SUMMARY:CoFoE: Hard vs Soft Power: Is it time for an EU Army?
DESCRIPTION:LINKS Europe This link opens in a new tab\, in collaboration of The City of The Hague This link opens in a new tab and with the support of The Hague Humanity Hub This link opens in a new tab\, cordially invites you for a policy dialogue on the future of European defence and security\, titled: ‘Hard vs Soft Power: Is it time for an EU Army?’ The event is the fifth in our series of Conversations on the future of Europe in the world\, and aims to contribute to the debate within the framework of the Conference on the Future of Europe This link opens in a new tab. \n\n\n\nSince its establishment\, the EU has relied on soft power and economic instruments as its foreign policy tools\, leaving hard power to its member states\, and the main Western military alliance\, NATO. The concept of a European army is hardly a new one but has by and large remained\, up to now\, abstract; however\, in light of the EU’s growing geostrategic ambitions\, what was once inconceivable is now starting to gain ground. \n\n\n\nIn her 2021 ‘State of the Union’ address\, the president of the European Commission\, Ursula von der Leyen\, noted that an EU defence force could be ‘part of the solution’ to the problem of a strategically autonomous EU. Following the heavily critiqued\, US-led withdrawal from Afghanistan last year\, this idea has once again started to gain traction. \n\n\n\nHowever\, what would such a development mean for the bloc? Has the EU truly exhausted its soft power instruments? What risks do such a development carry? Would it even be possible? And fundamentally\, how do EU citizens feel about such a significant change to the nature of the bloc? \n\n\n\nParticipants to the policy dialogue will hear short presentations from several guest speakers\, after which everyone present will be asked to contribute their views on the topic in short 1–2-minute presentations\, followed by a general discussion. The opinions and ideas expressed in the meeting will be reflected in a short summary of proceedings\, which will be submitted for consideration within the larger Conference on the Future of Europe. \n\n\n\nThis event will take place 16:00-18:00 on Thursday\, 3 February 2022\, virtually via Zoom. Registration is obligatory. \n\n\n\nModerator: \n\n\n\nWill Murray – Senior Editor and Co-ordinator\, LINKS Europe\n\n\n\nSpeakers: \n\n\n\nProfessor Rob de Wijk This link opens in a new tab – Founder\, The Hague Centre for Strategic Studies (HCSS)\, The HagueDick Zandee This link opens in a new tab – Head Security Unit/Senior Research Fellow\, The Clingendael Institute\, The HagueDr Daniel S. SUMMARY:Online Course: Prevention and Guarantees of Non-Recurrence: The Role of Transitional Justice
DESCRIPTION:Brief Overview \n\n\n\nPrevention is a top priority in current international policy agendas on sustainable peace and development and global governance. The Sustainable Development Goals\, for example\, include in Goal 16 on peaceful\, just\, and inclusive societies the target of reducing all forms of violence. The UN Common Agenda\, in addition\, envisions a new agenda for peace based on an overarching approach to prevention. \n\n\n\nBy confronting the causes and consequences of massive human rights violations\, transitional justice can be an important element of these agendas. Aimed at breaking cycles of abuse and laying the foundations for peace\, justice\, and inclusion\, transitional justice has always sought to prevent the violations of the past from happening again\, particularly through the principle of guarantees of non-recurrence. Exactly how efforts to address the past can help societies to avoid future violations\, however\, is an under-explored part of the field. Furthermore\, it is even less clear\, and more contested\, whether and how transitional justice can help to prevent violence and violent conflict more broadly. \n\n\n\nAs the idea of prevention has been prioritized by the international community\, understanding the role of transitional justice has become more imperative. This course therefore provides a timely overview of the conceptual and practical links between justice and prevention\, drawing on specific country experiences. It will ask a series of questions aimed at exploring the preventive capacity of transitional justice: \n\n\n\nHow can transitional justice help to guarantee the nonrecurrence of all types of human rights violations\, but also to prevent different forms of crime\, violence\, and violent conflict more broadly? How does addressing common drivers and root causes of violence and abuses\, such as exclusion\, fragility\, and gender inequality\, contribute to a more peaceful future? What are the main constraints on the preventive impact of measures designed to address the legacies of past injustices? What steps can be taken to ensure that these measures in practice facilitate long-term structural change? What roles do different actors such as the state\, civil society\, donors\, and international organizations play in promoting prevention-oriented approaches to transitional justice that can be more integrated into broader peacebuilding and development interventions? How do contexts of ongoing violence or the absence of political transition affect the relationship between confronting past injustice and preventing its persistence or recurrence?