international community and underscore the global imperative to act. While Ukraine bears the primary responsibility to investigate and prosecute crimes committed on its territory\, third States share a broader responsibility to ensure accountability for violations of international humanitarian law. This acute need for international judicial cooperation leverages universal jurisdiction as a vital tool to fill impunity gaps\, bring perpetrators to court\, and achieve justice for victims. With this in mind\, Global Rights Compliance (GRC) has developed a ‘Practitioners’ Handbook on Extraterritorial or Universal Jurisdiction to Pursue Accountability for International Crimes Committed in Ukraine’.  \n\n\n\nThe Practitioners’ Handbook aims to serve as a tool for prosecutors\, investigators and civil society organisations engaged in seeking accountability for international crimes committed in Ukraine by helping them navigate universal jurisdiction laws and practice\, bring cases before relevant domestic authorities and engage in judicial cooperation. \n\n\n\nAvailable in Ukrainian and English and specifically tailored to the Ukrainian context\, the handbook is a unique addition to available universal jurisdiction resources. It includes 13 country profiles\, spotlighting domestic laws and practices most relevant to the investigation and prosecution of international crimes committed in Ukraine\, thus aiming to foster positive complementarity between Ukrainian and foreign judicial authorities. \n\n\n\nJoin us for a panel discussion and reception to mark the launch of the Practitioners’ Handbook. Panellists will discuss the prospects of fostering a complementary approach to accountability for international crimes committed in Ukraine\, ongoing and potential universal jurisdiction proceedings\, and the anticipated use of the Practitioners’ Handbook. Experts and practitioners representing diplomatic\, legal and civil society perspectives will share insights. The panel discussion will be held in a hybrid format (in-person and online) and followed by a reception at the venue. \n\n\n\nThe Practitioners’ Handbook has been developed under GRC’s ‘Support to Ukrainian National Prosecutors and CSOs in Building Strategic Cases under Universal Jurisdiction’ project\, supported by the Netherlands Ministry of Foreign Affairs and in partnership with the International Development Law Organization (IDLO)\, T.M.C. Asser Instituut\, Center for International Legal Cooperation (CILC) and Netherlands Helsinki Committee (NHC).

SUMMARY:Just Peace Dialogue: Imagining Peace
