SUMMARY:Humanitarian governance: SEA in the humanitarian sector (webinar)
DESCRIPTION:The webinar will feature the work of HUM-GOV PhD researcher Delu Lusambya Mwenebyake and his work on reporting mechanisms and experiences of affected populations in North and South Kivu in the Democratic Republic of the Congo. \n\n\n\nThe paper ‘Sexual exploitation and abuse (SEA): Implication of humanitarian workers in the Democratic Republic of the Congo’ analyses patterns of SEA\, motivations for both perpetrators and suvivors and the socioeconomic circumstances that surround SEA within the humanitarian sector in DRC.  \n\n\n\nThe paper is also the basis for the first ‘The Hague Humanitarian Studies Centre Research Brief’\, which will be released just prior to this webinar. \n\n\n\nAfter the initial presentation\, ISS Associate Professor in Labour and Gender Economics\, Dr Karin Astrid Siegmann will give a reflection on the topic of SEA in humanitarian contexts. SUMMARY:IDLO Partnership Forum 2024
DESCRIPTION:The world is grappling with complex\, interrelated crises – including conflict\, climate change\, declining trust in institutions\, and a widening justice gap – that threaten to reverse decades of development gains\, undermine the multilateral system\, and destabilize societies. With growing polarization and heightened risks\, the next few years are likely to be an extreme resilience test of governance at all levels. \n\n\n\nThe Pact for the Future\, the Global Digital Compact\, and the Declaration on Future Generations\, together reflect global leaders’ commitment to correct course and build a renewed multilateralism to address shared challenges. The rule of law will be central to delivering on these bold ambitions. \n\n\n\nIn a world of unprecedented challenges and opportunities\, IDLO’s new Strategic Plan 2025-2028 is grounded in our belief that the rule of law is not just an abstract principle but a powerful tool that can promote peace and prosperity\, unlock development potential\, and protect human rights for all. \n\n\n\nAs an enabler and accelerator of the 2030 Agenda for Sustainable Development\, the rule of law can address the root causes of global crises and equip people and governments to develop fair and collaborative approaches to navigate a rapidly changing world. IDLO’s approach is tailored to the specific needs and contexts of its partners\, ensuring that the rule of law contributes meaningfully to improving people’s lives. \n\n\n\nOn the occasion of the Strategic Plan’s adoption by the Assembly of Parties\, the 2024 edition of IDLO’s Partnership Forum will feature a panel of high-level speakers who will share their experiences of using rule of law solutions to combat corruption\, reduce the justice gap for women and girls\, advance climate justice and enable inclusive economic growth. \n\n\n\nSimultaneous interpretation will be provided in English\, French and Spanish \n\n\n\n\n\n\n\n\nRegister here!

SUMMARY:CYBER RESILIENCE FOR NGOs REPORT LAUNCH
DESCRIPTION:Join us for the official launch of the Cyber Resilience for NGOs report\, the culmination of the consortium work and a detailed and insightful look into the cyber security landscape for NGOs in the Netherlands! \n\n\n\nThe Cyber Resilience for NGOs (CR4NGOs) project is dedicated to enhancing the cybersecurity of non-profits in the Netherlands\, a sector often vulnerable to cyberattacks. Through capacity-building\, tailored threat intelligence\, and crisis simulations\, CR4NGOs provides free\, expert support to close the cybersecurity gaps faced by NGOs. The initiative leverages the proven methodologies of the CyberPeace Builders This link opens in a new tab platform.  \n\n\n\nThe project brings together four key partners: The Hague Humanity Hub This link opens in a new tab\, the CyberPeace Institute This link opens in a new tab\, the Connect2Trust Foundation This link opens in a new tab\, and The Shadowserver Foundation This link opens in a new tab. The project wants to provide NGOs with individualised support to identify and combat key cyber threats and aims to protect both the organizations’ staff and their beneficiaries from potential attacks\, significantly improving the overall cyber resilience of the entire sector.  \n\n\n\nThis project is part of the Cyber Resilience subsidy scheme This link opens in a new tab (2023-24) and is co-funded by the Dutch Enterprise Agency This link opens in a new tab (RVO). The project consortium is also a partnership  This link opens in a new tabof the Digital Trust Center This link opens in a new tab(DTC). \n\n\n\nThe programme will feature: \n\n\n\n\nOpening words from Deputy Mayor Saskia Bruines\n\n\n\nAn introduction to the Digital Trust Center and the partnerships towards streghening cybersecurity of organisations throughout the country.\n\n\n\nAn interactive panel discussion on the trends and insights from the CR4NGOs report followed by the scoping of what’s next for the non-profit community\, including the presentation of Beyond 125 Action Plan This link opens in a new tab\n\n\n\n\nThe report   \n\n\n\nA key outcome of the project is the production of a comprehensive report that provides insights into the cyber threat landscape and the cybersecurity maturity levels of target organisations in the Netherlands. The report will emphasise the human impact of cyberattacks\, focusing on how these attacks affect NGOs and the communities they serve.  \n\n\n\nThe Future of the project:  \n\n\n\nThanks to data collected in collaboration with the 30 organisations participating in the programme\, the report will explore the specific cyber threats facing NGOs in the Netherlands\, examining their risk exposure\, maturity\, vulnerability profiles\, and resilience against cyberattacks. Based on the analysis\, the report will provide actionable recommendations to build capacities and resilience to mitigate cyber risks.  \n\n\n\nThis pilot project aims to create a sustainable\, long-term support system for the NGO sector across the Netherlands. By fostering collaboration between NGOs\, industry\, academia\, and philanthropy\, the consortium seeks to establish a community that ensures ongoing cybersecurity support even beyond the current project cycle. The CyberPeace Builders platform will remain a central resource\, providing ongoing assistance to both existing and new NGOs. This continued engagement offers non-profits the opportunity to benefit from expert guidance and to further enhance their cyber resilience over time.  \n\n\n\n\nSign up for the CR4NGOs report launch This link opens in a new tab\n\n\n\n\nNGO Participation:  \n\n\n\nInterested NGOs can join the CyberPeace Builders This link opens in a new tab platform\, where they begin by completing a brief self-assessment. This process pairs them with trusted cybersecurity specialists\, who work with the organizations on a mission basis\, ensuring that support is tailored to each NGO’s specific needs. Assistance may involve reviewing cybersecurity policies\, installing password management systems\, conducting staff cyber resilience training\, and more. Over 30 NGOs\, spanning various fields such as conflict resolution\, healthcare access\, and environmental conservation\, are already benefiting from this support.  \n\n\n\nFor more information\, please reach out to digitalisation@humanityhub.net

SUMMARY:Reshaping Partnerships
DESCRIPTION:Current North-South strategic partnerships often struggle to be fully equitable. Co-designing problems and solutions within the partnership chain can provide valuable insights. Plan International\, in collaboration with KPSRL\, is hosting a learning event. The aim is to share\, reflect and discuss the strategic partnership chain\, in its current and preferred shape. The presented findings\, are the results of human centred co-design sessions\, collected during a one year project. Participants included girls and young women\, community members\, development practitioners\, donors\, and humans in the private and academic sector. Main topics of discussion of the learning session are challenges\, opportunities\, and power dynamics involved in current and future partnership set-ups.  More importantly\, we seek to exchange on how we can take action for more equitable partnerships.    \n\n\n\n\n\n\n\n\n\n\nRegister here!