\n\n\n\nThe course will look at practical examples of current\, past\, and paradigmatic transitional justice processes and their contribution to prevention. Country experiences to be discussed may include Colombia\, Kenya\, Sierra Leone\, Peru\, South Africa\, Syria\, Central African Republic\, Morocco\, and the Philippines. The aim is to provide course participants with a firm grounding in transitional justice efforts and insight into the challenges and opportunities of helping to avoid the recurrence of violations\, violence\, and violent conflict. \n\n\n\nFor over a decade\, the International Center for Transitional Justice (ICTJ) has offered a one-week in-person course in Barcelona in partnership with the Barcelona International Peace Center. In recent years\, the course has focused on “Prevention and Guarantees of Non-Recurrence: The Role of Transitional Justice\,” which engages participants in an in-depth examination of the relationship between transitional justice and the notion of prevention. In 2021 and 2022\, due to restrictions related to the COVID-19 pandemic\, the course has been reformulated as an interactive virtual platform. \n\n\n\nThe course runs from Monday\, February 7 through Friday\, February 11\, 2022 and involves 15 hours of online participation during 5 consecutive weekdays from 9:00 a.m. to 12:00 pm Eastern time plus 3 hours for a group assignment outside the course hours. The course format includes a combination of online lectures\, breakout room discussions\, case studies\, and peer exchange of experiences. We have reformulated the course’s sessions\, shortening our schedule to allow participants more flexibility with their personal and professional schedules. It will be taught in English and a high proficiency level is required to fully benefit from attendance. Space will be limited. \n\n\n\nInstructors of include top level experts and practitioners\, such as Ruben Carranza\, Cristian Correa\, Roger Duthie\, Virginie Ladisch\, Kelli Muddell\, Anna Myriam Roccatello\, Howard Varney\, and Fernando Travesi\, among other guest speakers. The program is targeted at staff at multilateral agencies\, governments\, NGOs\, foundations\, universities\, and others involved in peacebuilding\, development\, conflict\, and post-conflict contexts around the world. \n\n\n\nDue to the pandemic\, ICTJ is subsidizing part of the course costs reducing its fee to US$ 800.00 (eight hundred dollars). \n\n\n\nTo apply\, please complete this online form This link opens in a new tab. \n\n\n\nDeadline for applications is Friday\, January 14\, 2022. \n\n\n\nFor more information about the application\, or any other inquiries\, please email Kelen Meregali at kmeregali@ictj.org. \n\n\n\n\nApply here!

SUMMARY:‘Stichting Europa’: The role of the non-profit sector towards Global Europe
DESCRIPTION:LINKS Europe\, in collaboration with The City of The Hague\, and with the support of The Hague Humanity Hub\, cordially invites you to a roundtable discussion on the theme: ‘Stichting Europa’: The role of the non-profit sector in pursuit of a Global Europe. The event is part of the sixth cluster of events in our series of Conversations on the future of Europe in the world and aims to contribute to the ongoing debate across the continent within the framework of the Conference on the Future of Europe. \n\n\n\nThe EU has made its aspiration of becoming a geostrategic player clear\, with advocates frequently citing the strength and diversity of the bloc’s third largest global economy as its number-one asset on this journey. However\, NGOs\, think tanks and other civil society groups are also considered a part of this European patrimony. “NGOs are part of our DNA”\, European officials are often heard saying. Yet is the vibrancy and dynamism of the European third sector being used properly in the process of building global Europe? \n\n\n\nThis discussion shall address the role the non-profit sector is contributing towards the EU’s global ambitions\, and how the EU can better galvanise the sector’s wealth of skills and knowledge; how it can involve and empower non-profits to work towards common global goals; and the risks and benefits in doing so. During the discussion participants will also be invited to offer practical ideas on how The Hague’s rich civil society eco-system can contribute to this process in the future. \n\n\n\nThis event is a fully interactive discussion to allow those working in The Hague’s non-profit sector to share their views on the topics highlighted above – all participants will be expected to share their views before culminating in a general discussion. Participants are welcome also to submit longer written presentations\, which can be circulated during the meeting. The opinions and ideas expressed in the meeting and in the written presentations will be reflected in a short summary of proceedings\, which will be submitted for consideration within the larger Conference on the Future of Europe. \n\n\n\nThis roundtable will take place at 11:00-14:00\, with a short 30 minute lunch break\, on Tuesday\, 22 February 2022\, at The Hague Humanity Hub (city centre). \n\n\n\n\nRegister