SUMMARY:Practical approaches to localisation in peacebuilding: Launch event
DESCRIPTION:Localisation is widely discussed across the international development system. However\, there is little consensus on what this means in practice. \n\n\n\nFocusing on four contexts (Kenya\, Rwanda\, Syria and Lebanon)\, International Alert and its partner Mobaderoon have conducted research on what conflict sensitive localisation could look like in the peacebuilding sector\, what needs to be done to achieve it\, and how this may differ across settings. \n\n\n\nAlthough there is much variation across the contexts\, this research has identified three common facets: building legitimacy and trust\, transforming power relations and developing capacities for peace. These are underpinned by the need to take a conflict sensitive approach to localisation that is adapted to local contexts. \n\n\n\nCome to this launch event at 2pm (UK time) on 3 December to hear insights from teams who led the research in different contexts and discuss practical steps that local and international actors can take. \n\n\n\n\n\n\n\n\n\n\nRegistration link

SUMMARY:Just Peace Movie Night: For Sama
DESCRIPTION:For Human Rights Day\, in collaboration with KUNO\, we are presenting the critically acclaimed film For Sama. This event is part of the Just Peace Movie Nights series\, a program that uses film and storytelling to bring important issues around peace and justice to the attention of a wide audience. After the film screening\, we will engage in a discussion with experts on topics such as the context of the Syrian conflict during the shooting of the film\, the current humanitarian and refugee crisis in Syria\, and the political situation in the Netherlands\, including cabinet plans to declare parts of Syria safe and return Syrian asylum seekers. \n\n\n\nAbout For Sama \n\n\n\nFor Sama is both an intimate and epic journey into the female experience of war. A love letter from a young mother to her daughter\, the film tells the story of Waad al-Kateab’s life during five years of the uprising in Aleppo\, Syria. She falls in love\, marries and gives birth to Sama\, all while catastrophic conflict erupts around her. Her camera captures incredible stories of loss\, laughter and survival as Waad struggles with an impossible choice – whether to flee the city to protect her daughter’s life\, while leaving means giving up the fight for freedom for which she has already sacrificed so much. \n\n\n\nSpeakers to be announced soon. \n\n\n\nProgram \n\n\n\nDoors open at 19:00\, and refreshments will be available in the café. The film screening will be followed by a panel discussion and Q&A. After the official program\, we cordially invite attendees to stay for informal networking and drinks. \n\n\n\n\n\n\n\n\n\n\nRegister here!

SUMMARY:Unlocking Climate Finance: the Role of Civil Society in promoting Accountability and Accessibility on a National Level
DESCRIPTION:Climate finance plays a crucial role in addressing climate change\, but ensuring that these financial resources are used effectively\, transparently\, and equitably is a complex challenge. It is therefore essential to track climate finance on a national level and hold governments accountable for its spending. At the national level\, civil society organizations in the Global South are uniquely positioned to monitor climate finance flows\, advocate for accountability\, and push for equitable access to funding for those who are most affected by climate change.   \n\n\n\nIn this upcoming learning session\, Partos will explore the role of civil society in the Global South in tracking climate finance flows and holding their governments accountable. They will discuss questions like:   \n\n\n\n\nHow can we support civil society in holding governments accountable for just climate finance on a national level?  \n\n\n\nHow can we strengthen civil society to promote equitable access to climate finance? \n\n\n\n\nWhat to expect  \n\n\n\nWe will learn about the key takeaways of a study done by Oxfam Novib on climate finance accountability in Uganda\, Nigeria and Vietnam. Subsequently\, we will dive into the experiences of the Voices of Just Climate Action program in promoting access to climate finance and strengthening civil society. We will also reflect on the outcomes of the COP 29 and what they mean for climate finance accessibility and accountability. There will be plenty of time to discuss successful approaches\, challenges and opportunities to amplify and strengthen each other’s work. After this in-person session\, there will be networking drinks so don’t miss out!   \n\n\n\n\n\n\n\n\nRegister here!

SUMMARY:The Erosion of Facts in U.S. Politics: Implications for Foreign Policy and International Cooperation
DESCRIPTION:In an era increasingly defined by misinformation and ideological narratives\, the role of facts in shaping U.S. politics—both domestically and internationally—is under scrutiny. The 2024 presidential election\, marked by polarization and post-truthism\, raises pressing questions about the state of truth in governance and diplomacy. To what extent do facts still guide U.S. politics? How do these dynamics influence global alliances\, democracy promotion\, and international cooperation? \n\n\n\nThis event explores these questions\, examining how fact-based governance—or its decline—impacts NATO cohesion\, U.S.-China relations\, and human rights advocacy. We will consider the consequences for U.S. credibility and multilateral collaboration\, as well as parallels in Europe\, drawing lessons to bolster democratic resilience and institutional effectiveness. \n\n\n\n\n\n\n\n\nRegister here!