SUMMARY:Diaspora Communities and the future of Europe in the world
DESCRIPTION:LINKS Europe\, in collaboration with The City of The Hague\, and with the support of The Hague Humanity Hub\, cordially invites you to a Round Table Discussion on the theme: Diaspora Communities and the future of Europe in the world. The event is part of the sixth cluster of events in our series\, Conversations on the future of Europe in the world\, and aims to contribute to the on-going debate across the continent within the framework of the Conference on the Future of Europe. \n\n\n\nThe Netherlands\, and in particular The Hague\, is home to many diaspora communities. While some are a result of decades-long migration waves\, others are relatively new\, arriving in the last few years. Some communities are well organised having various educational\, religious\, and civic structures\, while others are just slowly starting to organise. Diaspora communities are not always well-represented in decision-making at a local\, national and pan-European level\, despite being citizens of EU member states. \n\n\n\nSome of the challenges that face the EU today\, such as radicalisation\, an influx of illegal migrants\, and civic integration for newcomers\, affect the diaspora communities directly\, and their voices on these issues often do not reach policymakers at the EU level. Beyond that\, diaspora communities are not often part of debate on the future of Europe in the world\, being often marginalised to a subservient role of advocates of their “old country” in the “new country”. This opens them to criticism that they may be fifth columnists\, and less than loyal citizens. Whilst most often these criticisms are unjustified\, they make diaspora communities vulnerable\, and less keen to play an active role in the articulation of the EU’s future relationship with the world. This also often means that the important role that diaspora communities can play as bridge-builders to the countries in Europe’s neighbourhood and beyond is often either missed or distorted. \n\n\n\nHow can this change? How can the EU better engage with its diaspora communities when considering the future of the bloc on the world stage? Is there a role for local and municipal authorities in helping empower diaspora communities to fine-tune their contribution to the wider European debates\, especially on foreign\, defence and security policy? \n\n\n\nAfter a short introduction to the theme of the discussion all participants will be asked to speak for 2-4 minutes on the topic\, preferably from the perspective of the diaspora community that they are coming from. Participants are welcome also to submit longer written presentations\, which can be circulated during the meeting. The opinions and ideas expressed in the meeting and in the written presentations will be reflected in a short summary of proceedings\, which will be submitted for consideration within the larger Conference on the Future of Europe. \n\n\n\nThis event will take place 14:30-15:30 on Tuesday\, 22 February 2022\, at The Hague Humanity Hub. The working language will be English. Registration is obligatory. \n\n\n\n\nRegister This link opens in a new tab

SUMMARY:Book Launch: ‘Security through Cooperation: To the Same End’
DESCRIPTION:LINKS Europe cordially invites you to the launch of a new book by Dr Walter A. Kemp\, titled\, ‘Security through Cooperation: To the Same End This link opens in a new tab’. \n\n\n\nThis book makes the case for why co-operation is the key to security within and between states\, and for dealing with complex threats and challenges to international peace and security. It argues that co-operation is not altruism or liberal internationalism\, rather it is in the self-interest of states. Drawing on both theory and practice\, it looks at how co-operation can be promoted within and between states as well as in the global community. It explains the concept of ‘co-operative security’ and its potential contribution to promoting integration against the current of fragmentation. Furthermore\, the book explores the potential impact of technology on cooperation. It makes an urgent call for new ideas and approaches to encourage people and states to work together to deal with complex threats and challenges. \n\n\n\nWe are delighted to welcome to this event Ambassador Kairat Abdrakhmanov\, the OSCE’s High Commissioner on National Minorities\, who will make opening remarks. This will be followed by a presentation by Dr Kemp\, in which he will introduce and discuss the book and its themes\, followed by questions and discussion. Copies of the book will be available to be purchased at the event. \n\n\n\nThis event will take place in person at The Hague Humanity Hub (City Centre) in The Hague\, on Tuesday 22 February 2022 at 14:30-15:30. \n\n\n\nWalter A. Kemp is Senior Fellow at the Global Initiative against Transnational Organized Crime\, and Strategic Policy Adviser at the Geneva Centre for Security Policy. He teaches at the Diplomatic Academy in Vienna\, Austria. \n\n\n\n\nRegister This link opens in a new tab