SUMMARY:Rule of Law Training
DESCRIPTION:The Matra Rule of Law Training Programme is designed to strengthen institutional capacity in the field of rule of law within government organisations in Albania\, Armenia\, Bosnia and Herzegovina\, Georgia\, Kosovo\, Moldova\, Montenegro\, North Macedonia\, Serbia\, Türkiye\, and Ukraine. Each year we offer (hybrid) training courses\, providing participants with insights into best practices across a wide range of rule of law topics. \n\n\n\nThrough interactive sessions that blend theory with practical skills\, as well as study visits\, our programme equips policy advisors\, members of the judiciary and other civil servants working in the government and justice sectors with the knowledge and skills needed to drive reforms within their respective countries. \n\n\n\nIn addition\, by taking part in the training programme\, participants become part of a large international network of alumni\, lecturers and public institutions in the Netherlands and in the target countries. This network serves as a platform for learning\, exchange and collaboration. \n\n\n\nThe Matra Rule of Law Training Programme is designed and delivered by the Netherlands Helsinki Committee\, Leiden Law School and The Hague Academy for Local Governance. It is financed by the Ministry of Foreign Affairs of the Netherlands\, and administered by the Netherlands Enterprise Agency (RVO) on behalf of the Ministry. For questions relating to the Matra Rule of Law Training Programme please contact us via matrarolt@nhc.nl \n\n\n\nThe following hybrid training courses are on offer in 2024-2025: \n\n\n\nIn 2024-2025 the following hybrid training courses are offered: \n\n\n\n1. Administration of Justice (full brochure) \n\n\n\nThis training will focus on the “judicial” dimension of Chapter 23. The training will focus on the fundamental principles of judicial organisation under the EU acquis – with a special focus on the case law of the EU Court of Justice – and groundbreaking case law of the European Court of Human Rights. Participants will also learn about best practices in the administration of justice in the Netherlands\, and the organisation and functioning of the judiciary. Participants will be introduced to the concept of independence and impartiality as developed in the robust case law of the European Court of Human Rights. Participants will discuss the legal framework regarding the principles of accountability and independence and the application of these principles; judicial culture as a backdrop against which courts function; the role of judicial councils and the role of precedent in legal practice. \n\n\n\nThis training will be held online from 02 to 13 December 2024 and will be held in-person from 20-31 January 2025. Applications are now closed. \n\n\n\n2. Integrity of Civil Servants (full brochure) \n\n\n\nPublic integrity is a core value of the European vision on good governance. It is essential for a well-functioning and transparent government\, and an important precondition for economic growth. This training will help participants developing integrity policies\, in order to ensure transparency\, accountability\, efficiency and ethical behaviour within government institutions. \n\n\n\nThis training will focus on three pillars of public integrity as defined by the Organisation for Economic Co-operation and Development (OECD): system\, culture and accountability. Participants will discuss international and European standards\, while also learning about examples and practices from the Netherlands. How are integrity policies designed\, implemented and enforced? \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n3. Public Procurement (full brochure) \n\n\n\nThe acquis on public procurement includes general principles of transparency\, free movement of goods\, and non-discrimination. In addition\, specific EU rules apply for the coordination of awarding public works contracts\, services and supplies. Government contracts are of great economic and strategic importance and it is therefore necessary that systems are designed in such a way that conflicts of interest and corruption are prevented as much as possible. \n\n\n\nWith this training\, we want to increase knowledge of European regulations in the field of public procurement by looking at Dutch and international experience with regard to legitimacy and integrity of the purchasing process. Strong\, independent institutions protect the integrity of the system. This prevents inappropriate political or economic influence. This training also pays attention to gender responsive and transformative public procurement\, showing casing how public procurement can contribute to increasing gender equality. \n\n\n\nThis training will be held online from 27 January – 07 February 2025 and will be held in-person from 10 – 21 March 2025. \n\n\n\n4. Management of Public Services (full brochure) \n\n\n\nThis training addresses the question of how the public sector can be better organised to enable good public services. We look at the public sector from the perspective of multi-level governance: cooperation and coordination between multiple layers of government\, non-government actors and citizens for effective and efficient public services. Challenges surrounding decentralisation and privatisation (including public-private partnerships) are discussed\, including the financing of services. We also discuss the potential of digitalisation to make services more efficient\, transparent and accessible\, as well as accompanying challenges – for example regarding privacy\, data security and the digital divide. We discuss the importance of good personnel policy for well-functioning public institutions and services. We look at issues such as merit-based selection and promotion\, transparent performance assessments and offering training and development opportunities to government officials. \n\n\n\nThis training will be held online from 12 to 23 May 2025\, and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n5. Management of Borders (full brochure) \n\n\n\nAll Matra countries share common challenges when it comes to migration\, asylum\, border management and organised transnational crime. The Western Balkans and Turkey are located on the crossroads of migration routes from conflict areas to EU member states\, while Armenia\, Georgia\, Moldova and Ukraine share common challenges in the field of border management and adjusting national legislation in order to meet the EU acquis. \n\n\n\nIn this training\, participants will strengthen their knowledge of EU asylum law and its interpretation by European courts. Sessions will be dedicated to the EU acquis\, including the EU return and readmission policy. In the field of border management\, participants will learn about Schengen legislation and the mandate of Frontex\, whiles sessions will also be held on the fight against organised crime. \n\n\n\nThe training will be held online from 12 to 23 May 2025 and in-person from 09 to 20 June 2025. Click here to apply. \n\n\n\n6. Human Rights \n\n\n\nDepending on the selected participants\, this training can be used in a number of ways to address fundamental and human rights. All government policy initiatives must be monitored for their impact on (human) rights and there must be mechanisms for monitoring and correcting practices that conflict with these rights. This training looks at mechanisms and policies that can be used to (better) safeguard internationally agreed human rights standards. Together with Dutch institutions active in this area\, we will exchange practical experiences with the participants and encourage them to reflect on the situation in their own country. \n\n\n\nThis training will be held online from 15 to 26 September 2025\, and in-person from 6 to 17 October 2025. \n\n\n\n7. (Functioning of) Democratic Institutions \n\n\n\nWell-functioning institutions that guarantee democracy\, the rule of law and human rights are essential for preserving the EU’s identity and values. They must guarantee and safeguard fundamental rights and freedoms. In this training we not only look at international standards (the role of the Venice Commission and the Council of Europe)\, but also at practice: how can civil servants themselves contribute to democratic policy and decision-making and increasing confidence in the government? How can organisations work more transparently? And how can the distance between the government and the citizen be reduced? \n\n\n\nThis training will be held online from 10 to 21 November 2025\, and in-person from 01 to 12 December 2025. \n\n\n\nThese training was held in 2023-2024: \n\n\n\nJudicial Cooperation \n\n\n\nIn this training we look at the importance of collaboration within the justice sector\, both at a national and international level. We will tailor the programme specifically based on the sectors in which the selected participants work. For example\, we look at the ways in which international cooperation between judges works (recognition of foreign judgments\, transfer of suspects). Regarding the enforcement of sentences\, we look at chain cooperation\, in which the fundamental values and standards of the EU are central. For example\, within criminal law\, the right balance must be found between punishment\, reintegration and the protection of victims and society. When it comes to punishment\, we will highlight the value of alternative sanctions to prison sentences. Within this training we pay special attention to cooperation between civil servants and civil society\, because Dutch chain cooperation within criminal law between government parties and civil society is highly developed and is often a revelation for experts from other countries. \n\n\n\nThis training was held online from 11 to 22 November 2024\, and in-person from 1 to 14 December 2024. \n	Register Here This link opens in a new tab\n	\n\n\n\n\n\n\n\n\n\n