SUMMARY:The Russian Invasion of Ukraine: International Legal Implications
DESCRIPTION:Organised by the T.M.C. Asser Instituut in The Hague\, partnered with The Hague Humanity Hub and supported by the Municipality of The Hague. \n\n\n\nOn Tuesday 8 March\, the international law research centre T.M.C. Asser Instituut will organise an in-person discussion on the international legal implications of Russia’s invasion of Ukraine. Top experts in international law will answer your questions and explain the legal options that the international community has for responding to this grave situation. \n\n\n\n\n\nBackground: \n\n\n\nThe Russian invasion of Ukraine is holding the world in its grip. Beyond the operational and security-related questions\, international law plays an important role in this context as well. Many of the world’s nation states have united to condemn the invasion for undermining the very foundation of the international legal order\, and core provisions of the UN Charter. But there is much more to be said about the role of international law in this conflict. For example\, how has language on historical memory been used in the lead-up to the invasion and what does international law say about this? What is the role of cyber warfare in this conflict and how does it relate to the laws of war? Which international laws are currently being violated? What are the United Nations’ legal options? Can The Hague-based tribunals pass judgement on Russia\, and what happens if they do? Can individuals be held accountable for actions in Ukraine? Can Putin himself be tried? If so\, for what crimes and through what mechanisms? Finally\, are there legal instruments available to stop the threat of nuclear war? \n\n\n\nThese and many more questions will be discussed during this event\, organised by the T.M.C. Asser Instituut in the centre of the international city of peace and \n\n\n\njustice\, The Hague. The event will be a conversation without formal presentations. Instead\, experts will introduce subtopics of international law that are relevant to the conflict\, followed by a discussion with all participants. \n\n\n\nOf course\, we would also like to hear from you\, the people reading this and possibly interested in signing up. If you want to ask a question about the legal implications of the Russia – Ukraine conflict\, or on the legal options that the international community has to respond\, please send us an email at communications@asser.nl. Questions will be collected before the event and shared with the moderator\, who will decide which ones to put to the experts. No personal details will be shared. \n\n\n\nModerator: Carl Emilio Lewis\, T.M.C. Asser Instituut \n\n\n\nConfirmed speakers: \n\n\n\n*Ulad Belavusau\, T.M.C. SUMMARY:War Heroines of Ukraine - International Women's Day (Online)
DESCRIPTION:[Online event] Join us on International Women’s Day 2022: War Heroines of Ukraine Dedicated to the Bravery\, Resilience and Strength of the Women in Ukraine\n\n\n\n\nREGISTER This link opens in a new tab\n\n\n\n\nContext: \n\n\n\nThis year’s IWD activities are marked with the war outbreak in Ukraine-Europe\, and its wider impact on the global defense\, development\, and security issues. While the male-dominated political decision-making has failed to maintain security and peace in the continent\, women of Ukraine have emerged as our heroines since the early days of the war outbreak. They: \n\n\n\n> took to the streets demonstrating against the war\,> joined the call of their leaders to defend their country and> stood up to take care of their families and others.\n\n\n\nThis characterizes their bravery\, shows resilience and symbolizes their strength. The testimonies emerging from Ukraine are a tale of untold stories of heroic courage and wisdom of women in Ukraine and across the border. \n\n\n\nThe event: \n\n\n\nAn online consultation would record and respond to the needs of women in Ukraine. By hearing from the war heroines on the ground\, event organizers and participants would prepare a response to channelize humanitarian assistance to local women and their organisations. The event would assess the current commitment required to collect and distribute money in this emergency situation and whether there is a need for vigilance and advocacy in this regard. A multi-stakeholder expert panel will help widen the narrative by addressing the concerns of women’s organizations in Ukraine.  The event hopes to instrumentalize the building and strengthening of a network of international actors in support of assessment of women’s needs in rapid assistance mechanisms. By doing so\, the event contributes to furthering the interaction between Ukrainian and international actors.   \n\n\n\nThe need for humanitarian assistance is growing as food supplies are disrupted and infrastructure destroyed. Most of the refugees are women and children\, except those who are able to stay back and defend their country\, while others have physically been unable to leave Ukraine. All women in Ukraine are heroines and must be supported and recognized as full recipients of rapid humanitarian assistance. \n\n\n\nOrganizers: \n\n\n\nIn solidarity\, Gender Concerns International\, WIDE+ and the Humanity Hub wish to show their support to the women in Ukraine by organizing an online event that serves as a platform for the voices of activists from the country and calls upon their supporters and well-wishers to come forward and stand with War Heroines of Ukraine. \n\n\n\nPanel: \n\n\n\nNatalia Lynnyk\, Committee of Voters of UkraineOlena Suslova\, Women’s Information Consultative CenterOlena Lazorenko\, League of Professional WomenSabra Bano\, Gender Concerns InternationalGea Meijers\, WIDE +Darina Schram\, Gender Concerns International\n\n\n\nProgramme: \n\n\n\n15:00-15:03      Welcoming by Humanity Hub (Janet H. SUMMARY:Law and Ethics of Artificial Intelligence in the Public Sector: From Principles to Practice and Policy
DESCRIPTION:On 10–11 March 2022\, the Asser Institute is organising an interdisciplinary conference on ‘Law and Ethics of Artificial Intelligence in the Public Sector: From Principles to Practice and Policy’. To register for this event\, click here This link opens in a new tab. \n\n\n\nBackgroundThe conference will address the multiple challenges raised by the increasing use of artificial intelligence (AI) in the public sector. As AI is progressively deployed in various domains such as healthcare\, energy\, welfare\, border security\, criminal justice\, law enforcement\, and defence\, it is essential to ensure that the development and use of AI technologies are guided by core values\, in particular the rule of law and human rights. \n\n\n\nIn recent years\, the rapid progress of AI capabilities has been accompanied by a growing recognition of the need to proactively reflect on its societal implications\, so as to shape the development and applications of technology in line with ethical and legal principles. Public and private institutions alike have called for a fundamental examination on the potential impacts of AI\, in order to guide AI research and policy towards beneficial outcomes\, and to ultimately maintain agency over the technologies we decide to adopt. \n\n\n\nUnfettered deployment of AI has already led to unintended consequences notably in terms of discrimination\, privacy\, due process\, transparency\, and accountability. Current debates on autonomous weapons systems\, the use of facial recognition in public spaces\, risk-assessment algorithms in the judicial system\, or automated detection of welfare fraud\, demonstrate that the implementation of data-driven policy-making and algorithmic decision-making in the public sector is a highly topical and important issue. The potentially promising and seemingly less controversial applications of AI for instance to improve healthcare or energy management should as well be the subject of close reflection and scrutiny\, as they are not exempt from risks and human rights concerns. \n\n\n\nThe conference will result in an interdisciplinary dialogue aimed at generating insights on the principles\, conditions\, and methods that would facilitate the responsible deployment of AI in the public sphere. In order to develop solutions to the pressing challenges of AI\, the ethical\, legal\, technical\, and policy aspects must be addressed together. Indeed\, both the bedrock of ethical values such as human dignity and individual autonomy\, and fundamental legal norms in particular human rights\, need to be translated and assimilated into the design and engineering of AI systems. The conference will thereby build necessary bridges between ethics\, law\, and engineering\, and further seek to operationalise principles into practice and policy. \n\n\n\nProgramme \n\n\n\nThursday 10 March 2022 \n\n\n\n10:00–10:30     Opening10:30–12:00     Algorithmic Decision Making in Public Administration13:00–14:30     Approaches to Regulation and Accountability15:00–16:30    Data and Discrimination \n\n\n\nFriday 11 March 2022 \n\n\n\n10:30–12:00     Responsible AI in Research\, Education\, and Work13:00–14:30    AI in Police\, Justice\, and Security14:30–15:00     Closing Discussion15:30–18:00     Reception at the Asser Institute for speakers & invited guests \n\n\n\nFull programme TBA \n\n\n\nFormatThe conference is organized online (Zoom). \n\n\n\nReceptionParticipants located in or near The Hague are invited to come for a networking reception after the conference on Friday 11 March 2022 at 15:30.
